SUBJECT: Authorize the City Manager to execute a Professional Services
Agreement amendment extending the terms with UCLA Center for
Prehospital Care for Paramedic and Emergency Medical Technician
Continuing Education and Quality Improvement in an amount not to
exceed $29,500 in the final year of the agreement.
Recommended Action: Approve
SUMMARY
Currently, the City contracts with UCLA Center for Prehospital Care (UCLA) for
Paramedic and Emergency Medical Technician Continuing Education and Quality
Improvement.
Staff recommends that the City Council extend the terms of the Professional Service
Agreement for fiscal year 2011 -12 with the option to extend the contract for four (4)
additional years for Paramedic and Emergency Medical Technician Continuing
Education and Quality Improvement in an amount not to exceed $29,500 in the final
year of the agreement in fiscal year 2015 -16.
BACKGROUND
Since 2001, UCLA has provided personalized, on -site continuing education and quality
improvement for the Fire Department. The Nurse Educator assigned to the Fire
Department rides with our paramedics, delivers quality improvement based continuing
education, and assists in the annual Los Angeles County Department of Health
Services on -site Emergency Medical Services (EMS) audit.
The services we received from UCLA have been instrumental in placing the Fire
Department in the forefront within the Los Angeles County in providing the highest
quality of prehospital care to the citizens of this community. Their services have also
brought the Fire Department praise within the Emergency Medical Services field for
quality improvement and documentation which has allowed the Fire Department to be
considered a model for other EMS agencies within Los Angeles County.

DISCUSSION
Through UCLA, the assigned Nurse Educator would continue to conduct mandatory
on -site continuing education in prehospital and emergency medicine to maintain
certification and licensing of the department's sixty (60) EMT -Basic and EMT - Paramedic
personnel. In addition, the Nurse Educator provides improvement services to maintain
or enhance the quality of patient care.
Since 2001, UCLA has been providing superior performance and excellent on -site
education to the Fire Department. The work assigned to UCLA has always been
completed and performed in a timely, reliable, and efficient manner. Based on past
performance, service, and the excellent relationship with our Nurse Educator and
UCLA, staff is recommending that the City Council extend the terms of the current
Professional Services Agreement.
The current agreement with UCLA provides for a 5% annual increase. Recently, Fire
Department staff re- negotiated the existing agreement and UCLA has agreed to
decrease their annual increase from 5% to the Consumer Price Index for the greater
Los Angeles Area, not to exceed a 3% price increase annually. Based on the
agreement amount of $25,310 for fiscal year 2010 -11, the total amount of the service
will not exceed $29,500 in the final year of the agreement during fiscal year 2015 -16.
FISCAL IMPACT
Funding for this service has already been included in the fiscal year 2011 -12 budget
and will be budgeted for an additional four (4) one -year renewal options for fiscal years
2012 -13, 2013 -14, 2014 -15, and 2015 -16.
RECOMMENDATION
Authorize the City Manager to extend the contract with UCLA Center for Prehospital
Care for Paramedic and Emergency Medical Technician Continuing Education and
Quality Improvement for fiscal year 2011 -12, and four additional one -year renewal
options in an amount not to exceed $29,500 in the final year of the agreement during
fiscal year 2015 -16, subject to the review and approval of the City Attorney.
