CALIFORNIA, AMENDING THE ARCADIA MUNICIPAL CODE BY REPEALING SECTION 9266.2.5 0 THEREOF; BY AMENDING SECTIONS 9261. ,,3, I ~t/1 9262.3.1, 9263.3.1, 9265.3.1 AND 9268.6.11 THEREOF; BY ADDING THERETO NEW SECTIONS 9220.25.1 AND 9220.25.2; AND BY ADDING A NEW TITLE 4 ENTITLED "PARKING REGULATIONS" TO DIVISION 6 OF PART 6 OF CHAPTER 2 OF ARTICLE IX THEREOF. THE CITY COUNCIL OF THE CITY OF ARCADIA. CALIFORNIA. DOES ORDAIN AS FOLLOWS: SECTION 1. That Section 9266.2.5 of the Arcadia Munici- pal Code is hereby repealed. ,g./ 0tJ~ SECTION 2. That Sections 9261.~, 9262.3.1, 9263.3.1, 9265.3.1 and 9268.6.11 of the Arcadia Municipal Code are hereby amended to read respectively as follows: 9261.2.7. PARKING REQUIREMENTS. Parking shall be pro- vided for uses on the following basis: 9262.3.1. PARKING SPACE REQUIRED 8 spaces per 1000 sq.ft. modified gross floor area 5 spaces per 1000 sq.ft. modified gross floor area 8 spaces per 1000 sq.ft. modified gross floor area SPACE REQUIRED. No less than the number of USE Offices-Medical & Dental Offices-Professional & Business Banks parking spaces shall be provided and maintained for each of the following uses: USE PARKING SPACE REQUIRED Banks 8 spaces per 1000 sq.ft. modified gross floor area Drive-in Restaurants 20 spaces per 1000 sq. ft. gross floor ,area Bars & Other Restaurants 10 spaces per 1000 sq. ft. gross floor area Offices-Medical & Dental 8 spaces per 1000 sq.ft. modified gross floor area General Offices 5 spaces per 1000 sq.ft. modified gross floor area All Other Uses 5 spaces per 1000 sq. ft. gross floor area -1- 1346 9263.3.1. SPACE REQUIRED. SPACE REQUIRED. No less than the number of parking spaces shall be provided and maintained for each of the following uses: USE Banks 8 Drive-in Restaurants 20 Bars & Other Restaurants 10 Offices-Medical & Dental 8 General Offices 5 All Other Uses 5 PARKING SPACE REQUIRED spaces per 1000 sq.ft. modified gross floor area spaces per 1000 sq. ft. gross floor area spaces per 1000 sq. ft. gross floor area spaces per 1000 sq.ft. modified gross floor area spaces per 1000 sq. ft. modified gross 'floor area spaces per 1000 sq. ft. gross floor area 9268.6.11. MAXIMUM BUILDING SIZE. No portion of any building containing more than 20,000 square feet of gross floor area shall be constructed within 100 feet of any lot or parcel of property in Zone R-3 or any more restrictive zone unless a conditional use permit be first obtained pursuant to Division 5 of Part 7 of this Chapter. SECTION 3. That the Arcadia Municipal Code is hereby amended by adding new Sections 9220.25.1 and 9220.25.2 thereto, the same to read respectively as follows: 9220.25.1. GROSS FLOOR AREA. Gross floor area shall be the total dimensions on each floor as measured from the outside wall. 9220.25.2. MODIFIED GROSS FLOOR AREA. Modified gross floor area shall be measured from the inside finish of the permanent -2- 1346 building walls and excluding: a Stairs; b Elevator shafts; c Air shafts; d Toilets; e Plumbing shafts; f Mechanical and custodial equipment rooms which are used solely for the maintenance of the building; (g) Closets; (h) Public corridors or lobbies clearly delineated as permanent; (i) Ba,lconies. SECTION 4. That the Arcadia Municipal Code is hereby amended by adding thereto a new Title 4 entitled "Parking Regula- tions" to Division 6 of Part 6 of Chapter 2 of Article IX thereof, the same to read as follows: ARTICLE IX. CHAPTER 2. PART 6. DIVISION 6. TITLE 4. DIVIS! ON AND USE OF LAND ZONING REGULATIONS COMMERCIAL AND INDUSTRIAL ZONES M-l PLANNED INDUSTRIAL DISTRICT PARKING REGULATIONS 9266.4. GENERAL. The regulations set forth in this Title shall apply in the M-l Planned Industrial District unless otherwise provide,d in this Chapter. 9266.4.1. SPACE REQUIRED. No less than the number of parking spaces shall be provided and maintained for each of the following uses: USE Banks 8 spaces per Drive-in Restaurants 20 spaces per Bars & Other Restaurants 10 spaces per Offices-Medical & Dental 8 spaces per General Offices 5 spaces per Permitted Commercial Uses 5 spaces per Industrial Uses 2 spaces per PARKING SPACE REQUIRED 1000 sq.ft. modified gross floor area 1000 sq. ft. gross floor area 1000 sq. ft. gross floor area 1000 sq.ft. modified gross floor area 1000 sq.ft. modified gross floor area 1000 sq. ft. gross floor area 1000 sq. ft. gross floor area 9266.4.2. LOCATION. Required parking spaces shall be located on the same lot or site, or on a lot or site contiguous thereto, or wi th:l.n five hundred (500) feet of the building or land use which these f'acilities will serve. When required off-street parking spaces are provided on a separate lot from the main building -3- 1346 or land use there shall be recorded in the office of the County Recorder a covenant in the form approved by the City Attorney that such owner or owners will continue to maintain such parking space as long as said building or land use is maintained. 9266.4.3. SETBACKS. Off-street parking facilities shall be permitted in a required rear yard provided that all other park- ing requirements such as walls, landscaping and irrigation are complied with. 9266.4.4. DIMENSIONS. Stall Size: Open and covered parking stalls shall be not less than eight and one-half (8!) feet wide and twenty (20) feet long. Aisle 'Width (00_450): Parking spaces laid at angles through forty-five (45) degrees to the aisles or driveways shall have a one-way aisle or driveway width of not less than sixteen (16) feet. Aisle Width (460-600t: Parking spaces laid at angles from fortY-f;ix (lj,6) degrees through sixty (60) degrees to the aisle or driveway shall have a one-way aisle or driveway width of not less than twenty (20) feet. Aisle Width (610_900): Parking spaces laid at angles from sixty-one (6l) degrees through ninety (90) degrees to the aisle or driveway shall have an aisle or driveway width of not less than twenty-five (25) feet. Parallel Parking: Parallel parking spaces shall have twenty (20) foot minimum aisles and ten (10) foot by twenty-four (24) foot parking stall size. 9266.4.5. CIRCULATION. Parking areas having more than one (l) aisle or driveway shall have painted directional signs provided in each aisle or driveway. No parking space shall be so arranged as to require the moving of any vehicle on the premises in order to enter or leave any other parking space. This provision shall not apply at such times as attendant parking is provided. -4- 1346 9266.4.6. PAVING. All parking areas shall be paved with a concrete or asphaltic surface to specifications and standards on file in the office of the Department of Public Works. 9266.4.7. DRAINAGE. Drainage of a parking area shall meet the approval of the Department of Public Works. Drainage into a street shall be by means of a conduit beneath the parkway. 9266.4.8. MARKING OF SPACES. Each parking space shall be clearly marked with paint or other easily distinguishable material. Either hairpin or single line marking will suffice. 9266.4.9. WHEEL STOPS. Wheel stops shall be required where a parking space abuts a wall, building or adjacent property line. The wheel stop shall be set a minimum distance of two and one-half (2i) feet from such wall, building or property line and be of concrete. 9266.4.10. LOADING REQUIREMENTS. On the same land there- with, every building, structure or part thereof, erected or occu- pied for a permitted use involving the receipt or distribution by vehicles of materials or merchandise incidental to carrying on such activity shall be provided with sufficient space for standing, loading and unloading vehicles to avoid undue interference with the public use of streets and alleys. Such space shall be no less than ten (10) feet by twenty-five (25) feet for every ten thousand (10,000) feet of floor area or outdoor storage area with a fourteen (14) foot minimum height clearance, but shall not be a part of any area required for use as off-street parking stalls. 9266.4.11. ADDITIONS. Structures which are enlarged in area shall provide parking facilities in accordance with the standards set forth herein. 9266.4.12. CHANGES IN USE. Whenever the existing use of a structure or lot is changed to another use, parking facilities shall be provided in accordance with the standards set forth herein. -5- 1346 9266.4.l3. MIXED USES. In the event that two (2) or more uses occupy the same building, lot or parcel of land, the total requirements for off-street parking shall be the sum of the requirements of the various uses computed separately. 9266.4.14. FRACTIONAL PARKING SPACES. When a frac- tional figure is found as a remainder in computations made to determine the amount of required off-street parking, such frac- \ tion shall be construed to be a whole number. 9266.4.15. WALLS. Where parking areas front, side or rear on a street, there shall be a landscaped border of not less than five (5) feet in width on the street side and a solid orna- mental masonry wall three (3) feet in height erected between the landscaped area and the'paved parking area. Where such parking areas side or rear directly on a residential zone a solid orna- mental masonry wall six (6) feet in height shall be installed on the zone boundary or property line, said wall to be reduced to three (3) feet in height within any corner cutback area and in the front yard of any abutting residential zone. SECTION 5. The City Clerk shall certify to the adoption of this ordinance.
