ORDINANCE NO. 1345
AN ORDINANCE OF THE CITY COUNCIL
OF THE CITY OF ARCADIA, CALIFORNIA,
AMENDING CHAPTER 3 OF ARTICLE VI
OF THE ARCADIA MUNICIPAL CODE BY
ADDING TO PART 1 THEREOF A NEW SECTION
6312.6 AUTHORIZING THE ISSUANCE OF
TEMPORARY PERMITS.
THE CITY COUNCIL OF THE CITY OF ARCADIA, CALIFORNIA, DOES
ORDAIN AS FOLLOWS:
SECTION 1. That Chapter 3 of Article VI of the Arcadia
Municipal Code is hereby amended by adding to Part 1 thereof a new
Section 6312.6 to read as follows:
6312.6. TEMPORARY PERMIT. Notwithstanding any provisions
of this Chapter to the contrary, upon the filing of an application
as required by this Part and without prior compliance with Section
6312.1.1 the City Manager may, after receipt of report or recommen-
dation of the License Officer and Chief of Police, grant a temporary
permit for the conduct, under new ownership or management, of a
business at the same location and upon the same conditions for and
upon which a permit was heretofore granted pursuant to the provi-
sions of this Chapter. Any such permit shall be effective only
until the next regularly scheduled meeting of the Council, unless
at such meeting the Council, by the vote of a majority of its mem-
bership entered upon its minutes, extends such temporary permit un-
til final decision on the application after a public hearing held
after notice pursuant to Section 6313.1.1 unless notice be waived
pursuant to Section 6313.1.3.
SECTION 2. Section 6312.6 as hereby adopted shall cease
to be effective or operative on and after June 16, 1967.
SECTION 3. This Ordinance is hereby declared to be
necessary as an emergency measure for preserving the public peace,

health or safety and shall take effect immediately upon its adoption.
A statement of the reasons for its urgency is as follows: Article VI
of the Arcadia Municipal Code provides that permits required thereby
are not transferable and except as may be permitted by Section 6313.1.3
makes no provision whatsoever for the issuance of any type of permit
except after a hearing held after published notice, which in many
instances causes an extended interruption of business, thereby caus-
ing undesirable inconvenience to residents and unnecessary financial
loss both to the City and to those desiring to engage in lawful
business. To prevent the foregoing it is necessary that this Ordi-
nance take effect immediately upon its adoption.
SECTION 4. The City Clerk shall certify to the adoption
of this Ordinance and shall cause the same to be published once in
the official newspaper.
I HEREBY CERTIFY that the foregoing Ordinance was adopted
at a regular meeting of the City Council of the City of Arcadia held
on the 18th day of April, 1967, by the affirmative vote of at least
four Councilmen, to wit:
