SUBJECT: AUTHORIZE THE CITY MANAGER TO EXECUTE A CONTRACT WITH
J A SALAZAR CONSTRUCTION & SUPPLY CORP. FOR THE
INSTALLATION OF THE PRESSURE REDUCING STATION FROM
ZONE 2 TO ZONE 2A PROJECT IN THE AMOUNT OF $135,220 AND
APPROVE A 10% CONTINGENCY

SUMMARY
The 2008 Water Master Plan Update identified the need to construct an alternate
pressure sustaining system for pressure Zone 2A that would act as a secondary source
of supply for Zone 2A in the event of a failure of the existing pressure reducing valve.
The Installation of the Pressure Reducing Station from Zone 2 to Zone 2A Project at
Colorado Place north of San Juan Drive was approved in the 2010 -11 Capital
Improvement Program. The project involves the construction of a new underground
vault, new pipelines and a pressure reducing valve that will connect to the existing
water system. The construction of the pressure reducing station will add system
reliability to the residents who live in Zone 2A.
Staff recommends that the City Council authorize the City Manager to execute a
contract with J A Salazar Construction & Supply Corp. for the Installation of the
Pressure Reducing Station from Zone 2 to Zone 2A Project, in the amount of $135,220
and issue a purchase order for the contract amount plus 10% contingency, totaling
$148,742.
DISCUSSION
Pressure Zone 2A is farther away from a reservoir thus the water pressure in this zone
must be controlled and reduced by a pressure reducing valve. Consequently, this zone
has only one source of water supply and any disruption of service along the section of

mainline pipe on Colorado Place or Colorado Blvd. shuts off the flow of water to Zone
2A. This situation makes Zone 2A vulnerable to shut -downs or any unplanned
interruption in water service to the area. These disruptions can either occur by a
system failure, such as a broken water pipe, or maintenance needs, such as
replacement of a mainline valve. In order to avoid any disruption of service, the 2008
Water Master Plan Update identified the need to provide a secondary source of supply
to Zone 2A. This can be accomplished by adding a second pressure reducing station.
The additional source of supply to Zone 2A increases system reliability and flexibility to
the residents who live in this area.
A Notice Inviting Bids was published in the adjudicated paper and bid packages were
acquired by area contractors. The City Clerk publicly opened eight (8) sealed bids on
May 31, 2011 with the following results:

Staff has reviewed the bid documents for content and investigated the contractor's
background and recent projects for competency. Staff has concluded that J A Salazar
Construction & Supply Corp. is the lowest responsible bidder to perform the
construction of this project. Staff recommends that the City Council award a contract to
J A Salazar Construction & Supply Corp. for the installation of pressure reducing station
from Zone 2 to Zone 2A Project in the amount of $135,220 and issue a purchase order
for the contract amount plus 10% contingency, totaling $148,742.
ENVIRONMENTAL ANALYSIS
This project consists of minor alteration of an existing public utility system with no
expansion of the system and therefore qualifies as a Class 1 categorical exemption per
15301 (b) of the California Environmental Quality Act.
FISCAL IMPACT
Funds in the amount of $260,000 have been budgeted in the 2010 -11 Capital
Improvement Program for the Installation of Pressure Reducing Station from Zone 2 to
Zone 2A Project.

RECOMMENDATIONS
1. Award a Contract to J A Salazar Construction & Supply Corp. for the
Installation of Pressure Reducing Station from Zone 2 to Zone 2A in the
amount of $135,220 and approve a 10% contingency.
2. Authorize the City Manager and City Clerk to execute a contract in a form
approved by the City Attorney.
3. Waive any informality in the bid or bidding process.
