ORDINANCE NO. 1316
AN ORDINANCE OF THE CITY COUNCIL OF
THE CITY OF ARCADIA, CALIFORNIA,
AMENDING THE ARCADIA MUNICIPAL CODE
BY REPEALING SECTIONS 9265.2.4 AND
9265.2.5 THEREOF AND AMENDING
DIVISION 5 OF PART 6 OF CHAPTER 2 OF
ARTICLE IX THEREOF (C-M REGULATIONS).
THE CITY COUNCIL OF THE CITY OF ARCADIA, CALIFORNIA, DOES
ORDAIN AS FOLLOWS:
SECTION 1. That Sections 9265.2.4 and 9265.2.5 of the
Arcadia Municipal Code are hereby repealed.
SECTION 2. That the Title of Title 2 of Division 5 of
Part 6 of Chapter 2 of Article IX of the Arcadia Municipal Code is
hereby amended to read "Height and Yard Regulations".
SECTION 3. That Sections 9265.1.1, 9265.2.2 and 9265.2.3
of the Arcadia Municipal Code are hereby amended to read respec-
tively as follows:
9265.1.1. SAME. C-2 USES. Any use permitted in the C-2
Zone, except that no building or portion thereof shall be hereafter
constructed or eBtablished, converted or used for any use permitted
in the R-3 Zone other than dwellings for caretakers or watchmen em-
ployed for and actually engaged in the care or protection of the
premises or of buildings or property located thereon.
9265.2.2. YARD REQUIREMENTS - COMMERCIAL. Except as
otherwise provided in Subsection 9265.2.3, the requirements for front
yard, side yard and rear yard shall be the same as specified in
Title 2 of Division 3 of this Part.
9265.2.3. YARD REQUIREMENTS - MANUFACTURING. Buildings
erected or structurally altered and used for manufacturing purposes
where fifty percent (50%) or more of the floor area of the building
is used in the manufacture, processing or treatment of prOducts shall
comply with the requirements for front yard, side yard and rear yard
as specified in Title 2 of Division 6 of this Part.
SECTION 4. That a new Title 3 entitled "Parking Regula-
tions" and containing Sections 9265.3 through 9265.3.15 is hereby
added to Division 5 of Part 6 of Chapter 2 of Article IX of the
Arcadia Municipal Code, the same to read as follows:

9265.3. GENERAL. The regulations set forth in this Title
shall apply in the C-M Commercial Manufacturing Zone unless other-
wise provided in this Chapter.

9265.3.2. LOCATION. Required parking spaces shall be lo-
cated on the same lot or site, or on a lot or site contiguous there-
to, or within five hundred (500) feet of the building or land use
which these facilities will serve. When required off-street parking
spaces a.re provi.ded on a separate lot from the main building or land
use there sha.l1 be recorded in the office of the County Recorder a
covenant in the form approved by the City Attorney that such owner
or owners will continue to maintain such parking space as long as
said building or land use is maintained.

9265.3.4. DIMENSIONS. Stall Size: Open and covered park-
ing stalls shall be not less than eight and one-half (8i) feet wide
and twenty (20) feet long.

Parallel Parking: Parallel parking spaces shall have
twenty (20) foot minimum aisles and ten (10) foot by twenty-four
(24) foot parking stall size.
9265.3.5. CIRCULATION. Parking areas having more than
one aisle or driveway shall have painted directional signs provided
in each aisle or driveway. No parking space shall be so arranged
as to require the moving of any vehicle on the premises in order to
enter or leave any other parking space. This provision shall not
apply at such times as attendant parking is provided.

9265.3.8. MARKING OF SPACES. Each parking space shall
be clearly marked ~Iith paint or other easily distinguishable mater-
ial. Either hairpin or single line marking will suffice.
9265.3.9. WHEEL STOPS. Wheel stops shall be required
where a parking space abuts a wall, building, or adjacent property
line. The wheel stop shall be set a minimum distance of two and
one-half (2~) feet from such wall, building, or property line and
be of concrete. .
9265.3.10. LOADING REQUIREMENTS. On the same land there-
with, every building, structure, or part thereof, erected or occupied
for a permitted Zone C-M use involving the receipt or distribution
by vehicles of materials or merchandise incidental to carrying on
such activity, shall be provided with sufficient space for standing,
loading and unloading vehicles to avoid undue interference with the
public use of streets and alleys.
9265.3.11. ADDITIONS. Structures which are enlarged in
area shall provide parking facilities in accordance with the stan-
dards set forth herein.
9265.3.12. CHANGES IN USE. Whenever the existing use of
a structure or lot is changed to another use, parking facilities
shall be provided in accordance with the standards set forth herein.
9265.3.13. MIXED USES. In the event that two (2) or more
uses occupy the same building, lot, or parcel of land, the total re-
quirements for off-street parking shall be the sum of the require-
ments of the various uses computed separately.
9265.3.14. FRACTIONAL PARKING SPACES. When a fractional
figure is found as a remainder in computations made to determine
the amount of required off-street parking, such fraction shall be
construed to be a whole number.
9265.3.15. WALLS. Except for driveway and other entrances,
parking lots shall be properly enclosed with an ornamental masonry
wall as follows:
A. Adjacent to Residential Zone: Where such areas front,
side, or rear on a street which is a boundary with a residential zone,
there shall be a landscaped border not less than five (5) feet in
width on the street side, and a solid decorative masonry wall four (4)
feet in height shall be erected between the landscaped area and the. .
paved parking area. Where such areas side or rear directly on a resi-
dential zone, a solid decorative masonry wall six (6) feet in height
shall be installed on the zone boundary line, said wall to be reduced
to three (3) feet in height within any corner cutback area and within
the front yard area of the abutting residential zones. Walls adjacent
to alleys may be erected on the property line.

B. Adjacent to Non-Residential Zone: Where such areas front,
side, or rear on a street which is a boundary with a non-residential
zone, there shall be a landscaped border not less than five (5) feet in
width on the street side, and a solid decorative masonry wall four (4)
feet in height shall be erected between the landscaped area and the_paved
parking area. Community off-street parking lots shall be permitted and
the requirements for walls between separate buildings and uses dispensed
with, provided that a covenant in recordable form by its terms to be for
the benefit of, enforceable by, and to be released only by the City, is
executed by the owners of all property affected thereby. The covenant
shall state that such joint use of such off-street parking shall be
useable by the tenant and owners of the properties proposed to be served
by such parking area. Wall heights shall be measured from contiguous
properties and in no case shall such wall height be more than six (6)
inches above or below the prescribed height when measured from adjacent
interior parking lot paving. Ornamental masonry walls shall consist of
the use of solid wall materials, such as brick, stone, concrete, slump
stone, but shall not mean cinder block, fibre block, or concrete block
or similar such materials.
SECTION 5. That a new Title 4 entitled "Sign Regulations"
and containing Sections 9265.4 through 9265.4.12 is hereby added to
Division 5 of Part 6 of Chapter 2 of Article IX of the Arcadia Municipal
Code, the same to read respectively as follows:

SIGN REGULATIONS
9265.4. GENERAL. The regulations set forth in this Title
shall apply in the C-M Commercial-Manufacturing Zone unless otherwise
provided in this Chapter.
9265.4.1. CONTENT RESTRICTED. Any exterior sign displayed
shall pertain only to the name of the business or use conducted within
the building.
9265.4.2. MAXIMUM AREA. No one sign shall exceed an area of
two hundred (200) square feet.
9265.4:2.1. SAME. FRONT SIGN. Total area on the front of a
building shall not exceed two (2) square feet of sign for each one (1)
linear foot of property frontage.
9265.4.2.2. SAME. SIDE AND REAR SIGNS. The total area of
signs permitted on the side and rear of a building shall be the same
as permitted on the front of a building. No sign other than one required
by law may be placecl on the rear or side of a building within one hun-
dred (100) feet of any property in any R Zone.
9265.4.2.3. SAME. FREE STANDING SIGN. No free standing
sign shall exceed a maximum area of one hundred fifty (150) square feet.
9265.4.3. FOR SALE OR LEASE. For sale or lease"signs shall
not exceed an area of four (4) square feet.
9265.4.4. RIGHTS-OF-WAY PROJECTION, Signs shall not project
more than twelve (12) inches over public rights-of-way.
9265.4.5. ROOF PROJECTION. Signs shall not project above
the lowest point of the building roof line.

9265.4.6. AREA COMPUTATION. The surface area of a sign
shall be computed by including the entire area within a regular geo-
metric form or combination of regular geometric forms comprising the
front, back, top and bottom of the display area of the sign, includ-
ing all the elements of the advertising matter displayed. Frames
and structural members not bearing advertising matter shall not be
included in the computation of the surface area.
9265 .l~. 7. MAXIMUM HEIGHT. Any free standing sign shall
not exceed a height of twenty-five (25) feet and must have a mini-
mum clearance of four (4) feet from grade. If such sign projects
over public rights-of-way, driveways, walkways, or parking areas
such sign shall have a vertical clearance of fifteen (15) feet.
9265.4.8. MOVING SIGNS. No sign shall have moving parts,
flashing, blinking, or animated lighting. Any exterior light ex-
cept a light the sole purpose and effect of which is to illuminate
access ways, parking facilities, the exterior of the building or
architectural or landscaped features, is prohibited by this Section.
9265.l~. 9 . NONCONFORMING SIGNS. Every nonconforming sign
shall be completely removed from the premises within three (3) years
from the effective date of this Title; provided, however, that this
Section shall not be construed so as to require the removal of a
sign within less than five (5) years after its initial construction
or installation.
9265.4.10. GLARE. No sign shall cause any glare or re-
flection or light on other property, buildings or streets.
9265 .l~.ll. VACANT BUILDINGS. When a building is vacated
the property owner shall be required to remove all structural
signs and paint out or remove all other signs within sixty (60)
days, unless such time limit is extended pursuant to Part 9 of this
Chapter. Where a sign structure is proposed to remain, the face
shall be removed in a manner approved by the Building Division of
the Department of Public Works.
9265.4.12. BANNERS. No attraction boards, pennants or
banners shall be permitted except as authorized by Section 8271.5.1.
SECTION 6. That a new Title 5 entitled "Landscaping Regu-
lations" containing Sections 9265.5 through 9265.5.3 is hereby added
to Division 5 of' Part 6 of Chapter 2 of Article IX of the Arcadia
Municipal Code, the same to read respectively as follows:

LANDSCAPING REGULATIONS.
9265.5. GENERAL. The regulations set forth in this Title
shall apply in the C-M Commercial-Manufacturing Zone unless other-
wise provided in this Chapter.

9265. Si .1. LANDSCAPING. A minimum of three (3) percent
of the interior of a public parking area shall have a complete irri-
gation system; shall be well maintained in perpetuity; and shall be
reviewable annually by the Building Superintendent of the City of
Arcadia. Required planting areas on the street side of walls shall
not be considered as part of the three (3) percent interior land-
scaping. In complying with the three (3) percent landscaping re-
quirement, the planting beds shall be distributed throughout the
entire parking area as evenly as possible. Any plot plan showing
the entire three (3) percent landscaping in one or two large plant-
ing beds, or concentrated on only one portion of the parking area
shall not be acceptable. All unused space resulting from the de-
sign of the parking spaces shall be used for planting purposes.
No planting area or island shall have an average width of less than
three (3) feet. The planting areas or islands must be drawn to
scale and the plants within clearly located and labeled. All
planting areas or islands shall be surrounded by a continuous
raised concrete curb. The uppermost level of an uncovered parking
structure shall be landscaped in accordance with the above except
that landscaping may be in portable containers.
9265.5.2. IRRIGATION. All landscaped areas shall be pro-
vided with a permanent irrigation system installed below grade ex-
cept for sprinkler heads. All domestic water supply lines to which
irrigation systems are connected shall, when necessary, be protected
by installation of atmospheric or pressure type vacuum breakers.
At least one (1) hose bibb shall be located each one hundred (100)
linear feet, starting with one (1) hose bibb at the front wall.
Hose bibbs, wherever possible, shall be located in planting beds.
In no case shall hose bibbs be located where they will interfere
with pedestrian or vehicular circulation.
9265.5.3. EXCEPTION. Where fifty percent (50%) or more
of the floor area of the building is used in the manufacture, pro-
cessing or treatment of products, the provisions of Title 2 of Di-
vision 6 of this Part shall apply to the property.
SECTION 7. That a new Title 6 entitled "General Regula-
tions" containing Sections 9265.6 through 9265.6.6 is hereby added
to Division 5 of Part 6 of Chapter 2 of Article IX of the Arcadia
Municipal Code, the same to read respectively as follows:

GENERAL REGULATIONS
9265.6. GENERAL. The regulations set forth in this Title
shall apply in the C-M Commercial-Manufacturing Zone unless other-
wise provided in this Chapter.
9265.6.1. LIGHTING. Lighting shall be hooded and arranged
to reflect away from adjoining properties and streets. Light stand-
ards shall be a maximum of fifteen (15) feet in height. The height
of the light standards shall be measured from the elevation of the
adjacent pavement of the parking lot.

9265.6.2. ACCESSORY STRUCTURAL ITEMS. Towers, chimneys,
spires, gables, mechanical equipment and other roof structures shall
not exceed a hei.ght of ten (10) feet above the roof of any building.
Structural appurtenances not incorporated as architectural features
shall be adequately screened.
9265.6.3. MECHANICAL EQUIPMENT. Mechanical equipment,
including but not limited to heating and air conditioning devices,
shall be located within the building or if mounted elsewhere shall
be screened from public view.
9265.6.4. UTILITIES. All utilities on the site for direct
service to the a.rea thereon shall be installed underground except
as otherwise approved by the Council by precise plan of design. The
owner or developer is responsible for complying with the requirements
of this Section and shall make the necessary arrangements as required
by the serving utilities for the installation of such facilities.
For the purpose of this Section, appurtenances and associated equip-
ment such as but not limited to, surface mounted transformers, pedes-
tal mounted terminal boxes and meter cabinets, and concealed ducts
in an underground system may be terminated above ground.
9265.6.5. INSIDE STORAGE. All perman~and temporary
storage of wares and merchandise, crates, bottles and similar items
shall be within a building.
9265.6.6. OUTSIDE STORAGE REFUSE. Trash, garbage and
refuse may be temporarily stored outside the building; provided,
however, that such refuse shall be completely screened from public
view by an enclosure of which three (3) sides shall consist of six
(6) foot high decorative masonry walls, or other approved screening
devices.
SECTION 8. The City Clerk shall certify to the adoption
of this ordinance.
