ORDINANCE NO. 1437 -. THE CITY COUNCIL OF THE CITY OF ARCADIA DOES ORDAIN AS FOLLOWS: SECTION 1. Section 4510 of the Arcadia Municipal Code is hereby amended to read as follows: 4510. ARCADIA COUNTY PARK REGULATIONS. Articles I, II and III of Ordinance No. 10,309 adopted by the Board of Supervisors of the County of Los Angeles, effective August 13, 1971, are hereby adopted by this reference and are made a part of the Arcadia Municipal Code with the same force and effect as those set out in full herein. The provisions of said Articles I, II and III shall be the police regulations applicable to the Arcadia County Park in addition to any other regulations adopted by the City Council of the City of Arcadia; said park is bound by Huntington Drive, Santa Anita Avenue and the Santa Anita Golf Course. Three copies of said Articles I, II and III of said Ordinance No. 10,309 are on file and open to public inspection in the office of the City Clerk in the Arcadia City Hall. SECTION 2. Section 4510.1 is hereby added to the Arcadia '. Municipal Code to read as follows: 4510.1. (a) Regulations. The following regulations shall apply to the use of a public address system in the Arcadia County Park: (1) No person shall operate a sound amplification system which produces a sound pressure level at any point beyond -1- 1437 a 150-foot radius from the speaker(s), in excess of 5 decibels, reference 0.0002 microbar, above the sound levels prevailing at any point beyond said radius, excluding sound from the speaker(s). (2) No audio-amplifier shall be used with a power output exceeding 100 watts. (3) No person shall operate such a public address system without complying with subdivision (b) hereof. (b) Registration. Every person, other than a County employee or a person employed by an organization sponsored by said County, intending to use a public address system in the Arcadia County Park, at any place other than in a permanent building, shall file a registration statement with the Chief of Police 48 hours before the time when the sound amplifying equipment is intended to be used, which statement shall contain the following information; (1) Name and address of both the owner and user of the public address system. (2) The maximum sound producing power of the sound amplifying equipment to be used. (3) A statement that the applicant will comply with the above regulations. (4) A precise description of the place where the sound system will be located in the park. The Chief of Police shall return to the applicant, an approved copy of the registration statement if the proposed use complies with the above regulations. SECTION 3. The City Clerk shall certify to the adoption of this ordinance.
