lows:
Numerous fowl, particularly peacocks, abound in the City
of Arcadia and a,ttract numerous visitors to the City. The f'eeding
of.' animals and fowl in or on public streets, sidewalks, and park-
ways in t~e City causes excessive congestion of vehicles on City
streets and congregations of people, animals and fowl in the public
streets, thereby preventing not only the normal use of public
streets by through ~raffic but precluding the use of such streets
by police, fire and other emergency vehicles, thereby hampering
the rendition of emergency services, jeopardizing the health, safety
and welfare of people and endangering property in the City. It is
therefore necessary that this ordinance take effect immediately
upon its adoption.
SECTION 3. Any person violating any of the provisions
of this ordinance shall be guilty of a misdemeanor and upon con-
