ORDINANCE NO. 1390

AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF ARCADIA ADOPTING. BY
REFERENCE VOLUMES I, II, AND III OF THE UNIFORM BUILDING CODE, 1967
EDITION, PUBLISHED BY THE INTERNATIONAL CONFERENCE OF BUILDING
OFFICIALS, THE UNIFORM PLUMBING CODE, 1967 EDITION, PUBLISHED BY
~THE INTERNATIONAL ASSOCIATION OF PLUMBING AND MECHANICAL OFFICIALS,
THE UNIFORM WIRING CODE, 1965-EDITION, PUBLISHED BY THE BUILDING
NEWS, INC., AND THE NATIONAL ELECTRICAL CODE, 1965 EDITION, PUBLISHED
BY THE NATIONAL FIRE PROTECTION ASSOCIATION, AND AMENDING CERTAIN
PROVISIONS OF THE ARCADIA MUNICIPAL CODE RELATING TO SAID BUILDING,
PLUMBING, AND ELECTRICAL CODES.
THE CITY COUNCIL OF THE CITY OF ARCADIA DOES HEREBY ORDAIN
AS FOLLOWS:
SECTION 1. That Sections 8110, 8130.5, 8130.13, 8130.22,
8130.23, 8130.24, and 8733 of the Arcadia Municipal Code are hereby
amended to read respectively as follows:
8110. UNIFORM BUILDING CODE ADOPTED. VIOLATIONS. Volumes
I, II, and III of the Uniform Building Code, 1967 Edition, published
by the International Conference of Builq~ng Officials, as modified by

the provisions of Part 3 of this Chapter, are hereby adopted by re-
ference and together with the provisions of Part 3 of this Chapter
shall constitute the Building Code of the City of Arcadia.
Three copies of each of said volumes are on file in the
office of the City Clerk for use and examination by the public.
No person Shall erect, construct, enlarge, alter, repair,
move, improve, remove, convert or demolish, equip, use, occupy or
maintain any building or structure or fixture attached thereto in
violation of said Building Code.
8130.5. AMENDMENT. Section 303 of Chapter 3 of said
Uniform Building Code is hereby amended to read as follows:
A. BUILDING PERMIT FEES. Before a building permit is
issued, a permit fee therefor shall be paid to the City of Arcadia
as set forth in Table No.3-A. The determination of value or
valuation under any of the provisions of this Code shall be made by
the Building Official. Where work for Which a permit is required

by this Code is started or proceeded with prior to obtaining said
permit, the fees above specified shall be doubled, but the payment
of such double fee shall not relieve any persons from complying with
the requirements of this Code in the execution of the work nor from
any other penalties prescribed herein.

B. PLAN CHECKING FEES. When the valuation of the proposed
construction exceeds $500.00, a plan checking fee shall be paid to
the City of Arcadia at the time of submitting plans and specifica-
tions for checking. Said plan check fee shall be equal to one-half
of the building permit fee as set forth in Table No.3-A.
C. REFUND OF FEES. Where no work has been done under a
permit issued in accordance with the provisions of this Chapter, the
City Controller of the City, with the specific approval of the City
Manager of the City, may upon written request from the original per-
mit holder filed before the expiration of said permit, refund not
more than ninety percent of the .permit fee, provided that no refund
shall be made by the City Controller until he has received a report

from the Superintendent of Building and Safety as to the cost of

checking plans, where applicable, and other work incidental to issuing
said permit. If the Superintendent of Building and Safety reports
that such costs exceed ten percent of the fee paid, the excess above
ten percent shall be deducted from the amount which might otherwise
be refunded by the City Controller.
8130.13. AMENDMENT. The headnote to Table No. 5-C
"Basic Allowable Floor Area for Buildings One Story in Height" ap-
pearing on page 54 of said Uniform Building Code, 1967 Edition,
Volume I, reading as follows: "For Buildings Located in Fire Zone
No.3 the Basic Area May be Increased 33 1/3 Percent," is hereby
amended to read as follows:
"For Buildings Located in Fire Zone No.3, the Basic Area
May be Increased 33 1/3 Percent; For Buildings Not More Than One
Story in Height, Located in Fire Zone No.1 and Zone C-M, used for
manufacturing and warehouse purposes, the basic area may be in-
creased 33 1/3 percent."
8130.22. AMENDMENT. Section 3312 of said Uniform Build-
ing Code is hereby amended by adding thereto a new paragraph (d) to
read as follows:
(d) Emergency Lighting System. In addition to the above,
all basement exit ways, of Groups A, B, C, D, E, F, and G occupan-
cies shall be illuminated by an emergency lighting system approved
by the Building Official and designed to operate when the primary
power source is interrupted.
8130.23. AMENDMENT. Section 3805 of said Uniform Build-
ing Code is hereby amended to read as follows:
Section 3805. Every Group A and B occupancy of any
height, and every Group C occupancy two or more stories in height,
and every Group C, E, F, G, and H occupancy three or more stories

in height and every Group E, F, and G occupancy of twenty thousand
square feet in area shall be equipped with one or more wet standpipes
extending from the cellar or basement'into fue topmost story, pro-
vided that Group B buildings having no stage and having a seating
capacity of less than 500 need not be equipped with standpipes.
8130.24. AMENDMENT. Paragraphs (a), (b), (d), (e), (g),
and tj) of Section 3806 of said Uniform Building Code are hereby
amended to read as follows:
Section 3806. (a) Construction. Wet standpipes shall be
constructed as required for dry standpipes.
(b) Size. Wet standpipes shall have an internal diameter
sufficient to deliver 50 gallons of water per minute under 30 pounds
per square inch pressure at hose connection, based on tne available
water supply. Buildings of Groups A and B Occupancies shall have
wet standpipe systems capable of delivering the required quantity and
pressure from any two outlets simultaneously; for all other occupan-
cies only one outlet need be figured to be open at one time. In no
case shall the internal diameter of a wet standpipe be less than
two inches, except when the standpipe is attached to an automatic
fire-extinguishing system as set forth in Volume 3 of said Building
Code.
Any approved formula which determines pipe sizes on a pres-
sure drop basis may be used to determine pipe sizes for wet standpipe
systems. The Building Official may require delivery and pressure
tests on completed wet standpipe systems before approving such systems.
(d) Location. In Groups A and B Occupancies, outlets
shall be located as follows:
On each side of the stage, on each, side of the rear of
the auditorium, and on each side of the--rear balconies. Where

occupant loads are less than 500, the number of locations noted
above may be reduced upon the approval of the Building Official.
In Groups C, D, E, F, G, and H Occupancies the location of all wet
standpipes shall be approved by the Building Official.
(e) Outlets. All wet standpipes shall be equipped with
a one and one-half inch valve in each story, including the basement
or cellar of the building, and located not less than one foot nor
more than six feet above the floor.
(g) Water Supplies. All wet standpipes shall be connected
to a street water main not less than four inches in diameter, or when
the water pressure is insufficient to maintain 30 pounds pressure at
the highest hose outlet such standpipe shall be connected to a pres-
sure tank, gravity tank, or fire pump. Such supply shall be suf-
ficient to furnish at least 30 pounds pressure at the topmost stand-
pipe outlet.
When more than one standpipe is required in the building,
such standpipes shall be connected at their bases or at their tops
by pipes of equal size.
(j) Hose and Hose Reels. Each hose outlet of all wet
standpipes shall be supplied with a hose not less than one and
one-half inches in diameter. Such hose shall be equipped with a
suitable brass or bronze nozzle and shall be not over 75 feet in
length. An approved standard form of wall hose reel or rack shall
be provided for the hose and shall be located so as to make the
hose readily accessible at all times and shall be recessed in the
walls or protected by suitable cabinets.
8733. FEES. Before a sign permit is issued,a fee shall
be paid to the City at. the rate of 20 cents per square foot of
advertising surface on the sign, with a minimum fee of $5.00. Fees

payable under the Electrical Code shall be in addition to the fee
provided for herein.
SECTION 2. That Sections 8121.7, 8130.28 and 8130.29 of
the Arcadia Municipal Code are hereby added to read respectively as
follows:
8121.7. SAME. Wherever the phrase "Uniform Building
Code" is used in this Chapter, it shall mean Volume I of the Uniform
Building Code as adopted by Part 1 of this Chapter.
8130.28. AMENDMENT. Section 203 of Chapter 2 of said
Uniform Building Code, Volume II, is hereby amended to read as follows:
Section 203. Upon written application of any person who
deems himself aggrieved by the decision of the Superintendent of
Building and Safety, relating to the use of any material or method
of construction not specifically prescribed by this Code, and the use
of any of which has been denied by the Superintendent of Bui1ding
and Safety pursuant to the provisions of Section 105, the City Council
shall at its next regular meeting hear all persons and all evidence
relating thereto and shall upon the conclusion of said hearing render
a final and conclusive determination upon said application.
8130.29. AMENDMENT. Section 304 of Chapter 3 of said
Uniform Building Code, Volume II, is hereby amended to read as follows:
Section 304. Any person desiring a permit required by this
Code shall at the time of filing an application therefor, pay a fee
as required by the following table:

SECTION 3. That Section 8111 of the Arcadia Municipal
Code is hereby repealed.
SECTION 4. That Section 8210 of the Arcadia Municipal
Code is hereby amended to read as follows:
8210. UNIFORM PLUMBING CODE ADOPTED. The Uniform Plumbing
Code, 1967 Edition, published by the International Association of
Plumbing and Mechanical Officials, as modified by the provisions of
Part 3 of this Chapter, is hereby adopted by reference and together
with the provisions of Part 3 of this Chapter shall constitute the
Plumbing Code of the City of Arcadia.
Three copies of said Uniform Plumbing Code are on file in
the office of the City Clerk for use and examination by the public.
No person shall erect, construct, enlarge, alter, repair,
move, improve, remove, convert or demolish, equip, use, occupy or
maintain any building or structure or fixture attached thereto in
violation of said Plumbing Code.

SECTION 5. That Sections 8310 and 8330 of the Arcadia
Municipal Code are hereby amended to read, respectively, as follows:
8310. UNIFORM WIRING CODE AND NATIONAL ELECTRICAL CODE
ADOPTED. The Uniform Wiring Code, 1965 Edition, published by
Building News, Inc., hereby designated the primary code, and the
National Electrical Code, 1965 Edition, published by the National
Fire Protection Association, hereby designated as the secondary code,
both as modified by the provisions of Part 3 of this Chapter, are
hereby adopted by reference and together with the provisions of Part
3 of this Chapter shall constitute the Electrical Code of the City
of Arcadia.
Three copies of said Code are on file in the office of
the City Clerk for use and examination by the public.
No person shall erect, construct, enlarge, alter, repair,
move, improve, remove, convert or demolish, equip, use, occupy, or
maintain any building or structure or fixture attached thereto in
violation of said Electrical Code.
8330. METAL RACEWAYS REQUIRED. Notwithstanding any
provisions of said Electrical Code of the City of Arcadia, all
electrical wiring and equipment in any building or structure de-
signed for use or used as an apartment house, as defined in the
Building Code, or in any building or structure designed or used
for commercial or industrial occupancy, and including all places
of public assembly, shall be installed in metal raceways approved
by the Building Official.
Further, notwithstanding any provisions of said Electrical
Code of the City of Arcadia, all electrical wiring of 220 volt or
more, in any occupancy, shall be installed in metal raceways ap-
proved by the Building Official. Such wiring shall include, but

not be limited to, water heaters, space heaters, clothes dryers,
air conditioning units, cooking.and baking units, electric ranges,
electric kiln, power tools and all 220 volt receptacles.
SECTION 6. The City Clerk shall certify to the adoption
of this ordinance.
I HEREBY CERTIFY that the foregoing ordinance was adopted
at a regular meeting of the City Council of the City of Arcadia held
on the 15th day of October ,1968, by the affirmative vote of at
least three Councilmen, to wit:
