' -1- 1005 p increase in the number of vehicles daily traveling upon city streetsj that said vehicular traffic in the City of Arcadia is abnormally in- creased by the ever-increasing attendance at the Santa Anita Race Track. This indiscriminate use is depriving private property owners of the use of their property and does specifically and par- ticularly endanger the lives of patients in the Methodist Hospital ~ adjacent to the race track, in that doctors and emergency vehicles are being delayed in arriving at the hospital on emergencies because of their inability to gain access to the emergency vehicle parking area at the hospital.
