The UWMP is a planning document which supports the City's long range water resources planning and makes sure that adequate water supplies are available to meet existing and future water demands. City staff has reviewed its 2005 UWMP and incorporated changes to create the 2010 UWMP Update. Staff recommends that the City Council conduct a public hearing, and upon conclusion, adopt the City's 2010 UWMP. BACKGROUND In 1983, the California Urban Water Management Planning Act (Act) was established and required every urban water supplier who provides water for municipal purposes to prepare and adopt an UWMP. The primary objective of the Act is to direct urban water suppliers to evaluate their existing water conservation efforts and to implement alternative water conservation measures which assure adequate water supplies are available to meet existing and future water demands. The Act requires that every water supplier periodically review, update and adopt a revised UWMP at least once every five years on or before December 31 in years ending in zero and five. Due to recent changes in UWMP requirements, the date for completion of the 2010 UWMP has been extended to July 1, 2011. Page 1 of 3 Mayor and City Council June 21, 2011 DISCUSSION In accordance with the Act, the City's UWMP was last updated in 2005. The City coordinated the preparation of the 2010 UWMP update with other appropriate agencies in the area and provided information for City residents to participate in the UWMP update. A copy of the 2010 UWMP has been available for the public's review at the City Clerk's office and on the City's website. A copy was also made available in the City Manager's office for the City Council's review. The updated UWMP includes statistics on historic water use, population served, number of service connections, and the dependability of future water supplies. It also indicates the City's water conservation measures and serves as a guideline for water management planning for the next five years. There have been various amendments added to the Act since the City's last update in 2005. The additions and changes are as follows: • SB1087- Requires the City to report water use projections for lower income households within the City. • AB1376- Requires the City to provide a sixty (60) day notice to any City or County within which the City provides water supplies notifying that the City is reviewing the UWMP and is considering changes. • AB 1420- Requires the City to verify compliance of Demand Management Measures (DMM) in order to qualify for water management grants and loans. The California Water Code defines "Demand Management" as water conservation measures, programs, and incentives that prevent the waste of water and promote the reasonable and efficient use and reuse of available (water) supplies. • SBX7 -7- Requires the City to reduce the City's per capita water use by twenty percent (20 %) by year 2020. In accordance with Water Code Section 10621, the City of Arcadia has reviewed its UWMP and appropriate changes were included. Therefore, staff recommends that the City Council conduct a public hearing, and upon conclusion, adopt the City's 2010 UWMP. ENVIRONMENTAL IMPACT This Plan qualifies as a Statutory Exemption in accordance with Section 15282 (v) of the California Environmental Quality Act Guidelines. Donald Penman, City Manager Attachments TT:KH:ct Page 3 of 3 RESOLUTION NO. 6772 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ARCADIA, CALIFORNIA, ADOPTING AN UPDATED CITY OF ARCADIA 2010 URBAN WATER MANAGEMENT PLAN WHERAS, the Urban Water Management Planning Act requires all urban water suppliers providing water for municipal purposes to more than 3,000 customers or supplying more than 3,000 acre -feet annually to update their Urban Water Management Plan ( "UWMP ") at least every five years in years ending in zero and five; and WHEREAS, the City may make any amendments to its UWMP that are indicated following review and shall thereafter submit the UWMP to the Department of Water Resources; and WHEREAS, the City has prepared and circulated for public review a draft 2010 UWMP and has properly noticed a public hearing; and WHEREAS, a public hearing was held by the City of Arcadia City Council on June 21, 2011 to respond to public comments regarding the UWMP update; and WHEREAS, UWMP is required in order for water suppliers to be eligible for State administered grants, loans and drought resistance program; and WHEREAS, the City has updated its 2010 UWMP in compliance with the California Water Code. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF ARCADIA, CALIFORNIA, DOES HEREBY FIND, DETERMINE AND RESOLVE AS FOLLOWS: SECTION 1. The City Council hereby adopts the updated 2010 Urban Water Management Plan, a copy of which is on file in the office of the City Clerk. 1 SECTION 2. The Public Works Services Director is hereby authorized and directed to file a copy of the updated 2010 Urban Water Management Plan with the State Department of Water Resources. SECTION 3. The Public Works Services Director is hereby authorized and directed to implement the water programs as set forth in the updated 2010 Urban Water Management Plan, including making recommendations to the City Council regarding necessary procedures, rules and regulations in an effort to carry out effective and equitable water programs. SECTION 4. This Resolution shall take effect upon its adoption, and the City Clerk shall certify the adoption of this Resolution. Passed approved and adopted this day of , 2011.
