AN ORDINANCE OF THE CITY COUNCIL OF
THE CITY OF ARCADIA, CALIFORNIA,
AMENDING THE ARCADIA MUNICIPAL CODE
BY ADDING THERETO A NEW SECTION
6425.10 ENTITLED "SAME. SAME.
NEWSPAPERS."
THE CITY COUNCIL OF THE CITY OF ARCADIA, CALIFORNIA, DOES

ORDAIN AS FOLLOWS:
SECTION 1. Declaration of Policy. That the existence and
continuation of efficient and honest gov~rnment in a free country
depends in large measure upon the people, thereof being kept fully
, .
and accurately informed concerning all p$rsons connected with their
government and all of-the actions of such persons in any way related
to such government. That newspapers historically have been and in

fact still are one of the best means of disseminating public infor-

mation. That newspapers are dependent in part upon paid subscriptions
"
to pay the cost of their operation, and ,the free enterprise system of
thepublic press can be seriously jeopardized by curtailing the prac-
tice of soliciting for newspaper subscriptions. That no useful pur-
pose will be served whereas serious harm' can result from the inter-
"
ference with the freedom of the public press by prohibiting the
,
solicitation of subscriptions to newspapers. That for the foregoing
reasons the enactment of this ordinance is deemed necessary and proper.
SECTION 2. That there is hereby.added to Division 5 of
Part 2 of Chapter 4 of Article VI a new.Section 6425.10, the same to
read as follows:
6425.10. SAME. SAME. NEWSPAPERS. The provisions of
Sections 6425.7 and 6425.8

obtaining of subscriptions to newspaper~ of general circulation,

, telligence of a general character and printed or published at regular
intervals, biweekly or more often.
SECTION 3. The City Clerk shall "certify to the adoption
of this ordinance.
I HEREBY CERTIFY that the foregoing ordinance was adopted
at a regular meeting of the City Council of the City of Arcadia held
on the 5th
day of March

at least three Councilmen, to wit:
