Recommended Action: Approve SUMMARY In July 2010, the City entered into a contract with Life Assist for the purchase of paramedic field supplies. Staff has been pleased with the products and services the company provided in the past year. Therefore, staff recommends that the City Council authorize the City Manager to extend the contract for one (1) additional year with Life Assist for fiscal year 2011-2012 for the replacement of paramedic filed supplies in the amount not to exceed $55,000 and authorize two (2) additional one-year options through the end of fiscal year 2013-2014. BACKGROUND The Fire Department maintains an inventory of paramedic field supplies, including medications, intravenous fluids, assorted needles, bandages, splints, tape, gloves, oxygen masks, EKG paper and electrodes, and other miscellaneous medical supplies. These items are used on a regular basis during medical treatment of a patient and standard emergency operations. In addition, the Fire Department also maintains in its inventory additional paramedic field supplies to mitigate larger-scale incidents in the event of a disaster. Traditionally, paramedic field supplies utilized by the Fire Department are restocked using a private medical supplier. In May 2010, a notice inviting bids for paramedic field supplies was sent to thirteen (13) vendors. Four (4) bids were returned, of which two (2) were "no bid." Life Assist was the lowest bid that met the specifications outlined in the contract. On July 6, 2010, the Mayor and City Council August 16, 2011 Page 2 of 2 City Council awarded a one-year contract to Life Assist for fiscal year 2010-2011. Furthermore, the City decided to reserve the option to renew the contract as stipulated in the General Conditions of the Price Agreement for a maximum of three (3) years thereafter. DISCUSSION During the past year, Life Assist had performed satisfactorily as the City's paramedic supply vendor. The company had delivered the required paramedic field supply products on time and as specified. By renewing the contract with Life Assist, the City ensures a quality inventory of paramedic field supplies at a fiscally responsible cost. Therefore, staff recommends that the City renew the contract with Life Assist for one (1) year for the 2011-2012 fiscal year ending June 30, 2012. After June 30, 2012, the City reserves the option to extend the contract on an annual basis for two (2) additional fiscal years through June 30, 2014. FISCAL IMPACT Sufficient funds for paramedic field supplies are included in the 2011-2012 fiscal year operating budget designated for paramedic supplies. RECOMMENDATION Authorize the City Manager to extend the contract with Life Assist for the purchase of paramedic field supplies for the 2011-2012 fiscal year in the amount not to exceed $55,000.00 and authorize two (2) additional one-year options through June 30, 2014.
