OF 0 ~ . 11-10 1., I '..a iltiā– :. t"' 0 1417 r, VI P j ..nity °tom STAFF REPORT Library and Museum Services Department DATE: May 27, 2011 TO: City Council FROM: Don Penman, City Manager By Carolyn Garner - Reagan, Director of Library and Museum Services C/ SUBJECT: Allow the Arcadia Historical Museum Foundation to Solicit Monetary Contributions through the City's Water Bills SUMMARY: On August 18, 2009, the City Council approved a recommendation to permit the Major Gift Committee of the Arcadia Historical Society to solicit monetary contributions for the proposed Museum Education Center. This agenda report is attached. In early 2010, the Society eliminated the Major Gift Committee from their by -laws. In December of 2010, the Arcadia Historical Museum Foundation was formed, taking on the responsibility for fund raising for the Museum Education Center and other needs of the Ruth and Charles Gilb Arcadia Historical Museum. The Foundation would like the Council's approval to use the water bills transferred to it. DISCUSSION: As part of its change in focus and purpose, the Arcadia Historical Society decided to eliminate its Major Gift Committee from its by -laws in early 2010. In addition, the Society voted in March 2010 to remove support of the Museum from the Society's mission statement. This change left the Museum without an independent support organization that could raise funds to build the Museum Education Center and provide additional financial support for the Museum. The Arcadia Historical Museum Foundation was incorporated as a qualified 501(c) 3 in December 2010, stepping into the vacuum created by the changes in the Society's structure. Since the Society's Major Gift Committee is defunct, Historical Museum Foundation President Floretta Lauber has requested that the ability to solicit monetary donations through the City's water bills be transferred to the Foundation. RECOMMENDATION: Staff recommends approving this transfer and that all the previously approved stipulations regarding costs associated with mailing solicitations also be transferred to the Arcadia Historical Museum Foundation.
