ORDINANCE NO. 1443
AN ORDINANCE OF THE CITY COUNCIL OF THE
CITY OF ARCADIA AMENDING CERTAIN BUILDING
REGULATIONS SET FORTH IN ARTICLE VIII OF
THE ARCADIA MUNICIPAL CODE.
THE CITY COUNCIL OF THE CITY OF ARCADIA DOES ORDAIN AS
FOLLOWS:
SECTION 1. Certain sections of Article VIII of the
Arcadia Municipal Code are hereby repealed and amended, including
changes and additions, as follows:
A. Section 8110 is amended to read as follows:
"8no. UNIFORM BUILDING CODE ADOPTED. VIOLATIONS.
Volumes I and II of the Uniform Building Code, 1970 Edition, pub-
lished by the International Conference of Building Officials, as
modified by the provisions of Part 3 of this Chapter, are hereby
adopted by reference and together with the. provisions of Part 3
of this Chapter shall constitute the BQilding Code of the City
of Arcadia.
Three copies of each of said volumes are on file in the
office of the City Clerk for use and examination by the public.
No person shall erect, construct, enlarge, alter,
repair, move, improve, remove, convert or demolish, equip, use,
occupy or maintain any building or structure or fixture attached
thereto in violation of said Building Code."
B. Section 8130.2 is amended to read as follows:
"8130.2. AMENDMENT. Section 204 of Chapter 2 of said
Uniform Building Code is hereby amended to read as follows:
Section 204. Upon written application of any person
who deems himself aggrieved by the decision of the Superintendent

of Building and Safety, relating.to the use of any material or
method of construction not specifically prescribed by this Code,
and the use of which has been denied by the Superintendent of
Building and Safety pursuant to the provisions of Section 106,
the City Council shall at its next regular meeting hear all perSons
and all evidence relating thereto and shall upon the conclusion of
said hearing render a final and conclusive determination upon
said application."
C. Section 3130.6 is amended to read as follows:
"3130.6. AMENDMENT. Section 304(d) of Chapter 3 of
said Uniform Building Code is hereby amended by adding thereto
a new subsection I-A, the same to read as follows:
l-A. Sub-frame Inspection: To be made after foundations
have been poured and piers, girders and floor joists are in place,
before sub-floor is laid."
D. Section 8130.7 is amended to read as follows:
"8130.7. AMENDMENT. Section 1602(a) of Chapter 16 of
said Uniform Building Code is hereby amended to read as follows:
Section 1602. (a) General. Buildings or structures
hereafter erected, constructed, moved within or into Fire Zone
No.1, shall be only of Type I, II, III-H.T., III-one-hour, or
IV-one-hour construction and shall meet the requirements of this
Section. (For regulations covering open parking garages, see
Section 1109.)
EXCEPTIONS:
1. Unprotected Type IV-N buildings not more than one
story in height nor more than twenty-five hundred (2,500) square
feet in area shall be permitted if the exterior walls are twenty
(20) feet or more from adjacent property lines.

2. .In bL<ildings or portions of bL<ildings not more

than one story in height located in Zone C-M, used for manL<fac-
tL<ring and warehouse pL<rposes only, the one-hoL<r ceiling may be
omitted."
E.Sections 8130.8 and 8130.9 are repealed.
F. Section 8130.10 is amended to read as follows:
"8130.10. AMENDMENT. Section 2310 of said Uniform
Building Code is hereby amended to read as follows:
Section 2310. Retaining walls shall be designed to
resist the lateral pressure of the retained material in accordance
with accepted engineering practice. Walls retaining drained
earth may be designed for pressure equivalent to that exerted by
a fluid weighing not less than 30 pounds per cubic foot and
having a depth equal to that of the retained earth. Any sQrcharge
shall be in addition to the equivalent fluid pressure. Retaining
walls intended for permanently retaining earth cuts or fills
adjacent to property lines or permanent buildings shall be of
concrete, masonry or steel."
G. Section 8130.11 is amended to read as follows:
"8130.11. AMENDMENT.
Section 2518(f) of said Uniform
Building Code is hereby amended to read as follows:
3. Spacing. No studding shall be spaced more than
sixteen (16) inches on center unless vertical supporting members
in the walls are designed as columns, or such walls may be con-
strL<cted of not less than four (4) inch by four (4) inch posts
spaced not more than five (5) feet, four (4) inches on center,
or of l;arge:(members designed as required in this Chapter, or may
be of post and beam framing with plank sheathing not less than
one and one-half (1-1/2) inches thick."

H. Section 8130.12 is repealed.
I.. Section 8130.13 is amended to read as follows:
"8130.13. AMENDMENT.. The headnote to Table No. 5-C
'Basic Allowable Floor Area for Buildings One Story in Height'
appearing on page 54 of said Uniform Building Code, 1970 Edition,
Volume I, reading as follows: 'For Buildings Located in Fire
Zone No.3 the Basic Area May be Increased 33 1/3 Percent,' is
hereby amended to read as follows:
'For B~ildings Located in Fire Zone No.3, the Basic
Area May be Increased 33 1/3 Percent; For Buildings Not More
Than One Story in Height, Located in Fire Zone No.1 and Zone C-M,
used for manufacturing and warehouse purposes, the basic area
may be increased 33 1/3 percent.'"
J. Section 8130.15 is repealed.
K. Section 8130.16 is amended to read as follows:
"8130.16. DELETION. Section 2905 of said Uniform
Building Code is amended by deleting therefrom Exception No.1
of subsection (b)."
L. Sections 8130.21 and 8130.22 are repealed.
M. Section 8130.23 is amended to read as follows:
"8130.23. AMENDMENT. Section 3804(b) of said UnHorm
Building Code is hereby amended to read as follows:
Section 3804. (b) Every Group A and B occupancy of any
height, and every Group C, D, E, F, G and H occupancy three or more
stories in height, and every Group E, F and G occupancy exceeding
twenty thousand (20,000) square feet in area shall be equipped
with one or more wet standpipes extending from the cellar or
basement into the topmost story.

EXCEPTIONS: Wet standpipes are not required in:
1. Group B buildings having no stage and having an
occurancy load of less than 500.
2. Buildings equipped throughout with an automatic
fire extinguishing system.
3. Basements or cellars equipped with a complete
automatic fire extinguishing system.

N. S~ctions 8130.24 and 8130.25 are repealed.
O. Section 8130.26 is amended to read as follows:
"8130.26. ADDITION. Section 3308 of said Uniform
Building Code is hereby amended by adding thereto a new para-
graph (g), to read as follows:
(g) In every building containing five (5) or more
stories, at least one (1) elevator shall have at the ground floor,
adjacent to the elevator, a fire override switch.
1. The fire switch shall be contained in an
enclosed box with a glass front, locked, and with a nameplate
on the outside reading 'Elevator Switch. Fire Department Use
Only. r"
2. The fire switch shall be connected with a
separate source of power from a stand-by motor generator. This
circuit must follow a route that is safe from fire and separated
from all other circuits in the building.
3. The stand-by generator shall be operated by a
motor which utilizes gasoline or diesel as its fuel, and shall
contain sufficient fuel in tanks to operate the generator for a
minimum of two (2) hours.

4. The Chief of the Fire Department or his
regularly authorized deputy shall make tests prior to acceptance
of the fire switch.
5. Copies of test to be conducted shall be supplied
to contractors by the Division of Building and Safety."
P. Section 8210 is amended to read as follows:
"8210. UNIFORM PLUMBING CODE ADOPTED. The Uniform
Plumbing Code, 1970 Edition, published by the International
Association of Plumbing and Mechanical Officials, as modified by
the provisions of Part 3 of this Chapter, is hereby adopted by
reference and together with the provisions of Part 3 of this
Chapter shall constitute the Plumbing Code of the City of Arcadia.
Three copies of said Uniform Plumbing Code are.on file
in the office of the City Clerk for use and examination by the
public.
No person shall erect, construct, enlarge, alter, repair,
move, improve, remove, convert or demolish, equip, use, occupy
or maintain any building or structure or fixture attached thereto
in violation of said Plumbing Code."
Q. Section 8230.8 is amended to read as follows:
"8230.8. ADDITION. Said Uniform Plumbing Code is
amended by adding the following to Appendix "G" of said Code.
Gll - In accordance with Gl and G6 above, a receptor and
a three (3) inch "p" trap shall be installed for the purpose of
receiving waste water from the pool or filter.
G12 - No person shall run, cause or permit to run, any
swimming pool water in or upon any public street, including any
parkway.

G13 - A swimming pool shall have the inside surface
constructed of smooth, non-absorbent material and shall be capable
of being completely drained through one or more grated drains
which have a gate valve installed -therein in an accessible place."
R. Section 9230.9 is repealed.
S. Section 8310 is amended to read as follows:
"8310. UNIFORM WIRING CODE AND NATIONAL ELECTRICAL CODE
ADOPTED. The Uniform Wiring Code, 1968 Edition, published by
Building News, Inc., as modified by the provisions of Part 3 of
this Chapter, is hereby adopted by reference and together with
the provisions of Part 3 of this Chapter shall constitute the
Electrical Code of the City of Arcadia.
Three copies of said Code are on file in the office of
the City Clerk for use and examination by the public.
No person shall erect, construct, enlarge, alter, repair,
move, improve, remove, convert or demolish, equip, use, occupy,
or maintain any building or structure or fixture attached thereto
in violation of said Electrical Code."
T. Section 8330 is amended to read as follows:
"8330. .METAL RACEWAYS REQ.UIRED. Notwithstanding any
provisions of said Electrical Code of the City of Arcadia, all
electrical wiring and equipment in any building or structure
designed for use or used as an apartment house, as defined in the
Building Code, orin any building or structure designed or used
for commercial or industrial occupancy, and including all places
of public assembly, shall be installed in metal raceways approved
by the Building Official, except that rigid, nonmetallic conduit
may be used as per Article 347 of the National Electrical Code,
1968 Edition.

Further, notwithstanding any provisions of said Electrical
Code of the City of Arcadia, all circuits of 220 volts or more,
in any occupancy, shall be installed in metal raceways approved
by the Building Official. Such circuits shall include, but not
be limited to, water heaters, space heaters, clothes dryers, air
conditioning units, cooking and baking units, electric ranges,
electric kiln, power tools and all 220 volt receptacles."
U. Section 8330.1 is amended to read as follows:
"8330.1. DELETIONS. Article III entitled "Fees" and
Sections 30.1 through 30.8 of ' said Uniform Wiring Code are hereby
deleted and repealed and shall not be applicable."
V. Section 8330.2 is amended to read as follows:
"8330.2. DELETIONS. Sections 70.4, 1l0.4 and 350.1 of
said Uniform Wiring Code are hereby deleted and repealed and shall
not be applicable;"
W. Section 8330.3 is amended to read as follows:
"8330.3. AMENDMENT. Section 10.1 of said Uniform
Wiring Code is hereby amended to read as follows:
Section 10.1. Any reference in said Code to the
Electrical Safety Engineer is hereby amended to read: Superinten-
dent of Building and Safety."
X. All sections of Chapter 7 of Article VIII are repealed.
Y. A new Chapter 7 of Article VIII is added to read
as follows:
"CHAPTER 7. SIGNS, BILLBOARDS AND ADVERTISING STRUCTURES
8710. DEFINITION. A sign is anything placed on the
exterior of a building or on a building site for the purpose of
advertising or sales promotion and shall include the sign structure
and all parts. thereof including supports.

8711. PERMITS.. No per.son shall install, add to, or
alter any sign or any part thereof without first obtaining a per-
mit to do so from the Building Department .and paying the reQuired
fees, except that a permit shall not be reQuired for signs which
are not regulated by provisions of the Building Code or Electrical
Code.
8712. FEES.. A permit. fee shall be paid for each sign
in the amount of Twenty cents (20i) per sQuare foot of sign area
with a minimum fee of Five dollars ($5.00). The sign area is the
entire background of the sign upon which advertising matter could
be placed, including the frame; except, that the sign area of
advertising affixed directly to a building without any background
shall be the area within a line drawn around the extremities of
the advertising. In addition to the above fee, a fee as provided
for in the Electrical Code shall be paid for electric signs.
8713. APPLICATION FOR PERMIT. An application for a
sign permit shall be filed on a form furnished by the Building
Department. Two (2) sets of plans drawn to scale shall accompany
the application and shall show all details, including details of
all supporting buildings and structures, which demonstrate that
the sign complies with the requirements of this Chapter.
8714. ISSUANCE OF PERMITS AND INSPECTION. The provi-
sions of the Building Code and the Electrical Code applicable to
the issuance of permits and inspection of the work shall apply
to the issuance of permits for, and inspection of, signs.
8715. STOP ORDERS. Whenever any work is being done
contrary to the provisions of this Chapter, the Building Depart-
ment shall issue and serve a written Stop Notice on any person

engaged in doing or causing the work to be done, and such
person shall immediately stop such work. untiJ authorized to pro-
ceed again. with the work..
8716. NOTICE TO COMPLY. Whenever a sign or a part
thereof is maintained in violation of the provisions of this Chap-
ter, the Building Department shall issue a written Notice To
Comply to the owner or. occupant of the property on which the sign
exists. The owner ~r occupant shall immediately take action to
remove the sign or to make necessary repairs or alterations.
Issuance of such a Notice To Comply shall not prevent a misdemeanor
prosecution for the violation.
8717. COMPLIANCE WITH REGULATIONS. All signs shall
comply with the Zoning Ordinance, applicable provisions of the
Building and Electrical Code, and the provisions of this Chapter.
8718. IDENTIFICATION. No sign shall be installed
unless the name of the person installing the sign is plainly set
forth thereon."
SECTION 2. The City Clerk shall certify to the adoption
of this ordinance.
I HEREBY CERTIFY that the foregoing ordinance was
adopted at a regular meeting of the City Council of the City of
Arcadia held on the 21st day of December , 1971, by the affirma-
tive vote of at least three Councilmen, to-wit:
