AN ORDINANCE OF THE CITY OF ARCADIA AMENDING
THE ARCADIA MUNICIPAL CODE BY AMENDING AND
ADDING SECTIONS TO DIVISIONS 1 AND 2 OF PART
2, CHAPTER 2, ARTICLE III THEREOF, INCREASING
THE PRIMA FACIE SPEED LIMITS ON STREETS IN
VARIOUS BUSINESS AND RESIDENCE DISTRICTS AND
DECREASING THE PRIMA FACIE SPEED LIMITS ON
STREETS NOT WITHIN BUSINESS AND RESIDENCE DIS-
TRICTS
THE CITY COUNCIL OF THE CITY OF ARCADIA DOES HEREBY ORDAIN
AS FOLLOWS:
Section 1. The Arcadia Municipal Code is hereby amended by
amending the following sections of Division 1, Part 2, Chapter 2,
Article III thereof to read respectively as follows:
"3221. SPEED LIMITS INCREASED. It is hereby determined upon
the basis of an engineering and traffic survey that the speed per-
mitted by state law upon the following streets is less than is
necessary to facilitate the orderly movement of vehicular traffic
and is less than is reasonable and safe, and it is hereby declared
that the prima facie speed limit shall be as hereinafter set forth
on those streets or parts of streets specified in the following sub-
sections at the speed limits set forth therein, which are hereby
determined to be necessary for the orderly movement of vehicular
traffic and are reasonable and safe, when signs are erected giving
notice thereof;"
"3221.2. SAME. Second Avenue between Live Oak Avenue and Foot-
hill Boulevard, thirty-five (35) miles per hour."
"3221.4. SAME. Huntington Drive between westerly city limits
of the City of Arcadia and Baldwin Avenue, forty (40) miles per hour."
"3221.5. SAME. Campus Drive between Holly Avenue and El Monte
Avenue, thirty-five (35) miles per hOUr."
"3221.6. SAME. Santa Anita Avenue between Live Oak Avenue and
Grandview Avenue, thirty-five (35) miles per hour."
"3221.8. SAME. Baldwin Avenue between Live Oak Avenue and
Huntington Drive, thirty (30) miles per hour."

Section 2. The Arcadia Municipal Code is hereby amended by
adding the following sections to Division 1, Part 2, Chapter 2,
Article III thereof to read respectively as follows:
"3221.11. SAME. Camino Real Avenue between Baldwin Avenue
and the easterly city limits of the City of Arcadia, thirty (30)
miles per hour."
"3221.12. SAME. Colorado Boulevard between Colorado Street
and Santa Maria Road and between Santa Anita Avenue and Fifth Avenue,
thirty (30) miles per hour."
"3221.13. SAME. First Avenue between Las Flores Avenue and
Foothill Boulevard. thirty (30) miles per hour."
"3221.14. SAME. Foothill Boulevard between Santa Anita Avenue
to easterly city limits of the City of Arcadia, forty (40) miles
per hour."
"3221.15. SAME. Golden West Avenue between Duarte Road and
Huntington Drive, thirty-five (35) miles per hour,"
"3221.16. SAME. Holly Avenue between Live Oak Avenue and Hunt-
ington Drive, thirty-five (35) miles per hour."

"3221.26. SAME. Eastbound Huntington Drive between Holly
Avenue and Baldwin Avenue, forty (40) miles per hour."
Section 3. The Arcadia Municipal Code is hereby amended by
amending the following sections of Division 2, Part 2, Chapter 2,
Article III thereof to read respectively as follows:
"3222. SPEED LIMITS DECREASED. It is hereby determined upon the
basis of an engineering and traffic survey that the speed permitted
by state law outside of business and residence districts as applicable
upon the following streets is more than is reasonable and safe under
the conditions found to exist upon said streets, and it is hereby
declared that the prima facie speed limit shall be as hereinafter set
forth, on those streets or parts of streets specified in the follow-
ing subsections at the speed limits set forth therein, which are
hereby determined to be reasonable and safe, when signs are erected
giving notice thereof."
"3222.1. SAME. Westbound Huntington Drive from the intersection
of Colorado Place therewith to Baldwin Avenue, and eastbound Hunt-
ington Drive from Holly Avenue to Santa Clara Street, forty (40)
miles per hour."
"3222.3. SAME. Colorado Boulevard between Santa Anita Avenue
and Santa Maria Road, thirty (30) miles per hour."
Section 4. The Arcadia Municipal Code is hereby amended by
adding the following sections to Division 2, Part 2, Chapter 2,
Article III thereof to read respectively as follows:

Santa Anita Avenue, thirty-five (35) miles per hour."

Section 5. If any section, subsection, sentence, clause, phrase

or portion of this ordinance is, for any reason, held to be invalid
or unconstitutional by the decision of any court of competent I juris-
diction, such decision shall not affect the validity of the remaining
I
portions of this ordinance. The City Council of the City of Arcadia
,
hereby declares that it would have adopted this ordinance and each
section, subsection, sentence, clause, phrase or portion thereof ir-
respective of the fact that any one.or more sections, subsections,
sentences, clauses, phrases or portions be declared invalid or un-
consti tut ional.
Section 6. Neither the adoption of this ordinance nor the re-

peal hereby of any ordinance shall in any manner affect the prosecu-
tion for violation of laws, which violations were committed prior to
i
the effective date hereof, nor be construed as affecting any of the
provisions of such law relating to the collection of any suchl license
or penalty or the penal provisions applicable to any violation thereof,
nor to affect the validity of any bond or cash deposit in lieu there-
of, required to be posted, filed or deposited pursuant to any1law and
all rights and obligations thereunder appertaining shall continue in
full force and effect.
Section 7. The Clerk of the Council shall certify to th~ pass-
age and adoption of this ordinance and shall cause the same to be
published in the official newspaper of the City of Arcadia within
fifteen (15) days after its adoption.

PASSED AND ADOPTED BY THE CITY COUNCIL of the City of Arcadia
at its regular meeting held on the 20th day of February ,1979.
