AN ORDINANCE OF THE CITY COUNCIL OF
THE CITY OF ARCADIA, CALIFORNIA,
AMENDING THE ARCADIA MUNICIPAL CODE
BY ADDING THERETO SECTIONS 6220.56.1
AND 6323.37.
THE CITY COUNCIL OF THE CITY OF ARCADIA, CALIFORNIA,
DOES ORDAIN AS FOLLOWS:
SECTION 1. That the Arcadia Municipal Code is hereby
amended by adding thereto new Sections 6220.56.1 and 6323.37, the
same to read respectively as follows:
6220.56.1. RACING INFORMATION. For every person who,
by any means other than by newspaper or by any means described in
Section 6220.56, engages in the'business or practice of dissem-
inating, distributing, conveying, passing out, giving away, handing
out, selling, offering for sale or soliciting for the sale of any ~
information or recommendation pertaining to the probable or possible
outcome of any race or contest of endurance between horses or beasts
or any choice of, preference for, or recommendation concerning any
horse or beast engaged therein, Six hundred dollars ($600.00) for
a twelve (12) month period commencing December 1 and ending the
following Novembe~ 30, for each person so engaged.
SECTION 2. This ordinance is herebY,declared by the City
Council to be necessary as an emergency measure for preserving the
public peace, health and safety, and shall take effect immediately
upon its adoption. A statement of the reasons for its urgency is
as follows: The business and practice of disseminating information

concerning the probable outcome of speed or endurance contests be-
tween beasts are by their very nature required to be supervised
and regulated very strictly for the protection of the public peace,
health and safety, and for many years have been thus supervised and
regulated. From time to time ' practices and methods of operation
other than those presently regulated by the Arcadia Municipal Code,
are evolved and used. It is therefore necessary that all conceiv-
able practices and methods of operation be brought under similar
regulation and supervision and that the cost thereof be defrayed
at least in part by a business license fee. Inasmuch as horse rac-
ing will commence in the City within one week, it is necessary that
this ordinance take effect immediately upon its adoption.
SECTION 3. The City Clerk shall certify to the adoption
of this ordinance and shall cause the same to be published once in
the official newspaper.
I HEREBY CERTIFY that the foregoing ordinance was adopted
at a regular meeting of the City Coupcil of the City of Arcadia
held on the 19th day of December
, 1961, by the affirmative vote
of at least three Councilmen, to wit:
