MINUTES ARCADIA CITY PLANNING COMMISSION REGULAR MEETING Tuesday, March 27, 1990 The Planning Commission of the City of Arcadia met in regular session on Tuesday, March 27, 1990 at 7:30 p.m. in the Council Chambers of the Arcadia City Hall, 240 West Huntington Drive, with Chairman Larry Papay presiding. PLEDGE OF ALLEGIANCE ROLL CALL: PRESENT: Commissioners Amato, Clark, Hedlund, Szany, Papay ABSENT: None MINUTES MOTION It was moved by Commissioner Hedlund, seconded by Commissioner Szany to approve the Minutes of March 13, 1990 as published. The motion passed by voice vote with none dissenting. MOTION It was moved by Commissioner Szany, seconded by Commissioner Clark to read all resolutions by title only and waive reading the full body of the resolution. The motion passed by voice vote with none dissenting. Arcadia City Planning Commission 3/27/90 Page 1 PUBLIC HEARING MP 90 -002 46 Diamond St. Herand Shahbazi The staff report was presented. Consideration of a modifications for a proposed 3 -unit multiple - family complex. In response to questions from the Commission, staff said that the City's requirements for condominiums and apartments are the same. It was noted that the easterly setback on the second -floor is 10' -0 ". The public hearing was opened. Herand Shahbazi, 740 E. Wilson, #102, Glendale, said that they are in agreement with all of the conditions in the staff report. There were no additional persons desiring to speak in favor of or in opposition to this item. MOTION It was moved by Commissioner Szany, seconded by Commissioner Clark to close the public hearing. The motion passed by voice vote with none dissenting. Commissioner Clark said that many similar projects have been approved by the Commission and didn't think that this project was much different than any other approved. Commissioner Hedlund thought that the project is too cramped. He didn't think that 5' -0" easterly side yard setback in lieu of 10' -0" for garages and storage room would be acceptable. He didn't feel that the 5' -0" landscaped area at the westerly property line along the driveway should be deleted. He said that the driveway is too narrow at 13' with a 25' back out. Commissioner Amato agreed with Commissioner Hedlund and said that the project is a little tight. Commissioner Szany also thought that the driveway width is too narrow and felt that it should be widened. He noted that the wall on the east side of the property would look plain without any landscaping. Staff said that the Commission can require a 20' width for the driveway. It is the Commission's prerogative to require landscaping and/or trees to be planted on the east side of the property and suggested requiring 4 minimum 15 gallon tree wells. Staff said that the window seats on the second floor are architectural features to break up the facade and would have 8' -0" setback from the property line. Commissioner Hedlund commented that the trees would not get much sun due to its location. MOTION It was moved by Commissioner Szany, seconded by Commissioner Clark to approve MP 90 -002 subject to the conditions in the staff report with the additional conditions that the driveway opening from the alley be a minimum of 20' -0" in width and that landscaping on the east side of the property shall include a minimum of 4 15 gallon trees. PUBLIC HEARING CUP 90 -002 10 -16 W. Live Oak Arcadia Live Oak Partners, Ltd. Consideration of a conditional use permit for the construction and operation of a 6,000 sq. ft. restaurant. Restaurant may be divided into two restaurants of 3,000 sq. ft. Site will also contain 4,900 sq. ft. of retail /office space. A modification is being requested for 81 parking spaces in lieu of 85 spaces. The staff report was presented. Staff commented that there would either be two restaurants with 3,000 sq. ft. each or one with 6,000 sq. ft. The Public Works Department has reviewed this and didn't feel that the project would create any major problems. Commissioner Hedlund felt that traffic would be a problem. The public hearing was opened. Jeffrey Talbot, 238 S. Atlantic, Alhambra, said that they are in agreement with all of the conditions in the staff report. He commented that he'did not know who would be leasing the facility but the project was designed such that the parking would comply for a 6,000 sq. ft. restaurant and would far exceed the requirements if there was only one 3,000 sq. ft. restaurant and retail spaces. There were no additional persons desiring to speak in favor of or in opposition to this item. MOTION It was moved by Commissioner Clark, seconded by Commissioner Amato to close the public hearing. The motion passed by voice vote with none dissenting. Commissioner Amato thought that the parking would be adequate and was in favor of the CUP. Commissioner Hedlund said that the parking would not impact any residences and therefore had no problem with the approval of the modification. He remarked that it is located at a very tough intersection. Chairman Papay noted that any person coming from any direction but the west side would have to go around to get to the site. Commissioner Clark didn't think that the parking modification was significant and Commissioner Szany agreed. Commissioner Amato and Szany wondered if more compact parking spaces could be located at rear of the parking lot. Staff recommended against making this a condition of appproval, but would try to redesign the parking lot with the applicant. AUDIENCE PARTICIPATION None RESOLUTION 1433 Mr. Woolard read the title of the resolution. MOTION A resolution granting Zone Variance V -90 -001 to permit a single - family residence eon a 4,465 square foot R -3 zoned lot at 1031 S. Golden West. It was moved by Commissioner Szany, seconded by Commissioner Amato to adopt Resolution 1433 and to formally affirm the decisions of March 13, 1990 and the votes thereon.
