HomeMy WebLinkAbout1028 ORDINANCE NO. 1028 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF ARCADIA, CALIFORNIA, AMENDING SECTION 20 OF ORDINANCE NO. 860. THE CITY COUNCIL OF THE CITY OF ARCADIA, CALIFORNIA, DOES ORDAIN AS FOLLOWS: . " SECTION 1. That Section 20 of Ordinance No. 860, adopted January 20, 1953, entitled "AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF ARCADIA. CALIFORNIA, REGULATING THE SUBDIVISION AND DIVID- , ING OF LAND IN SAID CITY, AND REPEALING ORDINANCES NOS. 488, 516, 584, 606 AND 807 OF SAID CITY", be and the sameis:hereby amended to read as follows: , "SECTION 20. '. IMPROVEMENTS.: The subdivider shall make or agree to make all improvements for all land designated for streets, .- highways, publiC ways and easements, as a condition precedent ,to the acceptance thereof and to the approval 'of the final map, and all im- " provements deemed by the City Council to be necessary for the general use of the lot owners in the subdivision, or for the local neighbor- hpod traffic and drainage needs. Preliminary plans and specifications of all proposed improvements shall be approved by the City Manager, City Engineer and Water Superintendent before the final map is filed with the City Council. Complete plans shall be submitted to and ap- proved by the City Manager, City Engineer and Water Superintendent ..' before construction is started, and shall show full details of the proposed improvements, and shall be according to the standards estab- lished by the City of Arcadia. The following general rules with re- spect to each item shall be followed: "A. STREET WIDTHS AND LENGTHS. Major or secondary .thor- oughfares and highways shall have such minimum width in excess of sixty (60) feet as may be required by the City Council.' All other ~l.- 1028 ,- streets shall have a right of way of sixty (60) feet minimum width; provided, however~ that local streets in a steep hillside subdivi- sion may have a lesser width, but not less than forty (40) feet, in whi9h event the improved roadway thereof shall not be less than thirty-six (36) feet between curbs. Where streets terminate in a cul-de-sac, the terminus of said street shall have a circular turn- around with a minimum diameter of eighty (80) feet between right of way lines. Parkways and sidewalks abutting the cul-de-sac shall conform to the parkways and sidewalks approaching the cul-de-sac. "No cul-de-sac street or dead-end street shall terminate ~ ~ or dead-end at a distance more than five hundred (500) feet from an existing access to and from a through street. In the interest of good planning and the orderly development of the City, the City Council may at its discretion permit variations of the above mini- ,.. mum street widths and lengths, prOVided that good cause therefor shall be shown. "B. GRADING. The street shall be graded its full width to the approved grade. "C. DRAINAGE. Sufficient drainage facilities shall be L provided and located in public streets or designated easements to care for the local neighborhood drainage needs in a manner which will a~sure t~e property in the subdivision proper protection from flood damage and overflowing street water and from all upstream areas as though, fully improved, and so designed as to prevent, in the opinion of the City Engineer, unnecessary or unreasonable in- .. undation of adjacent properties. The City Engineer shall be fur- nished with a flood hazard report from the County Flood Control , ., District regarding the drainage of the subdivision, "D. ROADWAY WIDTHS AND SURFACING. The roadway width for a 60-foot right of 'way shall be at least 36 feet, and shall be cov- ered with a permanent type of surfacing and base designed in accord- ance with the California Bearing Ratio method or by some equivalent -2- 1028 " method, and of a thickness to provide at least ten (10) years' wear. The subdivider shall furnish soil tests from an approved laboratory as required by the City Engineer to determine the required thickness and type of paving. "E. CURB AND GUTTERS. Portland Cement concrete curbs and gutters shall be required in all cases. Concrete cross gutters shall be required across ,all intersections carrying drainage 'water. "F. SIDEWALKS. Portland Cement sidewalks shall be con- - . structed wherever required by the City Council. "G. SANITARY SEWERS. Sanitary sewers shall be required in all subdivisions; including lateral's to each lot from the sewer main to the edge of the street right,'of~way. I ~ . .'.- . , , "H. WATEl1 MAINS AND FIRE HYDRANTS. '. Adequate water mains and services and fire hydrants shall be installed in all cases. "I. GAS. Gas lines, including services, to each lot from the main to back of the curb line, shall be installed in all cases. "J. STREET TREES. Street trees when required by the City Council, shall be planted of a type, size, spaCing, and at the time within a year after approval of the final map as speCified by the City Engineer. "K. STREET NAME SIGNS. Street name signs shall be in- stalled in accordance with City of Arcadia standards. "L. STREET LIGHTS. Street lights shall be installed in acqordance with standards established from time to time by the City of Arcadia for the area involved." SECTION 2. The City Clerk shall certify to the adoption of this Ordinance and, prior to the expiration of fifteen (15) days 'from the passage thereof, shall cause the same to be published once in the Arcadia Tribune and Arcadia News, a newspaper of general cir- culation pUblished and circulated irithe City of Arcadia.
