SUBJECT: ACCEPT ALL WORK PERFORMED BY PACIFIC HYDROTECH
CORPORATION FOR THE CONSTRUCTION OF LONGLEY WELL NO.
3 AND CAMINO REAL WELL NO. 3 AND WELL FACILITIES AS
COMPLETE AND AUTHORIZE THE FINAL PAYMENT TO BE MADE IN
ACCORDANCE WITH THE CONTRACT DOCUMENTS.

SUMMARY
On August 18, 2009 the City Council awarded a contract to Pacific Hydrotech
Corporation in the amount of $2,881,539 for the construction of the Longley Well No. 3
and Camino Real Well No. 3 Well and Well Facilities (Attachment). The terms and
conditions of this project have been complied with and the work has been performed to
staff's satisfaction for a total project cost of $2,855,151.66. This amount reflects the
original contract amount of $2,881,539 plus nine (9) contract change orders for
additional and deleted work, totaling a credit of $26,387.34 to the original contract price.
Staff recommends that the City Council accept all work performed by Pacific Hydrotech
Corporation as complete and authorize the final payment to be made in accordance with
the contract documents, subject to retention of $285,515.17.
DISCUSSION
The City receives its water from two groundwater basins, the Raymond Basin in the
northeast section of the city, and the Main San Gabriel Basin in the southeast section of
the city. In recent years the Raymond Basin has had several challenges due to the
natural replenishment of the Basin not being able to keep up with the demand from its
users. This has resulted in lower groundwater levels, a reduction in pumping rights in
the basin, and difficulty pumping the allotted rights.

Anticipating these limitations, Camino Real Well No.3 and Longley Well No.3 were
proposed and accepted by the City Council as part of the 2009 -10 Capital Improvement
Program. In addition to acting as a redundant source of supply, these new wells help
meet system demands during high demand periods. Redundancy in a water supply
system is necessary to ensure a reliable source of supply in the event of a natural
disaster, extended power outage, equipment failure or contamination of a well.
Additionally, this redundancy allows the City to avoid using the MWD emergency
connection which is a more expensive source of water.
The Longley Well No.3 is an 885 -foot deep well which produces 1,800 gallons of water
per minute from depths of between 545 and 845 feet below ground surface. The
Camino Real Well No.3 is a 940 -foot deep well that produces 2,500 gallons of water per
minute from depths of between 625 and 915 feet below ground surface. Combined,
these wells have the capacity to provide water for approximately 7,500 households per
day.
The final construction cost of the Longley Well No.3 and Camino Real Well No. 3 and
their facilities is $2,855,151.66. This amount reflects the original contract amount of
$2,881,539 plus nine (9) contract change orders for additional and deleted work, totaling
a credit of $26,387.34 of the original contract price.
During the drilling of the pilot hole at the Camino Real Well, it was necessary for the
contractor to fill voids in the sidewall of the hole with concrete to keep the pilot hole from
collapsing. Due to the instability of the pilot hole, the total drilling depth was reduced,
with an overall savings in labor and materials (Change Orders 1- 3 and 5 as listed
below). Minor modifications were also made to the electrical and controls design for
both wells to deal with unforeseen requirements of the motors (Change Orders 6 -8).
The following is a summary of those changes:

The terms and conditions of this contract have been complied with and the work has
been performed to staff's satisfaction. Staff commends that the City Council accept all
work performed by Pacific Hydrotech Corporation as complete and authorize the final
payment to be made in accordance with the contract documents, subject to retention of
$285,515.17
ENVIRONMENTAL IMPACT:
On November 18, 2008 the City Council adopted Mitigated Negative Declaration for the
project and met CEQA requirements. The US EPA has reviewed the CEQA documents,
completed Environmental Assessment (EA) and on August 7, 2009 in accordance with
the NEPA documentation, adopted a Finding of No Significant Impact (FONSI) for the
project. This cleared the project for award processing.
FISCAL IMPACT
Water Funds in the amount of $3,400,000 are budgeted in the 2008 -2009 Capital
Improvement Program for the Longley and Camino Well Construction. This work is
partially funded by the EPA in the amount of $1,570,333 with the remaining balance of
$1,829,667 funded by the Water Fund.
RECOMMENDATIONS
1. Accept all work performed by Pacific Hydrotech Corporation for the
construction of Longley Well No. 3 and Camino Real Well No. 3 and Well
Facilities as complete
2. Authorize final payment to be made in accordance with the contract
documents, subject to retention of $285,515.17
