IN THE AMOUNT OF $462,930 FOR THE STREET REHABILITATION OF WESTBOUND HUNTINGTON DRIVE AND AUTHORIZE A 10% CONTINGENCY Recommendation: Approve SUMMARY As part of the City's ongoing pavement management program, the City annually appropriates Proposition C funding for an arterial repaving project. For the fiscal year 2010/11 Capital Improvement Program (CIP), the City Council appropriated the funding for the repaving of the westbound lanes of Huntington Drive from Holly Avenue to Baldwin Avenue. The project was advertised for bids in June and bids were opened on July 12, 2011. Gentry Brothers, Inc. submitted the successful low bid in the amount of $462,930. Staff recommends that the City Council award a contract for the Street Rehabilitation of Westbound Huntington Drive project to Gentry Brothers, Inc. BACKGROUND The City's Pavement Management Program, which analyzes the existing condition of the street pavement, has identified the Huntington Drive westbound lanes between Baldwin Avenue and Holly Avenue as the highest priority street for repair with a Pavement Condition Index (PCI) rating of 37, 100 being best, and zero being worst. The City annually appropriates approximately $600,000 in Proposition C funding for arterial street pavement projects. Because Huntington Drive is extremely wide, it is difficult to fund a project of a significant length in one fiscal year, so the street was Staff Report Award Contract July 19, 2011 Page 2 divided into two projects over two separate years. The eastbound segment of Huntington Drive was rehabilitated in summer of 2006 and now the westbound segment is scheduled to be done this summer. DISCUSSION The proposed street rehabilitation project includes removal and replacement of asphalt concrete pavement and portions of curb and gutter, cold milling of asphalt concrete and construction of asphalt concrete overlay, adjustment of sewer and storm drain manhole frames and covers to grade, adjustment of water valve covers to grade, legends and striping, and construction of curb ramps. Eleven (11) prospective contractors received plans and specifications in June 2011 and on July 12, 2011 10 qualified bids were received with the following results: CONTRACTOR AMOUNT Gentry Brothers Inc. $462,930.00 All American Asphalt $483,483.00 Hardy & Harper Inc. $496,000.00 Chaparral $503,104.00 Sully - Miller Contracting $509,465.00 Silvia Construction Inc. $515,439.00 Sequel Contractors $526,480.00 Palp, Inc. (Excel Paving) $546,925.00 EBS General Engineering Inc. $553,144.00 EC Construction $628,382.10 Staff has reviewed the bid documents for content, and has investigated the contractor's background and recent projects for competency. Staff has determined that Gentry Brothers, Inc. can satisfactorily perform the required work. The construction is proposed to take place in August and early September with completion occurring before the fall racing meet at Santa Anita Park. The work will be coordinated with both the Race Track and the Westfield Santa Anita Mall for the temporary closures and detours around their driveways. ENVIRONMENTAL ANALYSIS The project is categorically exempt per Section 15301 class 1(c) from the requirements of California Environmental Quality Act (CEQA). Staff Report Award Contract July 19, 2011 Page 3 FISCAL IMPACT Proposition "C" funds in the amount of $600,000 have been approved in the 2010/11 Capital Improvement Program to complete this project. Sufficient funding is budgeted for all project costs. RECOMMENDATION Authorize the City Manager to enter into a contract with Gentry Brothers, Inc. in the amount of $462,930 for the Rehabilitation of Westbound Huntington Drive and authorize a 10% contingency.
