ORDINANCE NO. 1239
AN ORDINANCE OF THE CITY COUNCIL OF
THE CITY OF ARCADIA, CALIFORNIA,
AMENDING THE ARCADIA MUNICIPAL CODE
BY ADDING THERETO A NIDf SECTION
8130.20 ADDING TO THE UNIFORM BUILDING
CODE A NEW CHAPTER 13.1 SPECIFYING
ADDITIONAL STANDARDS FOR APARTMENT
HOUSES.
THE CITY COUNCIL OF THE CITY OF ARCADIA, CALIFORNIA, DOES
ORDAIN AS FOLLOWS:
SECTION 1. That the Arcadia Municipal Code is hereby
amended by adding thereto a new Section 8130.20, adding to the Uni-
form Building Code a new Chapter 13.1 entitled "Additional Require-
ments for Apartment Houses" and containing Sections 1311 through
1319, ,the same to read as follows:
8130.20. SAME. The Uniform Building Code is hereby
amended by adding to Part III thereof a new Chapter 13.1, as follows:
PART III.
CHAPTER 13.1.
REQUIREMENTS BASED ON OCCUPANCY
ADDITIONAL REQUIREMENTS FOR APARTMENT HOUSES
Sec. 1311. APPLICATION. Each provision of this Chapter
shall apply to apartment houses as defined by Section 402 except
when a more restrictive provision in the Uniform Building Code, in
the Arcadia Municipal Code, or in State law or regulation is appli-
cable.
Sec. 1312. BATHROOM STANDARDS. COVE BASES, Cove bases
shall be installed in every bathroom and the floor covering material
shall be continued to the top of such cove base.

Sec. 1312.1. SAME. SURFACE MATERIAL. Al~surface ma-
terial within four (4) inches of bathtubs, showers and lavatories
shall be ceramic tile or equivalent material approved by the Build-
ing Official.

Sec. 1312.2. SAME. TUB AND SHOWER ENCLOSURES. Every
shower stall and every tub with a shower shall be enclosed with a
rigid shatterproof material.
Sec. 1312.3. SAME. SAFETY BARS. A safety grab bar with
a minimum length of eighteen (18) inches shall be placed in a verti-
cal position near the center of every bathtub, the lower portion of
the bar to be within six (6) inches of the tub. Every stall shower
shall'contain either a safety bar or a soap grab fixture.
Sec. 1312.4. SAME. HEATERS. No wall heaters shall be
permitted in any bathroom.
Sec. 1313. KITCHEN STANDARDS. EXHAUST FANS. Every kit-
chen shall be equipped with a power exhaust fan over the range area
and shall be vented to the outside.
Sec. 1313.1. SAME. SINK AND RANGE LIGHTS. A light fix-
ture shall be installed directly above every kitchen sink and over
every rangeJrange area or cooking area.
Sec. 1313.2. SAME. GARBAGE DISPOSAL. Every kitchen shall
be equipped with a mechanical garbage disposal device.
Sec. 1313.3. SAME. STORAGE. Every kitchen shall contain
no less than the following amounts of storage area:
a. Twenty-four (24) square feet of upper shelf space above
the counter providing not less than twenty (20) cubic feet of storage
area.
b. Twenty (20) square feet of counter top space, exclusive
of sinks.
c. Below the counter top forty (40) cubic feet of storage
area of which not less than thirty (30) square feet shall be shelv-
ing and not less than fifteen (15) square feet shall be drawer space.
Sec. 1313.4. SAME. COVE BASES. Only cove or top set
bases shall be permitted in kitchens.

Sec. 1314. STORAGE. WARDROBES. Every bedroom of each
dwelling unit shall contain at least one (1) clothes wardrobe with
minimum interior dimensions of four (4) feet in length, twenty-five
(25) inches in depth and seven (7) feet in height; provided, how-
ever, at least one (1) such wardrobe in each dwelling unit shall be
at least six (6) feet in length. Drawers, shelves or shoe racks
may be placed within any such wardrobe, so long as a twenty-five
(25) inch depth is maintained for at least five (5) feet in height
for the required length of the wardrobe.
Sec. 1314.1. SAME. GENERAL. Each dwelling unit shall
also contain not less than forty-eight (48) cubic feet of general
storage space.
Sec. 1315. STANDARDS FOR NOISE REDUCTION. The provi-
sions of the following subsections shall apply to apartment buildings.
Sec. 1315.1. SAME. SEPARATION SYSTEMS. Every wall, par-
tition, floor and ceiling forming a separation between an apartment
unit and a garage or carport, or a separation between separate dwell-
ing units, shall be so constructed as to reduce the sound transmis-
sion to the following:
Floor-ceiling system - over-all average (125-4000 cycles
per second) 50 decibels;
Party Walls - over-all average (125 - 4000 cycles per
second) 50 decibels;
Party Floors - Impact sound, tapping loss - 15 decibels.
Sec. 1315.2. SAME. FILE OF SYSTEMS. The Building Official
shall maintain on file in the Building and Safety Division office
literature describing systems for these ratings, and when practicable
shall keep on hand examples of such systems.
Sec. 1315.3. SAME. ALTERNATE SYSTEM. Approval of alter-
nate systems may be given when a complete test report is submitted
by a recognized testing laboratory. Materials and the application
of each such system shall be as specified in the report.

Sec. 1315.4. SAME. INSPECTION. No soundproofing work
shall be covered before a special soundproofing inspection is ob-
tained from the Building and Safety Division.
Sec. 1315.5. SAME. DRAWINGS. All drawings must show
clearly the areas proposed to be soundproofed.
Sec. 1315.6. SAME. FANS AND VENTS. No exhaust fans or
vent pipes shall serve more than one dwelling unit.
Sec. 1315.7. SAME. SURGE PIPES. All water pipes to sinks
and laundry facilities shall be installed with surge pipes, or equiva-
lent approved devices.
Sec. 1315.8. SAME. PACKING OF VOIDS. All voids around
pipes shall be packed with rock wool or equivalent sound deadening
materials approved by the Building Official and all pipes shall be
wrapped at all points of contact with any wood or steel members and
strap hangers.
Sec. 1315.9. SAME. EQUIPMENT. All mechanical equipment
shall be so installed as to reduce sound transmission to a minimum,
and the method of installation shall be shown on the building plans.
Sec. 1315.10. SAME. TOILETS. "Silent type" toilet fix-
tures shall be installed in all water closets.
Sec. 1315.11. SAME. SEPARATION OF FACILITIES. No medi-
cine cabinet, vent' or electrical outlet serving one dwelling unit
shall be placed back to back with or immediately adjacent to a medi-
cine cabinet, vent or electrical outlet serving another dwelling
unit unless separated by non-rigid insulation at least two (2)
inches thick.
Sec. 1316. TOP FLOOR INSULATION. In all top floor dwell-
ing units there shall be installed an insulation barrier directly
above the ceiling having a U-value of 0.05 and 20 resistance units.
A minimum installed resistance to the flow of heat shall be R-19
as rated by the National Mineral Wool Insulation Association for
ceilings with a U-value of 0.05.

Sec. 1316.1. SAME. INSPECTION. No ceiling insulation
shall be covered before special ceiling insulation inspection is ob-
tained from the Building and Safety Division. When insulation is
blown in, adequate openings and lighting shall be provided by the
builder to permit full inspection of such insulation.
Sec. 1317. EXTERIOR REQUIREMENTS. GLASSED AREAS. Wire
glass, laminated or temper,ed glass or other approved shatter proof
material, shall be used in all glass dears, windows and glassed
areas where the bottom of the glazed area is within twelve (12)
inches of the finish floor. In lieu of wire, laminated or tempered
glass or other shatter proof material, a protective metal bar or
etched area approved by the Building Official may be installed
horizontally three (3) feet above the floor.
Sec, 1317.1. SAME. DOORS. All exterior doors shall be
made of metal, of solid core wood, or of wire, laminated or tempered
or other shatter-proof material.

Sec. 1317.2. SAME. STAIRWAYS, RAILINGS AND TREADS.
Structural members of exterior stairways, stairway railings and
stair treads shall be of noncombustible material. No exposed wood
rails shall be used on any balcony.
Sec. 1317.3. SAME. GUTTERS AND SPOUTS. Adequately sized
gutters and downspouts shall be installed on all apartment buildings.
No gutter shall exceed fifty (50) feet between downspouts.
Sec. 1317.4. SAME. MAIL BOXES, Mail boxes shall be in-
stalled in compliance with current United States postal regulations.
Sec. 1317.5. SAME. WIRES AND CONDUIT. Every wire and
wire conduit within the exterior property lines shall be installed
underground other than risers immediately adjacent and attached to
a building, or wiring and conduit within a building.
Sec. 1318. PARKING AND ACCESS AREAS. The following sub-
sections shall apply to all apartment houses.

Sec. 1318.1. SAME. ASPHALT. All asphalt pavement shall
be constructed in accordance with Spec. P.C.D. No.3 of the Asphalt
Institute, except that the minimum thickness shall be as follows:

Sec. 1318.1.1. SAME. SAME. TESTS. A core test of the
asphalt in place will be required to determine if the materials are
in compliance with these specifications. The core test shall be made
by a recognized ,testing laboratory, the cost for tests to be paid by
the contractor. 'Location for test hole is to be specified by the
Building and Safety Division.
Sec. 1318.2. SAME. CONCRETE. All concrete driveways
shall be constructed in accordance with the following provision:
All concrete driveways and parking areas shall be a minimum of four
(4) inches in thickness with five (5) sack mix per yard, and water
content not to exceed seven and one-half (7t) gallons per sack.
Sec. 1318.3. SAME. RAMP GRADES. All ramps, regardless
of their locations on the lot, shall not exceed a maximum grade of
fifteen and four tenths percent (15.4%) (1 to 6t slope). A twenty
(20) foot level area, not exceeding one-fourth (t) inch fall per
foot, shall be provided at each end of all ramps. Fencing, railing
or other protective structure shall be installed adjacent to all
ramps and below grade areas in a manner approved by the Building
Official. Ramps exceeding one (1) in eight (8) slope may not be
used for legal pedestrian exiting.
Sec. 1318.3.1. SAME. RAMP LIGHTING. All ramps shall be
illuminated to an intensity of one (1) foot candle at floor or ground
level.
Sec. 1318.4. SAME. OPEN PARKING SPACE. Each open park-
ing space, driving isle and turning area shall be identified by
painted striping. All one-way traffic lanes shall be adequately so
marked.

Sec. 1318.4.1. SAME. SAME. BARRIERS. Bump rails, curbs
or other adequate protective barriers shall be installed where neces-
sary in the opinion of the Building Official to protect the walls,
fences or buildings from damage by automobiles.
Sec. 1318.4.2. SAME. SAME. LIGHTING. All open parking
areas shall be adequately illuminated. All such lighting shall be
directed away from adjoining properties.
Sec. 1318.5. SAME. GARAGES AND CARPORTS. All walls and
partitions of detached garages and carports shall be of masonry con-
struction with a six (6) inch nominal thickness.
Sec. 1318.5.1. SAME. SAME. SOLID MASONRY. In all
garages ,and carports where unit masonry is used, the cells shall be
grouted solid to a point four (4) feet above the floor.
Sec. 1318.5.2. SAME. SAME. FRAME. Carports and garages
of wooden frame construction shall have additional protective bar-
riers so located ,as to protect the plastered walls from damage by
automobiles.
Sec. 1318.5.3. SAME. SAME. CONCRETE FLOORS. The floor
of every covered parking space shall be paved with cement concrete.
Sec. 1318.5.4. SAME. SAME. LIGHTS. At least one (1)
duplex outlet and a minimum of one (1) ceiling light fixture pro-
viding at least one (1) foot candle at ground level shall be pro-
vided in every six hundred (600) square feet of covered parking area.
Sec. 1318.5.5. SAME. SAME. LIGHTING OF RAMP AND PEDES-
TRIAN WAYS. All steps, ramps, driveways or corridors leading to
covered parking areas shall be illuminated to an intensity of one
(1) foot candle at ground level.
Sec. 1319. ELEVATORS AND ESCALATORS. All buildings con-
taining more than two (2) floors of dwelling units shall be equipped
with either elevators or escalators.
SECTION 2. The City Clerk shall certify to the adoption
of this ordinance and shall cause it to be publiShed once in the
official newspaper.
