Staff Report Bill Kelly, City Manager, presented the report; staff recommends adjustments for various City service fees
including: Library, Museum, and Community Center room rental rates, Police services fees, and Public
Works vehicle rental rates.
In response to and inquiry by Council Member Kovacic, staff noted that the City Attorney recommended
formalization of the Custodial Child Care fee structure.

SEGAL Provided his opinion on the use of eminent domain in Arcadia and his fiduciary responsibilities as an elected official in regard to
Measure A.
KOVACIC Thanked Mr. Bower for his comments at tonight's meeting; noted that the Resolution of Necessity that was recently adopted was
done in order on behalf of the property owner in order to initiate the negotiations process; commented on the 415's vote
requirement for eminent domain actions; congratulated Recreation staff and Recreation Commission members who recently,
completed their comprehensive Strategic Plan.
CHANDLER Commented on a recent newspaper editorial that praised the Arcadia Police Department.
WUO Read a letter recently composed by the City of Arcadia addressed to the Pasadena Star News In order to clarify misinformation
regarding the Redevelopment Agency's ability to take certain eminent domain actions in the community.

3. CITY MANAGER

Mr. Kelly presented the report; staff noted that the City is required to enter into a joint use agreement with the
Arcadia Unified School District as part of the State grant application funding process for gymnasium project at Foothills
Middle School; the City and School District will equally share in all costs assodated with maintaining and operating
the gymnasium.

A motion was made by Council Member Chandler, seconded by Council Member Marshall, and carried on roll call vote
to authorize the City Manager and the City Attorney to finalize and execute a Joint Use Agreement between the
Arcadia Unified School District and the City of Arcadia to pursue State of California SB 50 grant funds and for a joint
use gymnasium at Foothills Middle School.

SUBJECT: Resolution No. 6513 establishing various fees for City services
Recommendation: Adopt
Summary
The City has reviewed various fees in all Departments and recommends the adjustments as
presented. In order to implement the fees it in necessary the City Council hold a public
hearing, receive testimony and adopt Resolution No. 6513.
0 Background
In July 2002, the City conducted a Cost Allocation Study to determine the actual cost of service
for City programs and activities. The Study is updated annually and is available for public
review in the Administrative Services Department. The purpose of the Study is to ensure City
fees and charges are directly proportionate to the cost of providing the service. The fees are
not imposed for general revenue purposes, but instead for recovering the cost of providing the
service. However, all fees proposed also take into consideration the social benefit provided to
the community.
Discussion
Library, Museum and Community Center
The Cost Allocation Study process makes it clear that the formulas for developing a true cost
for the use of space at the three locations will be different by necessity. The Library is a
48,000 square foot facility but only a small fraction of that space is available for public rental.
The Community Center spaces are almost all available to the public as rental space. The
Museum patio is outside space so the overhead costs are minimized. Availability varies as
well, as City programs and services offered at the various locations limit the time the areas are
available to the public. The charges vary at the different facilities for these reasons.
The facilities are consistent with regard to other policies as adopted by the City Council and
the Library Board of Trustees. All of the facilities are available to non-profit groups. None are
available for private parties or for commercial groups. The Library allows music teachers and
music schools to offer recitals, however, as these are considered consistent with the Library's
goal of providing cultural and educational programming for the community. There is a two-hour
minimum for rentals at all of the facilities. Additional fees are charged if food or beverages are
served at all three facilities.
Library: The Cay Mortenson Auditorium is used primarily for Library programs and for classes
arranged by the Department of Recreation and Community Services. The Library is fortunate
to have a Bosendorfer grand piano that is highly regarded by music teachers who like to use
the Auditorium for student music recitals. The Library Board recognizes the value inherent in
offering music recitals and encouraging music students. They believe such programs nicely
compliment the other programming offered at the Library and are to be encouraged.
Consequently, the policy to limit use to non-profit organizations does not apply if the program
is a music recital. The Library Board has adopted the recommendations included in Resolution
6513 and recommends their ratification.

Museum: The outdoor patio area of the Museum is utilized for educational programming and
for receptions when a new exhibition opens. Some community organizations have expressed
an interest in using the space for meetings. The Historical Museum Commission has reviewed
the recommendations in Resolution 6513 and recommends their adoption.

Community Center: The Community Center is available to Arcadia organizations for activities
and programs that contribute to the social, cultural, human service, recreational and civic
needs and interests of the citizens. The Recreation and Parks Commission has reviewed the
proposed fees included in Resolution 6513 and recommends their adoption. The Community
Center accepts reservations up to one year prior to use. Due to many reservations already
made for the Community Center, the Commission recommends a financial transition period be
used, as was done previously when fees were raised. It is recommended that if any 2006 pre-
existing reservation paid in full prior to July 1, 2006 the previous rates shall apply.
Reservations for 2007 or those in 2006 received after July 1, 2006 will pay new rates.

Staff is also recommending Police towing services be deleted from the City's fee schedule. An
independent contractor who may adjust rates and charges automatically to conform to the
rates set by the State of California pursuant to the Highway Patrol procedure for the sector
applicable to Arcadia operates towing services.
Public Works Services
The Public Works Services Department evaluated the cost of the rental rates for use of City
vehicles when it is necessary to charge other agencies or the public for cost recovery of
services provided. Staff calculated these rental rates from actual operating and purchase
costs of each vehicle and further compared the proposed rates to FEMA and Caltrans fees.
The proposed rates are very comparable to FEMA and Caltrans and are included as
Attachment "A".
Administrative Services
Staff has determined that it is necessary to recover the cost charged to the City when
customers present checks that do not have sufficient funds available for payment. It is
recommended this fee be established at $10.00 per returned item.
Environmental Analysis
Pursuant to Section 15273(1) of the CEQA guidelines, rates, tolls, fares and charges are
exempt from CEQA if the purpose of said fee is to cover the cost of operating expenses.
Fiscal Impact
The new fees will enable the City to recover a majority of the costs of providing public use of
City meeting spaces and other various other services provided City.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF ARCADIA, CALIFORNIA, ESTABLISHING VARIOUS
FEES FOR CITY SERVICES
THE CITY COUNCIL OF THE CITY OF ARCADIA, CALIFORNIA,
DOES HEREBY FIND, DETERMINE AND RESOLVE AS FOLLOWS:
SECTION 1. The City Council finds that based on a certain cost
allocation study performed by the Administrative Services Department of the City
of Arcadia, the fees set forth in this Resolution are necessary for the purposes set
forth in this Resolution. Said fees do not exceed the estimated costs for providing
the applicable service, and the fees bear a reasonable relationship to the cost of the
applicable service or program involved. Furthermore, the fees bear a fair and
reasonable relationship to the benefit the payer obtains from paying the fees, or the
burden caused, and the fees are not imposed for general revenue purposes, but
instead for partially recovering the cost of providing applicable services. The
proposed fees are intended to cover all or at least a part of the cost of services
described in Exhibit "A".
SECTION 2. The City Council hereby approves and , adopts the
proposed fees as set forth in Exhibit "A" attached hereto and incorporated herein
by reference. Such fees shall become effective July 1, 2006, with the exception of

the non-sufficient fund check fee which shall become effective upon adoption of
this Resolution.
SECTION 3. Any provisions in resolutions adopted by the City
Council prior to this Resolution which are inconsistent with this Resolution are
hereby repealed.
SECTION 4. The City Clerk shall certify the adoption of this
Resolution.

SUMMARY
It is recommended the City Council approve classification specifications and
compensation levels for Deputy Public Works Services Director, City
Engineer/Engineering Services Administrator, Principal Civil Engineer, Streets
Maintenance Crew. Supervisor, Utilities Crew Supervisor, Water Production Crew
Supervisor, Building Maintenance Crew Supervisor, Fleet Maintenance Crew
Supervisor and Equipment Operator.
BACKGROUND
With the resignation of the General Services Manager and subsequent decision not to
fill this position, the Public Works Services Director requested an analysis of the current
organizational structure and distribution of duties. The analysis included examining
issues and concerns conveyed during meetings with various members of the
department, an outside consultant and Human Resources staff. A thorough review of
job specifications and interviews with incumbents was also conducted. The position
classification analysis resulted _ in recommendations that involve a department re-
organization, revisions to current job specifications and the creation of new
specifications, changes in titles and changes in compensation to some of the positions.
The following summarizes the changes being proposed by staff:

Deputy Public Works Services Director
The position of Field Services Manager has historically been responsible for the Field
Services Division, which includes utility maintenance, water production, water
distribution, street maintenance, traffic safety, and environmental services. With the
elimination of the General Services Manager position, the Field Services Manager has
assumed responsibility for the building maintenance, fleet maintenance, and
maintenance contract functions. This position is responsible for more than 75% of the
department's personnel and serves as the department head in the absence of the
Public Works Services Director. Recognizing the increased responsibilities, the
analysis warrants a reclassification of the position from Field Services Manager to
Deputy Public Works Services Director and a proposed 5% increase in the salary range
(Range 84M).
City Engineer/Engineering Services Administrator
As a result of the decision not to replace the General, Services Manager position within
the Public Works `Services Department, the City Engineer/Engineering Services
Administrator within the Development Services Department has assumed additional
responsibilities for the engineering function within the City. This position is now the
primary engineering spokesperson for the City and staff is proposing a 2.5% salary
schedule adjustment, placing it at salary range 86M.

Principal Civil Engineer
The current organizational structure reflects a reporting relationship between the
General Services Manager and the Senior Civil Engineer. With removal of the General
Services Manager position, the Senior Civil Engineer now reports directly to the Public
Works Services Director. This results in an increase in independence, additional •
management responsibility for engineering services and-functions, and more frequent
contact with higher-level staff, city officials, and outside agencies. Since this position as
proposed would now serve as a division head, the proposed organizational structure
reflects a reclassification of the position from Senior Civil Engineer to Principal Civil
Engineer and'a salary schedule increase of 5%, placing it at salary range 77M.
Streets Maintenance Crew Supervisor
At present, the Public Works Services Department has positions titled Maintenance
Crew Chief. Incumbents in these positions are either assigned to streets or sewer.
Since the two areas require different levels of expertise and . certifications,
recommendations are being made to separate the job specifications. Incumbents
assigned to the streets section will be designated as Streets Maintenance Crew
Supervisor.` Incumbents assigned to the sewer section will be designated as Utilities
Crew Supervisor:
Utilities Crew Supervisor
The Public Works Services Department currently utilizes several job titles to classify
positions that serve as crew supervisors in the water and sewer sections. In order to
efficiently carry out the daily operations of the sewer and water sections, the,Public
Works Services Department would like to combine the three specialized classes into
one broader classification. The creation "of the Utilities Crew SuperGisor, 'position will
allow the department greater flexibility in the distribution of duties in the water and
sewer sections and facilitate some cross training within the sections. The Utilities Crew •

V Supervisor job specifications would consolidate the current positions of Water Services
• Representative Crew Chief, Water Maintenance Crew Chief, and the Maintenance Crew
Chief assigned to the sewer section. The salary for Utilities Crew Supervisor would be
set at the existing Water Maintenance Crew Chief level (Range 61 P). As a result, the
new salary schedule for the existing Maintenance Crew Chief assigned to sewer, and
the Water Services Representative Crew Chief would now be increased 10%, placing
them equal to the current range for the Water Maintenance Crew Chief (61 P).
Water Production Crew Supervisor
Due to the unique requirements and job duties associated with the Water Production
Crew Chief, a recommendation is not being made to combine it with the Utilities Crew
Supervisor position. Although changes to the duties and salary are not being proposed,
a change in title is recommended to maintain consistency. It is proposed that the title of
Water Production Crew Chief be changed to.Water Production Crew Supervisor.
Building Maintenance Crew Supervisor and Fleet Maintenance Crew Supervisor
In order to maintain consistency with other proposed titles for Crew Supervisors and
reflect an industry standard, a recommendation is being made to revise the titles of
Building Maintenance Crew Chief and Fleet Maintenance Crew Chief to Building
Maintenance Crew Supervisor and Fleet Maintenance Crew Supervisor. Additional
proposed changes to experience requirements are also proposed. The increased skill
requirements such as certifications and acquisition of higher-level training have been
discussed with incumbents and reflect standards of comparable positions in the industry.
• Equipment Operator
In compliance with the requirements set forth by the California Department of Health
Services, changes to the certifications are being proposed for the position of Equipment
Operator. It is proposed that the Equipment Operator possess a Water Distribution
Operator Grade II certificate or an appropriate Public Works certificate from a
community college. Currently the job specifications only make reference to a Public
Works certificate.
FISCAL IMPACT
As a result of the proposed changes within the Public Works Services Department, staff
estimates an annual savings of $80,000.00.
RECOMMENDATION
It is recommended the City Council approve classification specifications and
compensation , levels for Deputy Public Works Services Director, City
Engineer/Engineering Services Administrator, Principal Civil Engineer, Streets
Maintenance Crew Supervisor, Utilities Crew Supervisor, Water Production Crew
Supervisor, Building Maintenance Crew Supervisor, Fleet Maintenance Crew
Supervisor and Equipment Operator.

provide highly responsible and complex administrative support to the Public Works Services
Director.

49 SUMMARY
The City of Arcadia plans to host a 4'h of July celebration again this year featuring a
fireworks display as the highlight of the festivities. The purpose of this report is to obtain
City Council approval to hire Pyro Spectaculars, Inc. for the fireworks display and to ask
for approval to waive the purchasing regulations with regard to competitive bidding.
DISCUSSION
The City's 4th of July Celebration will culminate with an approximately 18-20 minute
fireworks display. Prior to last year's event, staff researched companies that do
fireworks shows and the one firm that was consistently recommended by other cities
and event organizers was Pyro Spectaculars by Souza of Rialto. Arcadia went on to
hire Pyro Spectaculars in 2005 based on their track record for producing quality shows
and having well-trained and professional staff. Their client list is extensive and from
what information staff was able to obtain, they have a very good safety record. Further,
their work on our event was excellent. Many people commented that the show was the
best of this type they had ever seen and the company's employees were very
cooperative and responsive to Arcadia's needs. Attached for your reference is a
"company profile" and a partial list of events and agencies that have used Pyro
Spectaculars.
Staff is proposing that the City offer a show similar to last year, at a cost of $30,000.00.
The show will be choreographed to music and Pyro Spectaculars will be required to
provide the appropriate insurance and comply with City/Fire Department regulations.

In addition to authorizing the retention of Pyro Spectaculars, this report also asks that
due to the unique service we are purchasing, that the City Council waive the City's
purchasing regulations with regard to competitive bidding. Experience, reputation and
track record is more important in this instance than seeking the services at the lowest
possible cost. Having said that, it is worth noting that staff does not have any reason to
believe that Pyro Spectacular's costs are out of line with what other companies would
charge for the same service.
FISCAL IMPACT
Sufficient funds are available in the project budget to pay for the referenced fireworks
display.
RECOMMENDATION
It is recommended that the City Council waive the City's purchasing regulations
relative to competitive bidding and authorize the City Manager to execute an
Agreement with Pyro Spectaculars, Inc. in an amount of $30,000.00 for a fireworks
display at the City of Arcadia's 2006 July 4th Celebration.

Recommendation: Award a Professional Services Agreement
Extension to Bucknam & Associates in the amount of $65,000 to
continue Program Management. Support of the EPA funded Water
Infrastructure Reliability Program
SUMMARY
Overahe past eleven (11) years, the City of Arcadia has been involved-in the federally
funded Seismic Reliability Program to improve the water system in the event of a major
seismic event. Along with the City of Sierra Madre, the cities have received over $14
million dollars in federal funds for system studies, the design of projects identified from
the study, and construction of new facilities. Bucknam and Associates' has been an
integral part of this program since its inception in 1995. Because of:Bucknam and
Associates' involvement with several other cities in the Los Angeles and Orange, County
area, staff has been able to take advantage of their knowledge and experience in
response to requests from the EPA and other federal agencies.
Based on the success of the City's programs and .Bucknam'and Associates
demonstrated competence and qualifications, staff, is recommending that, the City
Council authorize the City Manager to execute a Professional Services"Agreement with
Bucknam and Associates for Program Management Support for the Water System
Seismic Reliability Program and related water programs in the amount of'$65,000.
DISCUSSION
Since 1995, the cities of Arcadia and Sierra Madre worked with the Corps of Engineers
to perform feasibility level studies to safeguard our water supply systems from
earthquakes. The studies clearly identified water system elements that...would be
severely damaged during a significant seismic event. The studies. recommended
system. improvements, which would assist the water system to remain in operation after
a major earthquake. The cities of Arcadia and Sierra Madre jointly applied for, and have
been successful in obtaining funds'for EPA technical assistance grants for the design
and construction of the projects deemed to be most critical to maintain water operations
and fire suppression capability. During this time, the cities have' obtained over $14
million dollars in federal assistance for the study,' design, and construction of the
projects identified from the initial studies. We are currently finishing construction of a
new 3.5 million-gallon reservoir at the Santa Anita water facility and constructing a new
6,800 GPM booster station at Orange Grove water facility.

progress reports to the EPA and providing consistent efforts to acquire additional
federal funds in the coming years, staff evaluated the need for professional assistance

Resources Program. The proposal provided for the following scope of services:
EPA Grant Program Administration
1. Management of the Water Infrastructure Reliability Program. This includes
management in technical matters relating to the design of the water
infrastructure projects within the program, and representing the City while
interfacing with federal, state, and local agencies, and other consultants.
2. Management of the Santa Anita Watershed Program. This includes
management of the Santa Anita Watershed Feasibility Study being developed
jointly with the City of Sierra Madre. It involves interaction with various entities,
particularly with the Los Angeles County Public Works Department.
3. Consultation in conjunction with the City's federal appropriations request for FY
' 2005-2006 & 2006-2007. This includes consultation relative to the conceptual
development of federal funding program proposals for subsequent stages of the
program:and providing liaison technical consultation and coordination with the
City's Washington D.C. advocacy firm, The Ferguson Group, LLC.
4. Assist in sub-regional and regional. planning. This. provides for coordination
assistance 'pertaining to the development of the East Raymond Basin Water
Resources Plan and the interested parties (e.g.,San Gabriel Water Basin Water
Master, Los-Angeles County). The City is studying the possibility of increasing
our water rights in the Raymond Basin, which if successful, could substantially
reduce the cost of purchasing water from outside agencies.
Staff has considered the merits of utilizing the consultation services provided by
Bucknam & Associates; particularly their extensive experience. in the. water
infrastructure, programs ;area 'and,the previous success in securing federal funding. The
continued utilization of Bucknam &•Associates in these areas greatly enhances the
City's ability to continue these already successful programs, while'allowing City staff to
provide the fundamental services expected of a public works organization. "Because of
their knowledge of our projects from the very beginning of this program, the professional
contacts and relationships that have been made with our funding agency (USEPA) and
the Corps of Engineers, staff recommends that the City Council award a professional
services agreement extension to Bucknam and Associates for $65,000.
FISCAL IMPACT
Sufficient funds are budgeted in the 2005/06 CIP. and Operating Budgets for the work to
be performed during the twelve (12) month period of the Agreement and will be
recommended in the 2006/07 budgets. •

SUMMARY
• In 2001, the City of Arcadia was awarded a Federal Highway Administration Grant in the
amount of $248,000 in Intelligent Transportation Systems (ITS) funds for traffic signal
coordination on Santa Anita Avenue. The project required further refinement to meet
the Federal ITS funding requirements, and subsequently necessitated the preparation of
a master plan.
In 2003, the City developed an ITS Master Plan to provide a long range traffic
management program with goals and objectives. The ITS grant is intended to help fund
phase one of the Master Plan with matching funds from the City of Arcadia. The grant
project includes the purchase and installation of the hardware and software for the
City's Traffic Management Center (TMC) and the interconnection of 22 signalized
intersections to the TMC through fiber optics lines. The project also provides for the
installation of several field traffic management devices such as CCTV cameras and
traffic counters. Most of the underground conduit network for phase one has been
previously installed with other projects, and the fiber optics lines are being installed
through a separate contract.
The City issued a formal request for proposals and received proposals from five
qualified firms. After extensive review, interviews and reference checks, staff has
selected TransCore to provide the services in the amount of $299,976. Staff
recommends the approval of a Professional Services Agreement with TransCore.

BACKGROUND
The City of Arcadia is in need of a traffic control system (TCS) to manage traffic flow
within the City and to access and share information with neighboring agencies. As
traffic volumes on City streets grow, it is becoming increasingly important that the City
manage the traffic flow to maximize the efficiency of the streets. The most effective way
to manage traffic is through the use of ITS technology such as computerized traffic
signal control and management, traffic signal interconnection and synchronization and
traffic flow monitoring.
The City of Arcadia has 71 traffic signals (and one currently under construction), 58
maintained by the City and the other 13 maintained by other agencies. Currently, the
only way to manage and operate the signals is by direct access to the individual
controller cabinets. Occasional problems and malfunctions take time to respond to. In
the event of an emergency or an occurrence that may require signal-timing
modifications, changes are difficult to make quickly. The City's existing technology
limits the opportunity to coordinate signal timing, make immediate changes or respond
to problems quickly. Also, the City has no way to monitor traffic flow conditions other
than by field observation.
In 2001, the City of Arcadia, working through its lobbyist, received a grant from the •
Federal Highway Administration (FHWA) in the amount of $248,000 from the ITS
program for traffic signal coordination on Santa Anita Avenue. Subsequent to the
award, FHWA required the project scope to be refined to meet the requirements of the
ITS grant program. Staff decided to prepare an ITS Master Plan to establish the overall
needs of the City and help determine the best use of the grant funds.
In early 2004, the City completed its ITS Master Plan. The Plan proposes a traffic
management center at the City Hall with conduit and fiber optics connection to traffic
signals, CCTV cameras, and other field technology. The Plan also addresses the need
for computer hardware, software, video screens and office improvements to create the
traffic management center, and the ability to interface with other agencies such as
Caltrans and Los Angeles County.
In conformance with the Master Plan, the City has been working with Los Angeles
County Traffic Engineering Division to upgrade traffic signal controllers to be compatible
with the latest technology. In 2004, the County upgraded all intersections on Huntington
Drive with new signal controllers capable of integration into a computerized traffic
control system. However, with neither the system in place yet nor the interconnection,
the signals are only coordinated on a synchronized clock system.

The goal of the ITS Master Plan is to better monitor and control traffic signal operations
and traffic progression on arterial streets. Specifically, the following are some examples
of how the City could improve its transportation management with ITS implementation:
• Changes to signal timing and control would be accomplished with a touch of a
button rather than driving to a site location and adjusting the intersection
computer manually.
• Traffic conditions would be monitored and verified from a central computer
system rather than by driving to the site to observe the conditions.
• The control system would provide continuous monitoring of signal controller
operations and immediately alert the City of any problems as they occur.
• Signal system operations would be monitored and logged with computerized
diagnostic tools for preventative maintenance and proactive repairs to reduce
system malfunction or failure.
• Traffic management response to an incident (such as vehicle collisions) or the
affects of an incident nearby to minimize disruption to traffic could be made
immediately, rather than as an afterthought waiting for emergency response
teams to clear and driving to the site to observe the conditions.
• • Traffic demand from special events such as the Santa Anita Race Track or Santa
Anita Mall before/after Christmas could be managed through the central
computer system rather than manually on location.
• In the event of a citizen complaint, investigation could be done through the
central computer system rather than through a site visit, and any specific problem
identified would be remedied.
The initial management and operations strategy for the City would be to staff the Traffic
Management Center with one engineer from two to four hours a day, to monitor peak
morning and afternoon traffic periods, to correct any problems that occur and to call for
traffic signal maintenance when the need arises.
DISCUSSION
The ITS grant is intended to help fund phase one of the Master Plan with matching
funds from the City of Arcadia. The project scope, as currently approved by FHWA, is
to purchase and install a traffic management center at City Hall comprised of two
computer work stations, a server and software to manage traffic signals and other traffic
control devices. The grant will also purchase and install several field traffic

The next step in this project is to contract the services of a qualified traffic engineering

Staff organized a review team with representatives from Arcadia, the County of Los
Angeles and FHWA, and the City's ITS program manager. After extensive review and

provide the services in the amount of $299,976. It is anticipated that these services will
take a year to complete.
ENVIRONMENTAL ANALYSIS

This project is categorically exempt per section 15301(c) of the California Environmental
Quality Act.
FISCAL IMPACT •
The project was budgeted in the FY 2002/03 Capital Improvement Program with
$248,000 from the ITS grant and $312,000 in Proposition C funds for a total budget of
$560,000. Some funds have been spent on underground conduit installation and the
preparation of the ITS master plan. There are sufficient funds remaining to cover these
services.
RECOMMENDATION
Authorize the City Manager to enter into a Professional Services Agreement with

SUMMARY
On August 3, 2004, City Council approved an agreement with Hughes Supply, with
optional extensions, for the purchase of water meters. As part of the Annual Meter
Replacement Program, the City Warehouse maintains a supply of water meters for the
Utilities Section. The annual purchase order with Hughes Supply is nearing the end and
needs to be extended for an additional year. The current contract provides for annual
purchase order extensions and the vendor is obligated to extend the contract prices for
an additional year.
Based on the excellent service provided by Hughes Supply during the past year, staff
recommends that the City Council award a purchase order extension in the amount of
$200,000.00 to Hughes Supply for the purchase of data log radio read water meters for
the City's water distribution system.
DISCUSSION
The Public Works Services Department's warehouse is responsible for distributing all
water meters to the Utilities Section for meter replacement and new installations. It is
essential that the City maintain proper on-hand inventory levels to prevent an
interruption of this service. Water meter accuracy is important for the development of a
rate structure, which establishes the City's revenue base to cover operations and
maintenance overhead. Additionally, proper water meter accuracy is important in
estimating water demands, forecasting customer demands and aids in conservation
efforts.

SUMMARY
The Police Department uses an optical imaging system for the purposes of
storing police documents and records. The system is integral to the
Department's records management system and is the foundation for storing and
retrieving all police reports. The current vendor can no longer support the
outdated software; therefore, a new system must be obtained. Staff
recommends the purchase of a new optical imaging system from DataNET
Solutions in the amount of $39,853.88.
BACKGROUND & DISCUSSION
" -'The optical imaging of police reports and documents is an integral component of
our management, storage; and retrieval of information. It allows us to
expeditiously locate documents and house numerous years of voluminous
information within a relatively small storage area. In addition, it provides for
destruction of our paper documents in a timely manner. Electronic retrieval far
surpasses physical handling of documents. When police reports are removed
from our files, there is always the possibility of not placing the report back into the
appropriate file, which may result in not being able to access that report in the
future. However, with electronic retrieval, that document is always available for
viewing and it will never be misfiled.
The Police Department began experiencing several error messages during our
routine daily imaging functions. Our current vendor, Electronic Imaging Systems
of America (EISA) is located in Chicago and does not have local technical
support staff. After several weeks of remote technical assistance, we were
informed by EISA that they could no longer support the outdated TARGET
software and they were in the process of migrating all existing clients to their new
proprietary COVENANT web-based software. This proprietary software would
require that all of the confidential information be transmitted and retained in
Chicago. The Department needs to have the ability to retain and manage all the
confidential materials onsite; therefore, a new system must be obtained.
As a result, the Department began to explore other alternatives and formally
requested quotes. DataNET Solutions was the only vendor that responded to
the City's request. After viewing the system at three local police facilities (Santa
Ana Police Department, Claremont Police Department, and Riverside Police
Department), it is evident that Laserfiche software, an open architecture platform,
will provide all the functions we currently employ and, in addition, may be
enhanced in the future to include storage of both audio and visual data should
the need ever arise.
Staff recommends the City Council approve the purchase of a new optical
imaging system for the Police Department from DataNET Solutions.
FISCAL IMPACT
Staff has budgeted $39,853.88 in the FY 2005-2006 Equipment Replacement
Program for this purchase.
RECOMMENDATION
Authorize the purchase of a new optical imaging system for the purpose of

SUMMARY
In the past, the City of Arcadia and the Arcadia Unified School District have jointly
• pursued State grant funding for joint use projects. The City of Arcadia and the District
desire to mutually cooperate in constructing and operating a gymnasium to be located
at Foothills Middle School. This project would jointly benefit the students of Arcadia
Unified School District and the residents of Arcadia by providing additional recreational
opportunities during school days, evenings, and weekends.
The City is required to enter into a joint use agreement with the Arcadia Unified School
District as part of the State grant application funding process. The submittal of this Joint
Use Agreement and,subsequent award of funds by the State, commits the City of
Arcadia to provide the required matching funds. Under the terms of SB 50, the State
will contribute up to fifty (50) percent of the approved project costs, not to exceed one
million five hundred thousand ($1,500,000) dollars for building construction. The District
and the City will equally share the remaining costs, if the funding is approved. The
estimated cost of the Project, including both soft costs and hard costs, is four million
($4,000,000) dollars, and therefore the estimated financial contribution for the City will
be one million two hundred fifty thousand ($1,250,000) dollars.
It is recommended that the City Council authorize the City Manager to execute a Joint
Use Agreement between the Arcadia Unified School District and the City of Arcadia to
pursue State of California SB 50 grant funds; committing the City to a maximum
financial contribution of one million five hundred thousand ($1,500,000) dollars for its
participation in the required matching funds for a joint use gymnasium at Foothills
• Middle School. In addition, the City will commit to a maximum of fifteen thousand
($15,000) dollars for all of the processing/application costs (if the application is rejected)
and agrees to share equally the costs for environmental processing.

DISCUSSION
The City of Arcadia and the Arcadia Unified School District have received various state
grant funds for projects at school facilities and at City parks that benefit both the
students of Arcadia Unified School District and the residents of Arcadia. Most recently,
the City and District provided funds for a new durable synthetic turf football field at
Arcadia High School. In addition, the City and District have received state grant funding
for lights for athletic fields at various City and District facilities.
The District will act as lead agency and be responsible for all project related costs. In
turn, the District will invoice the City for half of all project-related costs. The project will
consist of a gymnasium of approximately 7,500 - 8,000 square feet with integrated
restroom facilities, storage rooms, office space and ancillary spaces. The gymnasium
will have six (6) basketball hoops and the wood floor will be installed will plates to allow
poles to be set up for volleyball, badminton or other net sports. The design of the
gymnasium, including a cost estimate and design for site preparation and
improvements, shall be jointly decided and agreed upon by the City and District, using
plans prepared by an architect already selected by the School District.

However, in the event that the Project is not approved for funding by the State due to
lack of funds under SIB 50, The City and'District will equally share in costs incurred in
preparing and submitting the Project package to the State, including architect costs with
the maximum City contribution not to exceed fifteen ($15,000) dollars. In addition, the •
City and District will equally share the costs of agreed upon environmental processing
costs. The City will have exclusive use of the gymnasium from 5:00 p.m. until 10:00
p.m. on weekdays, and from 7:00 a.m. until 10:00 p.m. on weekends and holidays when
school is not in session. Conversely, the District will have exclusive use of the
gymnasium for students on days that school is in session from 7:00 a.m. until 5:00 p.m.
The City and District will equally share in all costs associated with maintaining and
operating the gymnasium. Additionally, each year the City will meet with the District to
discuss upcoming preventive maintenance projects and go over a budget for utility
costs.
It is recommended that the City Council authorize the City Manager to execute a Joint
Use Agreement between the Arcadia Unified School District and the City of Arcadia to
pursue State of California SB 50 grant funds.
FISCAL IMPACT
Sufficient funds are in the Capital Outlay Reserve Fund for the required grant matching
funds.

SUMMARY
The Los Angeles County Metropolitan Transportation Authority (MTA) is currently
updating its 2001 Long Range Transportation Plan (LRTP) to reflect regional
transportation changes and demands, and estimate funding needs for future countywide
capital projects. The current 2001 LRTP identifies projects planned through fiscal year
2025, and the updated 2006 LRTP will extend the forecast period to fiscal year 2030.
As the state-designated transportation planning agency for Los Angeles County, the
MTA submits a list of LRTP recommended projects to the Southern California
Associated Governments (SCAG) for review and inclusion in the Regional
Transportation Plan (RTP). Following SCAG approval, the regional plan is submitted to
the Federal Transit Administration (FTA) where a defined list of baseline projects
eligible for federal funds is approved.
BACKGROUND
During the past five. (5) years, the City of Arcadia has been actively involved with
planning and conceptual engineering efforts for the proposed extension of the Metro
Gold Line light rail line from its current terminus in east Pasadena to the City of
Montclair. State legislation (Schiff: SB-1847), along with the original draft
Environmental Impact Report issued by the MTA in September 1993, identified the light
rail project scope from downtown Los Angeles to a terminus in the City of Claremont.

Additionally, in February 2005, the MTA Planning and Programming Committee
included Segment 1 of the Metro Gold Line Foothill Extension-from the Sierra Madre
Avenue station in Pasadena to the Citrus College station in Azusa-in its 2030 Baseline
Project Definition list. Past actions by the MTA indicates that the Gold Line project is
acknowledged at the regional level, yet formal inclusion in the LRTP is still needed for
solicitation of federal money.
The ten (10) alignment cities have worked cooperatively during the past five (5) years to
establish a Joint Powers Authority to enable the Construction Authority to continue its
planning and preliminary engineering efforts on the light rail system, connect Los
Angeles and San Bernardino counties by extending the rail terminus to the City of
Montclair, and submit a complete Final Environmental Impact Report/Study to the FTA
for review and approval.
DISCUSSION
Based on Southern California Associated Governments (SCAG) 2003 data, the San
Gabriel Valley will experience a 32% population and employment growth by year 2025,
thus creating an increased demand on public transit to mitigate freeway gridlock. Phase
II of the Metro Gold Line project-from Pasadena to Montclair -estimates an average
increase of 13,500 new daily commuter trips traveling between the San Gabriel Valley,
Pasadena and downtown Los Angeles by year 2025. Extending the Metro Gold Line
light rail system to the City of Montclair will benefit Los Angeles County by improving
commuter mobility, providing accessible public transit to constituents countywide,
alleviating traffic congestion on freeways, and improving the region's air quality index.
Failure to include the Gold Line Foothill Extension project in the regional Long Range
Transportation Plan will seriously jeopardize much of the work that has been done to
date by the City of Arcadia and alignment cities in the extension corridor. The attached
resolution is an effort to encourage the MTA to take appropriate action to include the
project in the RTP. Each Phase II city will be submitting a resolution to the MTA for
consideration.
ENVIRONMENTAL IMPACT
The Final Environmental Impact Report/Study (EIR/S) was completed in August 2005
and is currently under review by the FTA. A formal Record of Decision will be issued
when the FTA approves the project.

WHEREAS, the intent of this Resolution is to clearly communicate the
position of the City of Arcadia with respect to the importance of the timely
completion of the Metro Gold Line Foothill Extension ("Gold Line") project; and
WHEREAS, the City of Arcadia formally appeals to the Los Angeles
County Metropolitan Transportation Authority ("MTA") Board of Directors to
assist the Gold Line Foothill Extension Construction Authority ("Construction

NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF
ARCADIA, CALIFORNIA, DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1. The City of Arcadia recommends that the Board of
Directors of the Los Angeles County Metropolitan Transportation Authority place
the funding for the operation and maintenance of the Metro Gold Line Foothill
Extension Project in the 2006 Long Range Transportation Plan and include the
Gold Line Foothill Extension as a funded Long Range Priority Project.
SECTION 2. The City Council further finds and declares that failure to
take this requisite planning action would be an undue hardship to the Cities along
the Foothill Corridor that urgently need-this regional transportation project in the
Eastern portion of the San Gabriel Valley.
SECTION 3. The City of Arcadia also calls upon the MTA to support
and assist the Metro Gold Line Foothill Extension Construction Authority in
obtaining First Starts funding from the Federal Transit Authority.
SECTION 4. The City of Arcadia expresses its satisfaction with the
governance plan adopted for the Gold Line Foothill Extension Construction
Authority and by the Joint Powers Authority of the Gold Line Cities.
SECTION 5. The City Clerk shall certify to the adoption of this
Resolution.
