Introduction and Order of Business Comments by Mayor and City Manager. Bill Kelly, City Manager, and Mayor ]ohn Wuo noted the Order of Business of tonight's Special Meeting. Mayor Wuo clarified that no action will be taken by the City Council on any of the proposed proJects. Don Penman, Assistant City ManageryDevelopment Services Director, Donna Butler, Community Development Administrator provided an overvfew of both Santa Anita Park Specific Plan (Caruso Project) and expansion of the Westfield Santa Anita Mall project. b. We~eld SanW Anita Mall F~cpansion PresenWtion Kenneth Wong, President, U.S. Operations, from the Wes~eld Company Introduced Richard Green, Vice Chairman of Opera[ion; ]ohn Heaty, Vice President of Development and Kelth Ray, 6cecutive Vice President of Design. Mr. Wong provided a Power Point presentation and a brlef background on Westfleld's operation and proposed expansion of the We~eld Santa Anita Mall. Santa Anita Park Specific Plan (Caruw Projed) PresenWtion George Hanes, General Manager of SanW AniW Race Track and Rick Caruw, Chief Executive Officer, Caruso Development, provided a Power Point presenWtion and an overview of the proposed development at Santa Anlta Park. Following the presentations Mc Caruso and. Mr. Green responded to City Council inqulrles regarding different aspects of the proposed Santa Anlta Park SpeciFlc Plan and Wes~eld Santa AniW Mall projects. d. Audience participation Brent Beckwith, Rebecca Ruiz, Cristina Tamborini, Adrlana Lim, Dick Hudwn and Curtls Leach, appeared to speak in favor of the Caruso ProJect. it-i6-05 47:0108 Mercedes 0'Bryan, appeared to speak in opposition of the Caruso Projed. ]ames Scott, Dolores Foley and Carlton Maese, appeared ro speak in favor of both pro~ects. Mary Dougherty, appeared to ask the Clty Council to address the traffic, parking and security adequately. Shirley Scott, commented that she is not in favor of an election to resolve conFlicts between the developers. Judy McKinley, commented that the City should conduct these meetings in larger faciliUes. The City Council adjourned this meeting at 50:00 to November 28, 2005, 5:30 p.m. for a Special Meeting in the City Council Chamber. ]ames H.
