AN ORDINANCE OF THE CITY COUNCIL OF THE
CITY OF ARCADIA ADDING "OS" OPEN SPACE
ZONE REGULATIONS TO THE ARCADIA MUNICIPAL
.cODE.
THE CITY COUNCIL OF THE CITY OF ARCADIA DOES ORDAIN AS
FOLLOWS:
SECTION 1. Division 8 is hereby added to Part 7 of
Chapter 2, Article IX of the Arcadia Municipal Code to read as
follows:
"ARTICLE IX.
CHAPTER 2.
PART 7.
DIVISION 8.
DIVISION AND USE OF LAND
ZONING REGULATIONS
OVERLAY AND SPECIAL ZONES
OS OPEN SPACE OVERLAY ZONE
9278.1. PURPOSE. The purpose of the Open Space
Overlay zone is to provide for the preservation, conservation and
utilization of open space lands and natural resources so as to
maintain and enhance the quality of the environment.
9278.2. ENVIRONMENTAL IMPACT REPORT REQUIREMENTS. An
Environmental Impact Report prepared (pursuant to the requirements
of the City of Arcadia and the California Environmental Quality
Act) for any project proposed to be located in the Open Space Overlay
zone must, among the other requirements, specifically address the
impact of the project upon the items listed in the following:
A. Open space for the preservation of natural resources
including but not limited to areas required for the preservation of
plant and animal life, including habitat for fish and wildlife
species; areas required for ecologic and other scientific study
purposes; rivers, streams, lakeshores, banks of rivers and streams,

and watershed lands.
B. Open space used for the managed production of resources
including but not limited to forest lands, rangeland, agricultural
lands and areas of economic importances for the production of food
or fiber; areas required for recharge of ground water basins; and
areas containing major mineral deposits including those in short
supply.
C. O~en space for outdoor recreation including but not
limited to areas of outstanding scenic, historic and cultural
value; areas particularly suited for park and recreation purposes
including access to lakeshores, rivers and streams; and areas which
serve as links between major recreation and open space reservations
including utility easements, banks of rivers and streams, trails
and scenic highway corridors.
D. Open space for public health and safety including but
not limited to areas which require special management or regulation
because of hazardous or special conditions such as earthquake fault
zones, unstable soil areas, flood plains, watersheds, areas
presenting high fire risks, areas required for the protection of
water quality and water reservoirs and areas required for the
protection and enhancement of air quality.
9278.3. APPROVAL. Any project with an Environmental
Impact Report which indicates substantial adverse environmental
impact shall not be approved."
SECTION 2. The City Clerk shall certify to the adoption
of this ordinance..

I HEREBY CERTIFY that the foregoing ordinance was
adopted at a regular meeting of the City Council of the City of
Arcadia held on the 16th day of
