SUBJECT: ACCEPT ALL WORK PERFORMED BY WEST COAST ARBORIST,
INC. FOR THE REMOVAL AND REPLACEMENT OF THE STONE PINE
TREES AS COMPLETE AND AUTHORIZE THE FINAL PAYMENT TO
BE MADE IN ACCORDANCE WITH THE CONTRACT DOCUMENTS
Recommendation: Approve
SUMMARY
On January 4, 2011, the City Council awarded a contract to West Coast Arborist, Inc. in
the amount of $77,970 for the removal and replacement of 36 Stone Pine trees. The
terms and conditions of this project have been completed and the work has been
performed to staff's satisfaction with no change orders for a total project cost of
$77,970.
Staff recommends that the City Council accept all work performed by West Coast
Arborist, Inc. as complete and authorize the final payment to be made in accordance
with the contract documents, subject to retention of $7,797.
DISCUSSION
The Public Works Services Department is responsible for the maintenance and repair of
City streets. Annually, staff evaluates all City streets and determines necessary repairs
and found that the streets north of Elkins Drive in the Highland Oaks area were
damaged from Stone Pine trees. Over the years the health of the Stone Pine trees
had been declining and their roots were causing extensive damage to the streets, curbs
and gutters and private property. Staff also worked with a licensed arborist who stated
that the years of cutting the tree roots to repair streets and curb and gutter and
driveways, has contributed to the decline of the health of the trees and could destabilize
the trees.

At the August 3, 2010 study session, the City Council directed staff to move forward
with plans to rehabilitate the streets and remove and replace the Stone Pine trees in the
Highland Oaks area north of Elkins Drive. Subsequently, on October 7, 2010, PWS
staff held an informational meeting detailing the condition of the Stone Pine trees, the
condition of the streets and tree replacement options.
On January 4, 2011, the City Council awarded a contract to West Coast Arborist, Inc. in
the amount of $77,970 for the removal and replacement of the Stone Pine trees. All of
the terms and conditions of this contract have been complied with and the work has
been performed to staff's satisfaction.
Staff recommends that the City Council accept all work performed by West Coast
Arborist, Inc. as complete and authorize the final payment to be made in accordance
with the contract documents, subject to retention of $7,797.
ENVIRONMENTAL ANALYSIS
The tree removal project is considered a Class 1 exemption as defined in Section
15301(c) of the California Environmental Quality Act since the project consists of the
maintenance of existing public streets. These trees were planted as part of urban
landscaping and have outgrown their aesthetic purpose and have become a hazard and
nuisance to the public.
FISCAL IMPACT
Sufficient funds have been designated for these services in the 2010 -2011 Capital
Improvement Plan for the removal and replacement of the Stone Pine Trees.
RECOMMENDATION
1. Accept all work performed by West Coast Arborist, Inc. for the removal and
replacement of the stone pine trees as complete
2. Authorize final payment to be made in accordance with the contract
documents, subject to retention of $7,797
