ORDINANCE NO. 1001
AN ORDINANCE OF THE CITY COUNCIL OF
Tl{E CITY OF ARCADIA, CALIFORNIA,
AMENDING SECTIONS 8;1, 8.2, 10.1 and
12 OF ORDINANCE NO. 760 OF SAID CITY.
THE CITY COUNCIL OF THE CITY OF ARCADIA, CALIFORNIA, DOES
DETERMINE AND ORDAIN AS FOLLOWS:
SECTION 1. After public hearings before the City Planning
Commission and the City Council, and upon reviewing and considering
all evidence presented thereat, that the public necessity, conveni-
ence and general welfare require that Ordinance No. 760 of the City,
of Arcadia be amended as hereinafter provided.
SECTION 2. That Sections 8.1, 8.2, 10.1 and 12 of Ordi-
nance No. 760 of the City of Arcadia, entitled "AN ORDINANCE ESTAB-
LISHING ZONES IN THE CITY OF ARCADIA AND THEREIN REGULATING THE USE
OF LAND: HEIGHT OF BUILDINGS AND YARD SPACES: ADOPTING A r~p SHOWING
THE BOUNDARIES OF SAID ZONES: DEFINING THE TERMS USED IN THIS ORDI-
NANCE: PROVIDING FOR ITS ADJUSTMENT, AMENDt-1ENT AND ENFORCEr,'IENT:
PRESCRIBING PENALTIES FOR VIOLATION AND REPEALING ORDINANCES OR POR-
TIONS OF ORDINANCES IN CONFLICT THERE1'iITH," adopted May 3, 1949, be
and the same is hereby amended to read as follows:
SECTION 8.1: "C-O" PROFESSIONAL OFFICE ZONE.
The following regulations shall apply in the "C_OII Profes-
sio'nal Office Zone unless other~lise provided in this Ordinance.
A. USE.
No building or land shall be used and no building shall
hereafter be erected, constructed or established, except for the
following uses:
1. Any use permitted in the "R-3" 11u1tiple-Family
Zone.
2. Professional offices for the following uses only:

e. The accessory buildings and uses customarily inci-
dent to any of the above uses when located on the same lot.

B. HEIGHT.
No building hereafter erected, constructed, or established
shall exceed four (4) stories or forty-five (45) feet in height.
C. FRONT YARD.
There shall be a front yard of not less than ten (10) feet.
D. SIDE YARD.
No side yard shall be required except 'that all buildings used
exclusively for dwelling purposes shall comply with the side yard
provisions of the "R-3" Zone.
E. REAR YARD.
There shall be on every lot or parcel of land a rear yard
having a minimum depth of thirty (30) feet. For the purpose pf this
secti0n, the rear yard shall be measured from the rear lotllne.
1'fuere the rear line of the lot abuts a dedic~ted alley not
less than twehty (20) feet wide, the rear yard shall have a minimum
depth of twenty (20) feet, and such rear yard may be measured to the
center of said alley.

F. AREA REQUIRE1,lENTS.
There shall be no area requirements except that all buil-
dings used exclusively for dwelling purposes shall comply with the
area provisions of the "R-3" Zone.
G. PARKING REQUIREMENTS.
For all professional offices the same area of parking space
shall be provided on the same site as there is floor space in the
ofi'ice building.
SECTION 8.2. "C-l" LIMITED COIIJMERCIAL ZONE.
The following regulations shall apply in the C-l Limited
Commercial Zone unless otherwise provided in this Ordinance.
A. USE.
No building or land shall be used and no building shall
be hereafter erected, constructed or established, except for the
following uses:
1. Any use permitted in the C-O Zone, except that
no building shall be designed, erected or used as a dwelling
except under the fol101'ring conditions:
a. At least 50;~ of every building shall be designed
and intended to be used only for permissible commercial uses,
and no more than 50% of any such building shall be used for
dwelling purposes.
b. The portion of any building used for dwelling pur-
poses shall, if located on the ground floor, be restricted to
the rear 50~ of such building.

Confectionary stores (including the manufacture of
candy for sale on the premises provided that no more
than five persons shall be employed or engaged in
the manufacture of candy on the premises)
Dressmaking or millinery shops
Drugstores
Dry goods or notions stores
Electric appliance stores and repairs
Florist shops
Grocery, fruit or vegetable stores
Hardware stores
Hotels
Interior decorating stores
Jewelry stores
Liquor stores
Meat market or delicatessen stores

Magazine stores
Offices, business or professional
Paint and wallpaper stores
Photographers
Public buildings
Radio and.television stores
Restaurants, tearooms or cafes where all customers are
served at a table or counter (excluding dancing, enter-
tainment and, sale of intoxicating liquors)
Self-service laundries
Shoe stores or shoe repair shops
Sporting goods stores
Tailor, clothing or wearing apparel shops
The accessory buildings necessary to such uses located
on the same lot or parcel of land, including a storage
garage for the exclusive use of the patrons and employees
of the above stores or businesses.
The ab9ve specified stores, shops or bUsinesses shall be
retail establisrunents selling new merchandise exclusively and shall
be permitted only under the following conditions:
1. Such stores, shops or businesses, except automobile
service stations, shall be conducted entirely within an enclosed
building of not to exceed five thousand (5000) square feet of

floor area.
.2. Products made incidental to a permitted use shall
be sold at retail on the premises.
3. No public entrances to such stores, shops or busi-
nesses shall be located on ,the side street of a corner lot nearer
than one hundred (100) feet to property in any "R" zone.
4. Any exterior sign displayed shall pertain only
to a use conducted within the building; shall be attached to
and be parallel with and not more than six (6) inches from the

wall of the main building or from the front of a marquee fron-
ting the principal street, a parking area in the rear or, in
the case of a corner building, on that portion of the side
street wall within fifty (50) feet of the principal street.
In no case shall a sign project above the roof line.

SECTION 10.1. "C-!>1" COMMERCIAL-MANUFACTURING ZONE.
The following regulations shall apply in the "e-M" Com-
mercial-Manufacturing Zone unless otherwise provided in this Ordi-
nance. Buildings erected or structurally altered and used exclu-
sively for dwelling purposes shall comply with the front, side, and
rear yard regulations on the "R-3" Zone.
A. USE
No building or land shall be used, and no building shall
be hereafter erected, constructed or established, except for one or

more of the following uses:
1. Any use permitted in the C-3 Zone, except that no
building or portion thereof shall be hereafter constructed or
established, converted or used for any use permitted in the
"R-3" Zone other than dwellings for caretakerS or 'watchmen em"
ployed for and actually engaged in the care or protection of the
premises or of buildings or property located thereon.

ment of products other than those which may be ob-
noxious or offensive by reason of emission of odor,
dust, smoke, gas, noise or other similar charactep-
istics, including hazards, provided that the deter-
mination of the character of any use as defined
in this item shall be arrived at asset forth in
Section 15, para~raph A. Use, sub-paragraph 1,
General, Item "a I.
B. BUILDING HEIGHT
Same as "C-3" Zone.
D. SIDE YARD
Same as "C-3" Zone.

SECTION 12. "M-2" HEAVY MANUFACTURING ZONE.
The following regulations shall apply in the II~-2" Heavy
.~ lllanufacturing Zone unless otherwise provided in this Ordinance.
A. USE.
No building or land shall be used and no building shall

occupancy permit shall be issued for any of the following uses until
and unless the location of such shall have been approved by the City
Planning Commission in the manner provided for dealing with vari-
ances (Section 16):

NOTE: The City Planning Commission and the City Council recognize,
and hereby declare, that the City of Arcadia is a component part of
a large metropolitan area, within which larger areas are contained

facilities l~hich in amount, location, physical ,characteristics and
available services are preeminently suited for use by industrial
enterprises; that all of the area contained within the corporate
limits of the City of Arcadia is in relation to the said metropolitan
area, and by reason of geography, topography and meteorological condi-
tions, preeminently suited to residential purposes, together with
such related commercial and light industrial uses necessary to serve
the immediate needs of, the residential area; that the considerations
which make the area of the City of Arcadiaso suited to residential
purposes are the same conditions which make the same areas relatively
unsuited to heavy industrial enterprises; that the County of Los
Angeles, through the Regional Planning Commission, is successfully
coordinating its own land use plans with those of the many cities
comprising the metropolitan area, thus producing a metropolitan area-
wide zoning plan; that should the City of Arcadia, by provisions of
this ordinance or subsequent ordinances, make no actual provision
for the location of heavy industries, such determination will not
constitute prohibition, but rather would conform to comprehensive regu-
lation on the metropolitan area basis.
SECTION 3. The City Clerk shall certify to the adoption
of this Ordinance and prior to the expiration of fifteen (15) days
from the passage thereof, shall cause the same to be published once
in the Arcadia Tribune and Arcadia News, a newspaper of general
circulation published and circulated in the City of Arcadia, and
thi~ty (30) days from and after the final passage thereof said Ordi~
nance shall take effect and be in force.
I HEREBY CERTIFY that the foregoing Ordinance was adopted
at a regular meeting of the City Council of the City of Arcadia,
