AN ORDINANCE OF THE CITY COUNCIL
OF THE CITY OF ARCADIA, CALIFORNIA,
PROHIBITING THE ERECTION, ALTERATION
,OR MOVING IN OF BUILDINGS OR
COMMENCEMENT OF NEW USES IN THAT
PORTION OF SAID CITY UNDER STUDY FOR

SECTION l.~ the City Planning Department has
conducted studies and the,City Planning Commission has insti-

tuted proceedings and wtthin a reasonable time intends to hold

ing and making recommendati~n to the City Council concerning

the adoption of an amendment to the Zoning Ordinance affecting

the zoning classification of p~operty hereinafter described.

That to protect the public safet~, health and welfare it is

essential that the erection of bui\~iq&~, and the commencement

of uses which will become nonconforming unaer such prospective

amendment to the Zoning Ordinance be p~.
SECTION 2. That no building o~~tructure shall be

erected, nor shall any existing building or.~structure be moved

into, reconstructed, structurally altered, a~~d,~o or enlarged,
nor shall any permit be issued for any of the foregoing"1 as to

any lot or parcel of ground within the following described area,
to wit: ~
That portion of the City of Arcadia bound~~
on the west by El Monte Avenue, on the south
by the southerly boundary of the City of \
Arcadia, on the east by Second Avenue and on~
the north by a line parallel to and distant ~
600 feet northerly of Las Tunas Drive and ~
Live Oak Avenue, easterly of its intersection ~
with Las Tunas Drive.

SECTION 3. No certificate of occupancy shall be
issued ~der the Building Code for any use of land or build-
ings wit~_the area described in Section 2 hereinbefore
other than,\or the same use for which such land or bUilding
has been usea for a period of at least th~ee (3) consecutive
months during'\\he six (6) months period immediately preceding
the issuance Of\SUCh certificate of occupancy.

SECTION 4~~ThiS Ordinance is adopted pursuant to
Section 65806 of the~alifornia Government Code and is hereby
declared by the City Council to be necessary as an emergency
, \
measure for preserving the public peace, health and safety,
\
and shall take effect immediately upon its adoption. The
\
statement of the reasons for,its urgency is as follows: The
studies thus far completed b~~e City Planning Department
concerning the area described 1~ Section 2 of this Ordinance
indicate the necessity for and t~e probability of reclassifi-
\
cation of many of said properties to a more restrictive zone
\
classification. That the purpose Of~'SUCh studies, reclassi-
\
\
fication and amendment of the Zoning Ordinance will be seriously
jeopardized if not entirely thwarted i;~prior to the effective
~ '
date of any such reclassification buildings and uses may be
~
erected and commenced contrary to the ultimate reclassification

of such properties. It is therefore necessarY." that this Or-
