ORDINANCE NO. 1786
AN ORDINANCE OF THE CITY OF ARCADIA AMENDING
THE ARCADIA MUNICIPAL CODE BY REPEALING,
AMENDING AND ADDING SECTIONS TO DIVISIONS 1
AND 2 OF PART 2, CHAPTER 2, ARTICLE III
REGARDING PRIMA FACIE SPEED LIMITS
The City Council of the City of Arcadia does hereby
ordain as follows:
SECTION 1. Arcadia Municipal Code Sections 3221.2
through 3221.21, Sections 3221.23 through 3221.26 and 3222.1
through 3222.7 as they currently read are hereby repealed.
SECTION 2. The Arcadia Municipal Code is hereby amended
by adding the following sections to Division 1, Part 2, Chapter 2,
to read respectively as follows:
"3221. SPEED LIMITS INCREASED. It is hereby determined
upon the basis of an engineering and traffic survey that the speed
permitted by ,state law upon the following streets is less than is
necessary to facilitate the orderly movement of vehicular traffic
and is less than is reasonable and safe, and it is hereby declared
that the prima facie speed limit shall be as hereinafter set forth
on those streets or parts of streets specified in the following
subsections at the speed limits set forth therein, which are
hereby determined to be necessary for the orderly movement of
vehicular traffic and are reasonable and safe, when signs are
erected giving notice thereof:"
"3221.1. SAME. Baldwin Avenue between Huntington Drive
and Camino Real Avenue, thirty (30) mile~ per hour."
"3221.2. SAME. Baldwin Avenue between Camino Real
Avenue and Live Oak Avenue, thirty-five (35) miles per hour."
"3221,3. SAME. Camino Real Avenue between Baldwin
Avenue and the easterly city limits of the City of Arcadia, thirty
(30) miles per hour."

"3221.4. SAME. Duarte Road between the easterly and
westerly city limits of the City of Arcadia, thirty~-five (35)
miles per hour."
"3221.5. SAME. First Avenue between Foothill Boulevard
and Duarte Road, thirty-five (35) miles per hour."

twenty-five (25) miles per hour."
"3221. 20. SAME. Sixth Avenue between the northerly
city limit of the City of Arcadia and Live Oak Avenue, thirty-five
(35) miles per hour."
"3221. 21. SAME. Sunset Boulevard between the westerly
city limit and the southerly city limit of the City of Arcadia,
thirty-five (35) miles per hour."
"3221.23. SAME. Tenth Avenue between the northerly and
southerly city limits of the City of Arcadia, thirty-five (35)
miles per hour."
SECTION 3. The Arcadia Municipal Code is hereby amended
by amending the following sections of Division 2, Part 2, Chapter
2, Article III thereof to read respectively as follows:
"3222. SPEED LIMITS DECREASED. It is hereby determined
upon the basis of an engineereing and traffic survey that the
speed permitted by state law outside of business and residence
districts as applicable upon the following streets is more than lS
reasonable and safe under the conditions found to exist upon said
streets, and it is hereby declared that the prima facie speed
limit shall be as hereinafter set forth, on those streets or parts
of streets specified in the following subnsections at the speed
limits set forth therein, which are hereby determined to be
reasonable and safe, when signs are erected giving notice
thereof."

Avenue and Foothill Boulevard, thirty-five (35) miles per hour.
"3222.2. SAME. Baldwin Avenue bet\veen Foothill
Boulevard and Huntington Drive, thirty-five (35) miles per hour."

Santa Anita Avenue, thirty (30) miles per hour."

"3222.4. SAME. Colorado Boulevard between Colorado
Street and Fifth Avenue, thirty (30) miles per hour."
"3222.5. SAME. El Monte Avenue between Duarte Road and
Live Oak Avenue, forty (40) miles per hour."
"3222.6. SAME. Foothill Boulevard between the westerly
City limit of the City of Arcadia and Santa Anita Avenue, forty
(40) miles per hour."
"3222.7. SAME. Huntington Drive between Michillinda
Avenue and Colorado Place, forty (40) miles per hour."
"3222.8. SAME. Lower Azusa Road between the easterly
and westerly city limits of the City of Arcadia, forty (40) miles
per hour."
"3222.9. SAME. ~ Peck Road between the northerly and
southerly city limits of the City of Arcadia, forty (40) miles per
hour."
SECTION 5. If any section, subsection, sentence,
clause, phrase or portion of this ordinance is, for any reason,
held to be invalid or unconstitutional by the decision of any
court of competent jurisdiction, such decision shall not affect
the validity of the remaining portions of this ordinance. The
City Council of the City of Arcadia hereby declares that it would
have adopted this ordinance and each section, subsection,
sentence, clause, phrase or portion thereof irrespective of the
fact that anyone or more sections, subsections, sentences,
clauses, phrases or portions be declared invalid or
unconstitutional.
SECTION 6. Neither the adoption of this ordinance nor
the repeal hereby of any ordinance shall in any manner affect the
prosecution for violation of laws, which violations were committed
prior to the effective date hereof, nor be construed as affecting
any of the provisions of such law relating to the collection of
any such license or penalty or the penal provisions applicable to
any violation thereof, nor to affect the validity of any bond or
cash deposit in lieu thereof, required to be posted, filed or
deposited pursuant to any law and all rights and obligations
thereunder appertaining shall continue in full force and effect.

SECTION 7. The Clerk of the Council shall certify to
the passage and adoption of this ordinance and shall cause the
same to be published in the official newspaper of the City of
Arcadia within fifteen (15) days after its adoption.
PASSED AND ADOPTED BY THE CITY COUNCIL of the City of
Arcadia at its regular meeting held on the 17th day of January'
1984.
