ORDINANCE NO. 1226
AN ORDINANCE OF THE CITY COUNCIL
OF THE CITY OF ARCADIA, CALIFORNIA,
AMENDING SECTION 2 OF ORDINANCE NO.
1198 BY ELIMINATING CERTAIN R-3
PROPERTY FROM THE AREA SUBJECT TO
THE CONSTRUCTION MORATORIUM.
THE CITY COUNCIL OF THE CITY OF ARCADIA, CALIFORNIA, DOES
ORDAIN AS FOLLOWS:
SECTION 1. That Section 2 of Ordinance No. 1198 entitled
"AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF ARCADIA, CALIFORNIA,
PROHIBITING THE ERECTION, ALTERATION OR MOVING IN OF BUILDINGS OR
COMMENCEMENT OF NEW USES IN THAT PORTION OF SAID CITY UNDER STUDY
FOR RECLASSIFICATION OR CHANGE OF ZONING REGULATIONS", adopted
March 19, 1963 is hereby amended to read as follows:
Section 2. No building or structure shall be erected
nor shall any existing building or structure be moved into, recon-
structed, structurally altered, added to or enlarged, nor shall
any permit be issued for any of the foregoing, as to any lot or
parcel of ground within the following described area, to wit:
Parcell. That portion of the City of Arcadia bounded
and described as follows:
Commencing at the intersection of the easterly
line of Santa Anita Avenue with the southerly line
of Floral Avenue; thence southeasterly in a direct
line to a point in the westerly line of Fifth Ave-
nue, which is 860 feet north of the northerly line
of Huntington Drive; thence southerly along the
westerly line of Fifth Avenue to its intersection
with the northerly line of the Atchison, Topeka and
Santa Fe Railroad right-of-way; thence northwester-
ly along said right-of way to the southerly line
of Huntington Drive; thence westerly along said
southerly line to the westerly line of Second Ave-
nue; thence southerly along said westerly line to
the northerly line of Alta Streetj thence westerly
along the northerly line of said street to a point
that is 235 feet easterly of the easterly line of
First Avenue; thence southerly parallel with First
Avenue to the northerly line of Diamond Street;

thence westerly along the northerly line of Diamond
street to the westerly line of First Avenue; thence
northerly along said westerly line to the northerly
line of California Street; thence westerly along
said northerly line 241.69 feet; thence northerly,
parallel with said First Avenue to the north~rly
line of Alta Street; thence westerly along said
northerly line to the easterly line of Santa Anita
Avenue; thence northerly along the last mentioned
line to the point of beginning.
Parcel 2. That portion of the City of Arcadia bounded
and described as follows:
Commencing at the intersection of the westerly
line of Santa Anita Avenue and the northerly line
of Huntington Drive; thence westerly along the
northerly line of Huntington Drive to the north-
westerly line of the former Pacific Electric Rail-
way right-of-way, 60 feet wide; thence northeaster-
ly along the last mentioned northwesterly line to
the easterly line of Tract No. 15337; thence
northerly along said easterly line of said Tract
No. 15337 to the southerly line of Colorado Boule-
vard; thence easterly along the southerly line of
Colorado Boulevard to the westerly line of Santa
Anita Avenue; thence southerly along the westerly
line of Santa Anita Avenue to the point of begin-
ning.
SECTION 2. That said Ordinance No. 1198 was adopted and
this Ordinance is hereby adopted pursuant to Section 65806 of the
California Government Code and is hereby declared by the City
Council to be necessary as an emergency measure for preserving
the public peace, health and safety, and shall take effect immedia-
tely upon its adoption. The statement of reasons for its urgency
is as follows: The studies thus far completed by and under the
direction of the City Planning Commission and the City Planning
Department concerning the area described in Section 2 of said
Ordinance No. 1198 as originally adopted indicate that both the
use and the zoning of portions of said area conform with the
Central Area Plan described in Section 5 of said Ordinance, and
that further construction upon and future use of properties in
accordance with said Central Area Plan are adequately controlled

by existing City regulations as to portions of the area formerly
described in Section 2 of said Ordinance. No. 1198. . That the
retention of the moratorium in areas where it is no longer neces-
sary, unnecessarily restricts or interferes with the further
development and full use of such properties resulting in detri-
ment to the areas and unnecessary hardship to property owners.
To prevent such unnecessary detriment and hardship it is necessary
that this ordinance take effect immediately upon its adoption.
SECTION 3. The City Clerk shall certify to the adoption
of this ordinance and shall cause it to be published once in the
offical newspaper.
I HEREBY CERTIFY that the foregoing ordinance was
adopted at a regular meeting of the City Council of the City of
Arcadia held on the 5th day of
November , 1963, by the affirma-
tive vote of at least three Councilmen, to wit:
