HomeMy WebLinkAbout1823 ORDINANCE NO. 1823 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF ARCADIA CALIFORNIA, ADDING SECTIONS 9262.4.14 THRU 9262.4.18, 9260.3.11 THRU 9260.3.14, 9261.4.5 THRU 9261.4.8, 9260.3.3.1.6, 9261.4.1.2, AND 9266.2.8.11 TO THE ARCADIA MUNICIPAL CODE REQUIRING BUSINESSES TO SET FORTH PART OF THEIR IDENTIFICATION IN ROMAN CHARACTERS AND ARABIC NUMERALS AND REQUIRING THE ADDRESS TO BE DISPLAYED ON THE BUILDING IN ARABIC NUMERALS THE CITY COUNCIL OF THE CITY OF ARCADIA, CALIFORNIA, DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. FINDINGS. 1. There is a trend towards signs in the City of Arcadia written in languages ~ther than English, or in characters other than Roman Alphabet or Arabic numerals. 2. .It is in the interest of the public health, safety, and welfare that all businesses in the City which erect signs have conspicuous identification of the business in the Roman alphabet and including Arabic numerals and display their address on the building, as this would greatly assist the police department, fire department, other City departments and the general public in identifying the business conducted on the premises. 3. Sign requirements as set forth in this ordinance are intended to provide for readable and understandable signs which will provide safety personnel and the public with quick business/building identification. In emergency response situations where seconds of time may mean the difference between life and death and increased property loss, quick -1- 1823 business/building identification by safety personnel and the public is imperative. SECTION 2. SECTIONS 9262.4.14, 9262.4.15, 9262.4.16, 9262.4.17 and 9262.4.18 are hereby added to the Arcadia Municipal Code to read as follows: 9262.4.14. ALLOWABLE AREA FOR IDENTIFICATION. With regard to any business in the City, applicable to the signs listed here, no more than one-third of the allowable sign area of each such sign(s) may contain a non-english translation of the business identification; the remaining sign area identification shall be set forth in the Roman alphabet and include Arabic numerals. Said sign(s) must be clearly readable from a distance of one- hundred feet (100'). a. Free standing signs. b. Wall signs (mounted) c. Wall signs (painted) d . Mounted letter signs e. Projecting signs f. Marquee signs 9262.4.15. IDENTIFICATION REVIEW PROCESS. In order to assure compliance with the identification requirements of Section 9262.4.14, installation of all signs referred to herein, copy changes to existing signs or similar alterations must be preceded by a submittal of plans to be filed with the Planning Department for prompt check as to the identification requirements set forth herein. If the Planning Director or the Associate Planner -2- 1823: determines that the proposed sign in Roman alphabet is inadequate for appropriate identification consistent with the intent and purpose of this ordinance, the City may require supplementary wording or identification on the sign. 9262.4.16. VIOLATION. Failure of signs to conform with Section 9262.4.14 shall constitute a violation of this ordinance. Failure to submit sign plans for a new sign or copy changes or alterations for existing signs to the Planning Department for identification review as required by Section 9262.4.15 shall constitute a violation of this ordinance. , 9262.4.17. NON-CONFORMING SIGNS. Existing businesses with one or more lawfully erected signs shall have six (6) months from the effective date of this ordinance to comply with the requirements of Sections 9262.4.14 and 9262.4.15. 9262.4.18. ADDRESS NUMBERS. The property address shall be displayed on the front of all buildings. Said address must be in Arabic numerals not less than 3" in height and must be displayed in a manner so that the address is clearly visible from the public right-of-way. Buildings on properties abutting an alley shall also have the address displayed in Arabic numerals not less than 3" in height on that portion of the building facing the alley. SECTION 3. VIOLATION. Failure of signs to conform with Section 9266.2.8.7 shall constitute a violation of this ordinance. Failure to submit sign plans for a new sign or copy changes or alterations for existing signs to the Planning Department for identification review as required by Section 9266.2.8.8 shall constitute a violation of this ordinance. 9266.2.8.10. NON-CONFORMING SIGNS. Existing businesses with one or more lawfully erected signs shall have six (6) months from the effective date of this ordinance to comply with the requirements of Sections 9266.2.8.7 and 9266.2.8.8. 9266.2.8.11. ADDRESS NUMBERS. The property address shall be displayed on the front of all buildings. Said address must be -8- 1823 in Arabic numerals not less than 3" in height and must be displayed in a manner so that the address is clearly visible from the public right-of-way. Buildings on properties abutting an alley shall also have the address displayed in Arabic numerals not less than 3" in height on that portion of the building facing the alley. SECTION 5. The City Clerk shall certify to the adoption of this Ordinance and shall cause a copy hereof to be published once in the official newspaper within fifteen (15) days of the adoption hereof.
