ORDINANCE NO. 1178
AN ORDINANCE OF THE CITY COUNCIL OF
THE CITY OF ARCADIA, CALIFORNIA,
AMENDING SECTION 9255.2.8 OF THE
ARCADIA MUNICIPAL CODE CONCERNING
REQUIRED PARKING SPACES IN ZONE R-3.

DOES ORDAIN AS FO~LOWS:
SECTION 1. That Section 9255.2.8 of the Arcadia Municipal
Code is hereby amended to read as follows:
9255.2.8. PARKING REQUIREMENTS. At least two (2) parking
spaces, one of which shall;be in a roofed ~arport or garage, shall
be provided on the same site for e,ach dwelling unit. Each such
parking' ,space shall be located back of the required front yard and
shall be"paved with asphaltic or cement concrete~ Each such parking
space'sh~ll contain a gross area not less than ten (10) feet wide

, and 'twenty (20) feet long, and shall have adequate individual access
including a turning radius of not less than twenty-five (25) feet.

No portion of a required driveway may be used to fulfill any such
parking space requirements.
SECTION 2. This ordinance is hereby declared to be neces-
,sary as an emergency measure" for preserving the public peace, health
and safety and shall take effect immediately upon its adoption. A
statement of the reasons for its urgency is as follows: Staff studies
conducted over a period of time indicate clearly that the City's off-
street parking requirements are considerably inadequate and that the
situation is steadily worsening. That the failure to anticipate,
recognize and deal with the ever growing problem of the increasing
number of vehicles in the City has necessitated the ,removal of; the
much~needed ban on all night parking and will make its re-enactment
more difficult, and has added immeasurably to the hazard of pedestrians.

who are required in most instances to walk in the street in multi-
family zones and to the hazard of vehicular traffic by reason of the
excessive street parking of vehicles due to inadequacy of off-street
parking in multiple family areas. That in anticipation of the en-
actment of legislation increasing the amount of off-street parking
in the multiple family zone, plans for hundreds of multiple family
dwelling units have been hastily drawn or copied from plans designed
for other building sites without any attempt to adapt the same to
the building site now proposed therefor, for the obvious and sole
purpose of obtaining building permits for multiple family housing
without providing the amount of off-street parking deemed to be neces-
sary. That the issuance of an unseasonal number of permits for and
the construction of an unusual number of multiple family dwelling
units will create an equal number of buildings soon to become non-
conforming, and will greatly and irrevocably increase the traffic
hazard to both pedestrians and vehicles from the increased conges-
tion necessarily resulting from such construction without the pro-
vision of sufficient off-street parking, all to the impairment or
jeopardy of the public peace, health and safety. It is therefore
necessary that this ordinance take effect immediately upon its
adoption. If for any reason it be judicially determined that this
ordinance not take effect upon its adoption, it shall take effect
thirty (30) days after its adoption occurring not less than five (5)
days after its introduction.
SECTION 3. The City Clerk shall certify to the adoption
of this Ordinance and shall cause it to be published once in the
official newspaper.
I HEREBY CERTIFY that the foregoing ordinance was intro-
duced and adopted at a regular meeting of the City Council of the
City of Arcadia held on the 19th day of June, 1962, by the

affirmative vote of at least three Councilmen, to wit:
