HomeMy WebLinkAbout1288 ORDINANCE NO. 1288 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF ARCADIA, CALIFORNIA, ADOPTING BY REFERENCE A PRIMARY CODE ENTITLED "UNIFORM PLUMBING CODE, 1964 EDITION", DELETING AND AMENDING CERTAIN SECTIONS THEREOF, AND AMENDING CHAPTER 2 OF ARTICLE VIII OF THE ARCADIA MUNICIPAL CODE BY AMENDING SECTIONS 8210, 8230, 8230.1, 8230.2, 8230.3 AND 8230.4 THEREOF AND ADDING NEW SECTIONS 8230.5, 8230.6, 8230.7, 8230.8 AND 8230.9 THERETO. THE CITY COUNCIL OF THE CITY OF ARCADIA, CALIFORNIA, DOES ORDAIN AS FOLLOWS: SECTION 1. That Chapter 2 of Article VIII of the Arcadia Municipal Code is hereby amended by amending Sections 8210, 8230, 8230.1, 8230.2, 8230.3 and 8230.4 thereof to read respectively as follows: 8210. UNIFORM PLUMBING CODE ADOPTED. With the exception of the deletions and amendments set forth more particularly here1n- after, that certain document in book form, three copies of which are on file in the Office of the City Clerk for use and examination by the public, being marked and designated as "Uniform Plumbing Code, 1964 Edition, adopted by the Western Plumbing Officials Association at the Thirty-fourth Annual Conference, October, 1963, consisting of 124 pages, together with Appendix A thereof to be found on pages 127 to 137 thereof; Appendix B thereof to be found on pages 139 and 140 thereof; Appendix C thereof to be found on pages 142 and 143 thereof; Appendix D thereof to be found on pages 144 to 148 thereof; and Appendix E thereof to be found on pages 149 to 153 thereof; Appendix F thereof to be found on pages 155 to 157 thereof, together with the Index portion of said Code to be found on pages 169 to 196, both in~ c1usive, be and the same is hereby adopted as the Plumbing Code of the City of Arcadia. -1- 1288 d-1 o lei. 8230. DELETIONS. Part 2, comprising Sections 2.1 to 2.11, inclusive, of said Uniform Plumbing Code is hereby deleted and re- pealed and shall not be applicable. 8230.1. AMENDMENT. Section 1.7 of aforesaid Uniform Plumbing Code be and the same is hereby amended to read as follows: Section 1.7 - Violations and Penalties. Any person, firm or corporation violating any of the pro- visions of this code shall be deemed guilty of a misdemeanor and upon conviction thereof shall be punishable by a fine of not to exceed, Five Hundred and nO/100 Dollars ($500.00) or by imprisonment in the City or County Jail for not to exceed six (6) months, or by both such fine and imprisonment. Each separate day or any portion thereof during which any violation of this code occurs or continues shall be deemed to constitute a separate offense, and upon conviction thereof shall be punishable as herein provided. The issuance or granting of a permit or approval of plans and specifications shall not be deemed or construed to be a permit for, or an approval of, any violation of any of the provisions of this code. No permit presuming to give authority to violate or cancel the provisions of this code shall be valid, except insofar as the work or use which it authorizes is lawful. The issuance or granting of a permit or approval of plans shall not prevent the Administrative Authority from thereafter requiring the correction of errors in said plans and specifications or from pre- venting construction operations being carried on thereunder when in violation of this code or of any other ordinance or from revoking any Certificate of Approval when issued in error. Every permit issued by the Administrative Authority under the provisions of this code shall expire by limitation and become null and void, if the work authorized by such permit is not commenced within sixty (60) days from the date of issuance of such permit, or if the work authorized by such permit is suspended or abandoned at any time after the work is commenced for a period of sixty (60) days. Before such work can be recommenced a new permit shall be first obtained so to do. d-I -2-t l288 8230.2. AMENDMENT. Section 1.1 of the aforesaid Uniform Plumbing Code is hereby amended to read as follows: Section 1.1 - Administrative Authority and Assistants. Whenever the term "administrative authority" is used in this code it shall be construed to mean the Superintendent of Build- ing and Safety of the City of Arcadia or his authorized representative. 8230.3. AMENDMENT. Section 1.2 of the aforesaid Uniform Plumbing Code is hereby amended to read as follows: Section 1.2-Assistants. Whenever the term "assistants" is used in this code it shall be construed to mean the deputies or agents of the Superintendent of Building and Safety. 8230.4. AMENDMENT. Section 1.3 of the aforesaid Uniform Plumbing Code is hereby amended to read as follows: Sec. 1.3 - Department Having Jurisdiction. Unless otherwise provided for by law, the office of the Ad- ministrative Authority shall be a part of the Building and Safety Division of the Public Works Department. SECTION 2. That new Sections 8230.5, 8230.6, 8230.7, 8230.8 and 8230.9 are hereby added to Part 3 of Chapter 2 of Article VIII of the Arcadia Municipal Code, the same to read respectively as follows: 8230.5. AMENDMENT. Section 1.10 (a) of the aforesaid Uniform Plumbing Code is hereby amended to read as follows: Sec. 1.10. (a) No permit shall be issued to any person to do or cause to be done any plumbing or drainage work regulated by this code, except to a person holding a valid unexpired and unrevoked Plumbing Contractor's license, issued by the State of California. -3- 1288 d-l 8230.6. AMENDMENT. Section 1.12 of the aforesaid Uniform Plumbing Code is hereby amended to read as follows: Sec. 1.l2-Cost of Permit. Every applicant for a permit to install, add to, alter, re- locate or replace a plumbing or drainage system or part thereof, shall state in writing on the application form provided for that purpose, the character of work proposed to be done and the amount and kind in connection therewith, together with such information pertinent thereto as may be required. Such applicant shall pay for each permit issued at the time of issuance, a fee in accordance with the following schedule, and at the rate provided for each classification shown therein: SCHEDULE OF FEES: For issuing each permit In addition For each plumbing fixture or trap or set of fixtures on one trap For each house sewer For each cesspool or swimming pool dry well For each septic tank and seepage pit or drainfie1d For each water heater and/or vent For each gas piping system of one (l)to five (5) outlets For each gas piping system of six (6) or more, per outlet For each industrial waste pretreatment interceptor, including its trap and vent, excepting kitchen type grease interceptors functioning as fixture traps For installation, alteration or repair of water piping and/or water treating equipment For repair or alteration of drainage or vent piping For each lawn sprinkler system on anyone meter, including backf10w protection devices therefor For vacuum breakers or backf10w protective devices on tanks, vats, etc., or for installation on un- protected p1umbin~ fixtures, including necessary water piping one (1) to five (5) Over five (5), each For each swimming pool heater For pool piping $ 1.00 1.00 2.00 2.00 2.00 1.00 1.00 .20 1.00 1.00 1.00 2.00 2.00 .25 2.00 1.00 Any person who shall commence any plumbing work for which a permit is required by this code without first having obtained a permit therefor shall, if subsequently permitted to obtain a permit, pay double the permit fee fixed by this section for such work, provided, however, -4- d-1 1288 that this provision shall not apply to emergency work when it shall be proved to the satisfaction of the Administrative Authority that such work was urgently necessary and that it was not practical to obtain a permit therefor before the commencement of the work. In all such cases a permit must be obtained as soon as it is practical to do so, and if there be an unreasonable delay in obtaining such permit, a double fee as herein provided shall be charged. For the purpose of this section, a sanitary plumbing outlet on or to which a plumbing fixture or appliance may be set or attached shall be construed to be a fixture. Fees for reconnection and retest of existing plumbing systems in relocated buildings shall be based on the number of plumbing fixtures, gas systems, water heaters, etc., involved. 8230.7. AMENDMENT. Section 903 of the aforesaid Uniform Plumbing Code is hereby amended to read as follows: Sec. 903 - Overflows. When any fixture is provided with an overflow, the waste shall be so arranged that the standing water in the fixture cannot rise in the overflow when the stopper is closed or remain in the overflow when the fixture is empty. The overflow pipe from a fix- ture shall be connected on the house or inlet side of the fixture trap, except that overflows on flush tanks may discharge into the water closets or urinals served by them, but it shall be unlawful to connect such overflows with any other part of the drainage system. All Roman and/or sunken tubs shall have an overflow, and be so arranged that the standing water in the fixture cannot rise in the overflow when the stopper is closed or remain in the overflow when the fixture is empty. -5- 1288 d-1 8230.8. AMENDMENT. The aforesaid Uniform Plumbing Code is hereby amended by adding Appendix "G" to read as follows: APPENDIX G Swimming Pools G 1. Swimming pool waste shall be disposed of as herein- before set forth in this Section and the type of disposal proposed shall be approved by the Administrative Authority prior to the ~ , commencement of work. G 2. When a public sewer or storm drain of adequate capacity is available for use, swimming pool waste water shall be discharged thereinto and permission shall be obtained in writing from the proper authority so to do. A copy of such permission stating the maximum size of the waste line between the receptor and the sewer shall accompany any application for a permit made to the Adminis- trative Authority. G 3. No direct connection shall be made between any storm drain, sewer, drainage system, dry well or subsoil irrigation line and any line connected to a swimming pool. G 4. Swimming pool emptying line or similar apparatus shall discharge into a minimum three inch (3") lip" trap. G 5. Waste water from any filter, scum gutter, overflow, pool emptying line or similar apparatus or appurtenance shall dis- charge into an approved type receptor. The flood rim of each such receptor shall be at least six inches (6") above the flood level of the adjacent ground. -6- 1288 d-1 G 6. Each such receptor when connected to any part of a drainage system shall be properly trapped and vented as provided for in the installation requirements of this Code. G 7. Except as provided in G 8, the discharge outlet terminal from any pool or filter shall be protected from backflow by an air gap at least six (6") inches above the flood rim of the receptor. G 8. No scum gutter drain, overflow drain, backwash dis- charge, or pool emptying line shall enter any receptor below the rim unless the pool piping at its deepest point, the bottom of the filters, and the bottom of the scum gutter drain trough, or overflow inlets are at least six (6") inches above the overflow rim of the inter- ceptor. G 9. Swimming pools shall have the bottom and inner sides constructed of smooth non-absorbent materials and be so con- structed as to be properly drained through one or more metal grated openings. All such drains shall have a gate valve installed therein, located in an accessible place or masonry pit outside the walls of the pool. G 10. The potable water supply to any swimming pool shall be installed as required in Chapter 10 of the installation re- quirements of this Code. -7- 1288 d-1 G 11. Swimming pool water heating equipment shall conform to the design construction, and installation requirements as set forth in the installation requirements of this Code for domestic water heaters. Note: The foregoing applies only to outdoor swimming, bathing, or wading pools. Plans and specifications for all indoor installations shall be submitted to the Administrative Authority for approval prior to the commencement of any 'work, and all piping, equipment and const~uction shall be equal to the types prescribed in the installa- tion requirements of this Code for indoor work. 8230.9. SWIMMING POOL WATER ON STREETS. Notwithstanding any p~ovisions of said Uniform Plumbing Code, no person, whether as owner, tenant, employee, or otherwise, shall run, cause or permit to run any swimming pool water in or upon, across or along any public street, alley, highway, or parkway. SECTION 3. The City Clerk shall certify to the adoption of this ordinance.
