SECTION 2. This ordinance is hereby declared to be neces-
sary as an emergency measure for preserving the public peace, health
or safety and shall take effect immediately upon its adoption. A
statement of the reasons for its urgency is as follows: On June 28,
1967 the City Council determined, among other things, that Veterans'
Day should be a holiday for all City employees, and said decision
has heretofore been implemented by amendment of the City Personnel
Rules and Regulations. Through inadvertence the Municipal Code has
not been amended to provide for the closing of the City Hall on
November 10, 1967, said date being the Friday immediately preceding
Veterans' Day, and said date being a holiday for all City employees.
In order to prevent confusion to the public and to provide for the
orderly conduct of business when necessary but to provide for the
closing of the Arcadia City Hall on November 10, 1967, it is neces-
sary that this ordinance take effect immediately upon its adoption.
