SUBJECT: AUTHORIZE THE CITY MANAGER TO ENTER INTO A CONTRACT
WITH PARC SPECIALTY CONTRACTORS FOR THE LEAD PAINT
ABATEMENT AND PAINT OF THE SIERRA MADRE BOULEVARD
BRIDGE IN THE OF $77,900
Recommendation: Approve
SUMMARY
Every two years, the County of Los Angeles inspects bridges located within the City
boundaries. One of these bridges is the bridge on Sierra Madre Boulevard which
crosses over the Sierra Madre Wash. The last inspection report identified rust on the
supporting steel structure of the bridge and recommended that it be cleaned and re-
painted. On May 3, 2011, the City Council rejected bids for the project due to stringent
contractor certification requirements in the original specifications for which the only
qualified bidder returned a bid in excess of the project budget. Consequently, staff was
directed to re -bid the project using accepted industry standards.
Staff prepared contract documents, conducted a formal bidding process, and the City
Clerk opened sealed bids on May 24, 2011. Staff recommends that the City Council
authorize the City Manager to award a contract to PARC Specialty Contractors, for the
lead paint abatement and paint of Sierra Madre Boulevard Bridge over Sierra Madre
Wash Project in the amount of $77,900.
DISCUSSION
In 2009 the Los Angeles County Department of Public Works inspected the bridge on
Sierra Madre Boulevard over Sierra Madre Wash as part of their routine bridge
inspections that are performed every two years. The Sierra Madre Boulevard bridge
was classified in good condition overall; however, the inspection noted that the exposed
steel girders supporting the bridge showed freckled rust over the entire length of the
steel girders. The recommendation from the County inspector was to remove all rust on

the steel superstructure, prime, and re -paint all steel members. The County provided
additional information that the existing steel members are painted with lead -based paint.
Removing the lead based paint is considered hazardous material which will require the
City to follow proper protocol and procedure for the removal of this hazardous
substance.
The bridge was constructed in 1953 and there was no record of the bridge ever being
re- painted. While the condition of the bridge is currently good, corrosion is evident on
the steel girders and it is apparent that what is left of the original paint, no longer acts to
protect the steel from corrosion. Corrosion of the steel starts slowly but will increase
more rapidly over time and the effects will be irreversible.
This project was originally bid on April 12, 2011; however due to stringent contractor
certification requirements in the original specifications, the only qualified bidder retuned
a bid in excess of the project's budget. On May 3, 2011 Council directed staff to reject
all bids and rebid the project using accepted industry standards.
A Notice Inviting Bids was published in the adjudicated paper, and bid packages were
distributed to area contractors. On May 24, 2011, the following bids were received with
the following result:

Staff has reviewed the bid documents for content and has investigated the Contractor's
background and their recent projects for competency. It is staff's opinion that PARC
Specialty Contractors can perform the work required and recommends that the City
Council award a contract to PARC Specialty Contractors for the lead paint abatement
and painting of Sierra Madre Boulevard Bridge over the Sierra Madre Wash in the
amount of $77,900.
ENVIRONMENTAL ANALYSIS
The bridge repaint project is considered a Class 1 exemption as defined in Section
15301(c) of the California Environmental Quality Act (CEQA) since the project consists
of the maintenance of existing public streets and does not involve expansion of the
existing use of the streets.
Proper containment, paint removal practices, and disposal of hazardous materials have
been specified and will be exercised during construction.

FISCAL IMPACT
$82,000 has been budgeted in the 2010 -11 Capital Improvement Plan Budget for bridge
repairs.
RECOMMENDATIONS
1. Award a contract to PARC Specialty Contractors for the lead paint
abatement and paint of the Sierra Madre Boulevard Bridge over Sierra
Madre Wash in the amount of $77,900
2. Waive any informality in the bid or bidding process
3. Authorize the City Manager and City Clerk to execute a contract in a form
approved by the City Attorney
