2011, at 7:00 p.m., in the Council Chambers of the City of Arcadia, at 240 W. Huntington Drive
with Chairman Parrille presiding.

Tuesday, June 28, 2011, 7:00 P.M.

1. MODIFICATION APPLICATION NO. MP 11 -03 AND
SINGLE - FAMILY ARCHITECTURAL DESIGN REVIEW NO. SFADR 11 -57
1717 S. Second Avenue
Robert Tong — Architect on behalf of the property owner, Yuan Du
The applicant is requesting a Modification for a 35' -0" front yard setback from Second
Avenue in lieu of the 61' -9" average of the adjacent properties as required by Code, and
Architectural Design Review approval for a proposed 4,000 square -foot, two -story residence
on an R -1 zoned lot.
Assistant Planner, Nick Baldwin, presented the staff report.
Chairman Parrille asked if anyone would like to speak in favor of this project.
Mr. Robert Tong, project designer, represented the applicant and said that the applicant
agrees to comply with all conditions of approval. He offered to answer any questions on the
project.
Chairman Parrille asked if anyone wanted to speak in opposition to this project.
Mrs. Sigrid Balekjian, a neighbor of the project site, asked about the street side yard
setback. Mr. Baldwin explained that there is a 10 to 12 foot parkway in front of the home
and the home will be setback 25 feet from there.
MOTION:
It was moved by Commissioner Baderian, seconded by Commissioner Beranek to close the
Public Hearing. Without objection the motion was approved.
MOTION:
It was moved by Commissioner Baderian, seconded by Commissioner Baerg to approve
Modification No. MP 11 -03 and Single - Family Architectural Design Review No. SFADR 11-
57 subject to the conditions in the staff report.

2. CONDITIONAL USE PERMIT NO. CUP 11 -21

The applicant is requesting a Conditional Use Permit to allow a 1,440 square -foot pet
grooming business in the Mixed Use (MU) zone.
RESOLUTION NO. 1839
A Resolution of the Planning Commission of the City of Arcadia, Califomia, approving
Conditional Use Permit No. CUP 11 -21 to allow a 1,440 square -foot pet grooming business
in the Mixed Use (MU) zone.
Assistant Planner, Nick Baldwin presented the staff report.
The Public Hearing was opened.
Chairman Parrille asked if anyone would like to speak in favor of this project.
Ms. Darlene Kuba represented the applicant. She said Mr. Chern has been in business in
Arcadia for 16 years and he is a resident of the City too. Ms. Kuba also said that Mr. Chern

has agreed to comply with all conditions of approval and that the project has strong support
in the community.
Chairman Parrille asked if anyone wanted to speak in opposition to this project.
There were none.
MOTION:
It was moved by Commissioner Beranek, seconded by Commissioner Chiao to close the
Public Hearing. Without objection the motion was approved.
MOTION:
It was moved by Commissioner Beranek, seconded by Commissioner Baerg to approve
Conditional Use Permit No. CUP 11 -21, subject to the conditions in the staff report and to
adopt Resolution 1839.

3. CALIFORNIA ENVIRONMENTAL QUALITY ACT GUIDELINES
Consideration and Recommendation to City Council and the Arcadia Redevelopment
Agency to adopt Resolution No. 6782 and ARA Resolution No. 246 adopting local guidelines
for implementing the California Environmental Quality Act (CEQA — Public Resources Code
Sections 21000 et seq.)
Associate Planner, Tom Li presented the staff report.
The Public Hearing was opened.
Chairman Parrille asked if anyone would like to speak in favor of this project.

Chairman Parrille asked if anyone wanted to speak in opposition to this project.
There were none.
MOTION:
It was moved by Commissioner Baerg, seconded by Commissioner Beranek to close the
Public Hearing. Without objection the motion was approved.

Commissioner Beranek noted that the Guidelines are lengthy and he suggested that in the
future, the Commission might want to have a study session on it before voting.
MOTION:
It was moved by Commissioner Beranek, seconded by Commissioner Baderian to
recommend approval of the California Environmental Quality Act Guidelines to the City
Council.

4. PLANNING COMMISSION DETERMINATION
Determination that the proposed Capital Improvement Program for 2011 -2012 is consistent
with the General Plan.
5. MINUTES OF MAY 24, 2011
RECOMMENDATION: Approve
MOTION:
It was moved by Commissioner Baderian, seconded by Commissioner Beranek, to find that
the proposed Capital Improvement Program for 2011 -2012 is consistent with the General
Plan and to approve the minutes of May 24, 2011 as presented.

MATTERS FROM CITY COUNCIL & PLANNING COMMISSION
Mayor Pro Tempore Harbicht discussed the budget for 2011 -12 which was recently adopted by
the City Council. He also provided an update on the status of Santa Anita Race Track and
some of the options for development that Santa Anita officials are exploring.
Chairman Parrille mentioned that the CalPhil will be performing at the Race Track infield next
year instead of the Arboretum.
Commissioner Beranek announced that the Arcadia Chamber of Commerce will be meeting with
Gold Line officials soon and that details regarding the meeting are available on the Chamber's
website. Mayor Pro Tempore Harbicht added that Metro Transportation Authority
representatives will also be in attendance.

Commissioner Baderian said that State redistricting has aligned Arcadia with cities farther south
of the foothills and he asked how this would impact the City's participation in the Gold Line
project. Mayor Pro Tempore Harbicht explained that the cities south of the foothills are not
significantly impacted by the Gold Line and that no redistricting plan would be perfect.
Chairman Parrille reminded the Commissioners that reorganization will be on the agenda for the
next meeting and asked them to give some consideration to the role each of them would like to
have on the Commission next year.
MODIFICATION COMMITTEE AGENDA
Chairman Parrille reported on the actions of the Modification Committee, including the approval
of an oak tree removal permit for removal of five oak trees for construction of a bridge over
Interstate 210. He added that the trees will be replaced by the Gold Line.
MATTERS FROM STAFF & UPCOMING AGENDA ITEMS
Mr. Kasama asked about vacation plans and Chairman Parrille said he will not be available for
the August 23 meeting. Commissioner Beranek said that there is a possibility that he may also
miss that meeting, but his plans are not yet firm.
Mr. Kasama reminded the Commissioners that reorganization is scheduled for the next meeting
and he briefly reviewed other upcoming agenda items as well.
