ORDINANCE NO. 1625
AN ORDINANCE OF THE CITY OF 'ARCADIA AMENDING
ARCADIA MUNICIPAL CODE SECTION 9233.3 'OF THE
ZONING ORDINANCE TO RECLASSIFY THE ANOAKIA
AREA FROM R-O 30,000 to R-O 30,000 & D
THE CITY COUNCIL OF THE CITY OF ARCADIA DOES HEREBY
ORDAIN AS FOLLOWS:
SECTION I. That Section 9233.3 of the Arcadia Municipal
Code is h~reby amended, by amending the zoning map contain1d in
said Section 9233.3 so that the property commonly known as ,the
"Anoakia area;', hereinafter referred to as such, presently classi-
fied as R-O 30,000 First One-Family zone, shall hereafter be
classified as R-O 30,000 & D First One-Family zone and Architec-
tural Design Zone. Said property is more part~cularly described
as follow~:
Beginning at the no~theasterly corner of Tract No.
13429 as filed in Book 273, Page 25 of Maps in the
Office of the Recorder of Los Angeles County;
Thence westerly along the northerly boundary of
said Tract 1085.88 feet more or less to the inter-
section of Tract No. 13429 and Hampton Road; Thence
southwesterly through its various courses and dis-
tances\along the southeasterly right-of-way line of
Hampton Road and Fallen Leaf Road to the most northerly
corner of Lot 35, Tract No. 11204, Book 197, Pages 18
through 20 in the office of said Recorder; Thence South-
easterly 122.37 feet along to the northeasterly boundary
of said Lot 35; Thence southerly 510 feet along the
easterly boundaries of Lots 35 and 36 of said Tract
11204 to the northerly right-of-way line of Foothill .
Blvd. 90 feet wide; Then~e Easterly along the northerly
right-of-way line of ,Foothill Blvd. to the westerly
right~of-way line of Baldwin Avenue 80 feet wide;
Thence northerly along the westerly right-of-way line
of Baldwin Avenue to the point of beginning.
SECTION 2. This ordinance is based upon the following
findings:
a. The Anoakia area is presently zoned R-O 30,000 con-
sists of approximately 30.60 acres, and is contiguous to, is part
of, and constitutes the lower southeast cprner of that

approximately 626 acre exclusively residential portion of the
City of Arcadia known as the Upper Rancho, which is bounded by
Michillinda Avenue, a secondary arterial street on the east,
Orange Grove Avenue, a collector street on the north, Baldwin
Avenue, a secondary arterial street on the east, and Foothill
Boulevard, a major arterial street on the south.
b. The 626 acre Upper Rancho area is unique in that it
is used exclusively for single family dwellings, has a general
plan designation of Single Family Residential 0 - 2 dwelling
units per acre, and consiptent with said general plan d~signa-
tion contains single family dwell ings on lots zoned R-O & D 30,000,
averaging 33,925 square feet in area, containing substantial
amounts of vegetation and style of development and homes with a
value up to $298;000.

c. That in order to insure that buildings, :structures,
signs and landscaping in the Anoakia area will be harmonious with
the Upper Rancho Area of which it is a part and which is presently
subject to the Architectural Design zone, and in order to insure
that the Anoakia area is not obnoxious, undesirable or unsightly
in appearance and thereby detrimental to the Upper Rancho Area,
this Architectural Design Zone is necessary.

That it is the purpose of this ordinance to prevent
effects specified in Section 2 (c) above to:
impairment of the benefits of occupancy ofl~isting
Rancho residential properties; and I ,
impairment of the stability and value of both improved
and unimproved real property in the Upper Rancho; and
(3) Avoid prevention of the most appropriate use of the Upper
Rancho; and
(4) Avoid de-generation of the Upper Rancho area and therefore
deterioration of conditions affecting the health, safety and
welfare of the inhabitants of the Upper Rancho which deteri~
oration would deprive the City of Arcadia of tax revenues

which it otherwise could receive and destroy a proper
balance in relationship between the taxabl~ value of real
property in the Upper Rancho and the municipal services
provided therefor.

e. On D?cember 20, 1977, a petition was submitted to
the City with the signatures representing 16 of 17 property
owners within the Anoakia area. This petition requested a zone
change that would include the'Anoakia area in the "D" Architec-
tural Design zone and make these properties a part of the Rancho
Santa Anita Property Owners' Association.
f. Approximately 20 acres of the Anoakia area are pre-
sently undeveloped, containing much vegetation and many trees,
except for the Anoakia Mansion, accessory buildings, a school,
and recreational facilities. The remaining 10 acres of the
Anoakia area consist of ten developed single family residences
immediately contiguous to the north and northwest of the undeve-
loped 20 acres, on lots averaging 30,000 square feet and,greater,
and six single family dwellings in its southwest corner, ranging
from 14,000 to' 36,000 square feet in area as shown on the Lot Map,
attached hereto as Exhibit "A" and by this reference incorporated
herein. Twenty-four lots and hom~s could be developed on the.
undeveloped p~rtion of the Anoakia Area.
g. Streets existing in the undeveloped portion of subject
area are substandard.
h. That R-O 30,000 & D zoning is the highest and best use
of the Anoakia area consi~tent with present zoning classifications.
i. That R-O 30,000 & D zoning will provide uniform zoning
within the Anoakia area and Upper Rancho area; it will bring the
zoning into conformance with the General Plan for the Anoakia area;
the public convenience, necessity an~ general welfare justify the'
above zone change; and it will provide economic and social advan-
tages resulting from an orderly planned use of land resources.

SECTION 3. If any section, subsection, sentence, clause,
phrase or portion of this ordinance is, for any reason, held to
be invalid Dr unconstitutional by the decision of any court of
competent jurisdiction, such decision shall not affect the vali-
dity of the 'remaining portions of this ordiriance. The City
Council of the City of Arcadia hereby declares that it would have
adopted this ordinance and each section, subsection, sentence,
clause, phrase or portion thereof irrespective of the fact that
anyone or more sections, subsections, sentences, clauses, phrases
or portions be declared invalid or unconstitutional.
SECTION 4. Neither the adoption of this ordinance nor the
repeal hereby of any ordinance shall in any manner affect the
prosecution for violation of ordinances, which violations we~e
committed prior to the effective date hereof, nor be construed as
affecting any of the provisions of such ordinance relating to the
con ect:ion 0 l' any such license or penalty or the penal provisions
applicnble to any violation thereof, nor to affect the validity of
any bond or cash deposit in lieu thereof, required to be posted,
filed or deposited pursuant to any ordinance and all rights and
obligations thereunder appertaining shall continue in full force
and effect.
SECTION 5.. The Clerk of the Council shall certify to the
passage and adoption of this ordinance and shall cause the same
to be published in the official newspaper of the City of Arcadia
within. fifteen (15) days<t"fter it~~dORtion. ,,__
PASSED AND ADOPTED BY THE CITY COUNCIL of the City of
Arcadia at its regular meeting held on the 18th day of April,
1978.
