HomeMy WebLinkAbout1041 ORDINANCE NO. 1641 ~ AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF ARCADIA, CALIFORNIA, AMENDING ORDINANCE NO. 728 OF SAID CITY BY ADDING THERETO A NEW SECTION NO. 6l-A. ~ La (jro1~ THE CITY COUNCIL OF THE CITY OF ARCADIA, CALIFORNIA, DOES ORDAIN AS FOLLOWS: SECTION 1. That Ordinance No. 728 of the City of Arcadia, entitled "AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF ARCADIA REGULATING TRAFFIC UPON THE PUBLIC STREETS AND REPEALING ORDINANCE NO. 200 OF SAID CITY, ADOPTED JUNE 15, 1927, AND ALL OTHER ORDINANCES AND PARTS OF ORDINANCES IN CONFLICT HEREWITH", adopted on the 5th day of October, 1948, be and the same is hereby amended by adding thereto a new section No. 6l-A, the same to read as follows: SECTION 6l-A. TOW AWAY ZONES - SIGNS REQUIRED. Any reg- ularly employed and salaried officer of the Police Department of the Qityof Arcadia hereby is authorized to remove or cause the re- moval of any vehicle which is parked or left standing upon a street or highway in said City between the hours of 7 A.M. and 7 P.M. to the nearest garage or other place of safety or to a garage desig- nated or maintained by said City of Arcadia, when the parking or standing of said vehicle on such street or highway has been pro- hibited by ordinance or resolution of said City of Arcadia, and when appropriate signs are posted on said street or highway giving notice that said street or highway is a "Tow Away Zone", and giving notice of such removal. Any such removal shall be subject to, ~he procedure set forth in Section 585 of the Vehicle Code of .the State.;of California, including the, lien provisions thereof and the owner "s responsibility to pay said lien. SECTION 2. This ordinance is hereby declared to be neces- -1- 1041 sary as an emergency measure for preserving the public peace, health ., and safety and shall take effect immediately upon its adoption. A statement of the reasons for its urgency is as follows: ,The forthcoming horse racing meet at Santa Ani.ta Race Tr~c'W1~lcause an unusually large number of vehicles to be upon the city streets. The City of Arcadia has expended large sums of money to complete a traffic control program by the installation of electric traffic control devices at the intersections of major traffic arterials leading to and from Santa Anita Race Track. In order to insure the proper control and expeditious movement of said vehicular traffic at these mechanically controlled intersec- tions from the major approach streets, it is necessary to provide adequate control of parked vehicles along said streets by provid- ing for the removal from the streets of all vehicles impeding the safe and expeditious flow of traffic by reason of said vehicles being parked in violation of Arcadia City regulations. ", SECTION 3. The City Clerk shall certify to the adoption of 'this Ordinance and prior to the expiration of fifteen (15) days from the passage thereof shall cause the same to be published once in the Arcadia Tribune and Arcadia N~ws, a newspaper of general 9ir9u1ation,' published and circulated in the, City of Arcadia.
