ORDINANCE NO. 1503
AN ORDINANCE OF THE CITY COUNCIL OF THE
CITY OF ARCADIA AMENDING THE BUILbING
CODE REGULATIONS RELATING TO MULTIPLE
FAMILY DWELLINGS.
THE CITY COUNCIL OF THE CITY OF ARCADIA DOES ORDAIN AS
FOLLOWS:
SECTION 1. Section 8130.20 of the Arcadia Mu~icipal Code,
adding Sections 1311 through 1319 to the Uniform Building Code to
provide special building regulations for multiple dwellings and
convalescent facilities, is hereby amended as fdllows:
A. Section 1312 is amended to read:
"Sec. 1312. BATHROOM STANDARDS. FLOOR COVERING. Floor
coverings may b'3 of any approved material. Sheet vinyl shall be
used as an underlayment for carpeting and other absorbent
materials."
B. Section 1315.1 is amended to read:
"Sec. 1315.1. STANDARDS FOR NOISE REDUCTION. Every wall,
partition, floor and ceiling forming a separation between a
dwelling unit and a garage or carport, or a separation b'3tween
dwelling units, including a separation between attached qarages,
shall be constructed to meet sound transmission ratings as follows:
Floor-ceiling -- STC 58;
Party walls -- STC 58;
Party floors - impact sound, tapping loss -- 1,; decibels.
Exception for attached garages: One hour construction mOlY be sub-
stituted for separation walls, including ceilings, betweE:n a

dwelling unit and an attached garage and between attached garages."
C. Section 1316.1 is amended to read:
"Sec. 1316.1. WALL INSULATION. All exterior walls of
dwelling units shall be insulated. A minimum installed resistance
to the flow of heat shall be R-ll as rated by the National Mineral
Wool Insulation Association for walls with a U Valve of 0.05."
D. Section 1316.2 is added to read:
"Sec. 1316.2. INSULATION INSPECTION. No insulation
shall be covered before insulation is inspected and appr':>ved."
E. Section 1318.1 is amended to read:
"Sec. 1318.1. PARKING AND ACCESS AREAS. ASPHALT CON-
CRETE. SUBGRAnr:. Asphalt concrete pavement shall be I-C-85-100
and shall be constructed in accordance with section 302-!; of the
Standard Specifications For Public Works Construction, 1!170 Edition,
'and shall be three (3) inches in thickness. The relative compac-
tion of the subgrade soil shall be 95 percent and shall 'me,et the
inspection tests of section 211-2 of said specifications. Fair to
good soil shall be compacted four (4) inches, poor soil five (5)
inches, and very poor soil six (6) inches."
F. Section 1320 is added to read:
"Sec. 1320. RIGID WALL AND CEILING COVERING. All walls
and ceilings shall be covered with plaster, minimum thickness
7/8 inch, or drywall, minimum thickness 5/8 inch, or apprQved
material equal in rigidity to 5/8 inch drywall, as determined by
the Building Official."
G. Sections 1312.2 (Tub and Shower Enclosures). 1312.4

(Cove Bases - Kitchen), 1315 (redundant section). 1317.:2 (Stairways,
Railings and Treads), 1317.3 (Gutters and Downspouts), and 1318
(redundant sect:ion) are hereby deleted.
SECTION 2. The City Clerk shall certify to the adoption
of this ordinance.
I HEREBY CERTIFY that the foregoing ordinance was
adopted at a regular meeting of the City Council of the City of
Arcadia held on the 2nd

affirmative vote of at least three Councilmen, to wit:
