HomeMy WebLinkAbout1462 PROPOSITION L ORDINANCE NO. 1462 THE PEOPLE OF THE CITY OF ARCADIA DO ORDAIN AS FOLLOWS: . . SECTION I. That Section 6421 of the Arcadia Municipal Code shall hereby be amended to read as follows: 6421. DISTRIBUTING PRINTED MATTER RESTRICTED. (a) No person shall throw, distribute, deposit, place or deliver any printed matter on any premises if the occupant thereof shall have registered with the City Clerk the refusal of such occupant to receive such matter. Printed matter as used herein shall include writing. (b) The City Clerk shall maintain a list of premises whose occupants have registered such refusal with the City Clerk, Any premises on the list shall be removed upon request of the occupant or upon removal of the occupant requesting the listing, (c) The City Clerk shall give such list free of charge to any person desiring to make such distribu tion. (d) It shall be unlawful for any person to so distribute or cause such distribution of printed matter without having obtained such list or in violation of the provisions thereof. (e) The provisions of this section shall not apply to the distri, bution of United States mail. a telegram, or to any matter which the occupan~ has expressly requested. SECTION 2. Any person violating any of the provisions of this ordinance shall be guilty of a misdemeanor, and upon conviction shall be punishable by a fine of not more than five hundred dollars ($500,00) or by imprisonment in. the City jail or County jail for a period not exceeding six (6) months or by both such fine and imprisonment. f i i I . , I 1 4 , I i J l i . , ! SCOTT ARGUMENT FOR PROPOSITION "L" This measure would prevent the distribution of throwaways and all other unrequested printed or written matter to any premises if the occupant has notified the City Clerk in writing that such matter is not wanted. Throwaways can create litter and can signal the absence of the occupant from the premises. Each occupant should have an option to receive or to refuse such material. This measure provides a convenient method to express a choice. A "YES" vote is urged by the Arcadia City Council on Proposition "L". . ARGUMENT AGAINST PROPOSITION "L" (None Filed)
