SUBJECT: ACCEPT ALL WORK PERFORMED BY SILVIA CONSTRUCTION, INC.
FOR THE REHABILITATION OF SANTA ANITA AVENUE FROM
CAMINO REAL AVENUE TO LONGDEN AVENUE, DUARTE ROAD TO
CHRISTINA STREET, AND FROM FOOTHILL BOULEVARD TO 1 -210
FREEWAY AS COMPLETE

SUMMARY
California Proposition 1B, also known as the Highway Safety, Traffic Reduction, Air
Quality, and Port Security Bond Act of 2006 was approved by California voters in
November 2006, with a portion of the funding to be used by the local jurisdictions for
road improvements. The City of Arcadia combined its Proposition 1B funding with Los
Angeles County Metropolitan Transportation Agency (Metro) Proposition C funding to
perform major street rehabilitation work on Santa Anita Avenue.
On October 5, 2010, the City Council awarded a contract to Silvia Construction, Inc. in
the amount of $1,301,091.48, plus a 10% contingency, for the construction of the
Rehabilitation of Santa Anita Avenue from Camino Real Avenue to Longden Avenue,
Duarte Road to Christina Street, and from Foothill Boulevard to 1 -210 Freeway Project.
The terms and conditions of this project have been complied with and the work has
been performed to staff's satisfaction for a total project cost of $1,317,105.23. This
amount reflects the original contract amount of $1,301,091.48 plus changes totaling
$16,013.65 or 1.2% above the original contract amount.
Staff recommends that the City Council accept all work performed by Silvia
Construction, Inc. as complete and authorize the final payment to be made in
accordance with the contract documents.

DISCUSSION
California Proposition 1 B, also known as the Highway Safety, Traffic Reduction, Air
Quality, and Port Security Bond Act of 2006 was approved by California voters in
November 2006. It aimed at improving safety conditions of roads and bridges, as well
as improving air quality and port security. A portion of this bond was intended to be
used by local jurisdictions to improve their regionally significant roadways. The local
jurisdictions received their apportionments in two separate fiscal years. In 2008, the
City of Arcadia received approximately $800,000 and committed it to the rehabilitation of
Santa Anita Avenue between Duarte Road and Camino Real Avenue.
The second apportionment of Proposition 1B funding in the amount of over $900,000
was budgeted in fiscal year 2009/10 for the rehabilitation of Santa Anita Avenue from
Camino Real Avenue to Longden Avenue, Duarte Road to Christina Street, and from
Foothill Boulevard to the 1 -210 Freeway. The City combined its Proposition 1B funding
with Los Angeles County Metropolitan Transportation Agency (Metro) Proposition C
funding to perform this major street rehabilitation work.
Roadway condition analysis as a part of the Pavement Management Program indicated
that there were three sections along Santa Anita Avenue rated as poor. The roadway
along these stretches was severely cracked, deformed, and prone to potholes and in
need of rehabilitation. This project repaired damaged sections of roadway, resurfaced
the roadway, and also upgraded the traffic signals at two intersections.
On October 5, 2010, the City Council awarded a contract to Silvia Construction, Inc. in
the amount of $1,301,091.48. The majority of the construction took place in November
and December of 2010, but the project completion was delayed due to the additional
traffic signal work and coordination efforts with Caltrans on scheduling work in the State
right -of -way.
In addition to the work originally covered by the contract, there were five (5) contract
change orders (CCO). The following reflects the change orders associated with the
project:

The final contract amount has been determined to be $1,317,105.23. This amount
reflects the original contract amount of $1,301,091.48 plus changes totaling $16,013.65
or 1.2% above the original contract amount.
FISCAL IMPACT
This project was funded in the 2009/10 fiscal year Capital Improvement Program at
$1,460,000. The funding sources were $997,000 from State Proposition 1B funds and
$463,000 from Metro Proposition C funding. There are sufficient funds to cover the
project.
RECOMMENDATION
Accept all work performed by Silvia Construction Inc. for the Rehabilitation of Santa
Anita Avenue from Camino Real Avenue to Longden Avenue, Duarte Road to Christina
Street and from Foothill Boulevard to 1 -210 Freeway as complete.
