ARCADIA CITY PLANNING COMMISSION
REGULAR MEETING
Tuesday, April 24, 1990
The Planning Commission of the City of Arcadia met in regular session on Tuesday, April 24, 1990 at
7:30 p.m. in the Council Chambers of the Arcadia City Hall, 240 West Huntington Drive, with
Chairman Pro -Tem Tom Clark presiding.

MOTION
It was moved by Commissioner Amato, seconded by Commissioner Szany to excuse
Commissioner Papay from tonight's meeting. The motion passed by voice vote with none
dissenting.
MINUTES
MOTION
It was moved by Commissioner Hedlund, seconded by Commissioner Amato to approve the
Minutes of April 9, 1990 as published. The motion passed by voice vote with none
dissenting.

PUBLIC HEARING TPM 90 -003 Consideration of a tentative parcel map to consolidate

The staff report was presented and the public hearing was opened.
There were no persons desiring to speak in favor of or in opposition to this item.
MOTION
It was moved by Commissioner Hedlund, seconded by Commissioner Amato to close the public
hearing. The motion passed by voice vote with none dissenting.
10+ lots into one lot.
The consensus of the Commission was favorable.
MOTION
It was moved by Commissioner Szany, seconded by Commissioner Amato to approve TPM
90 -003 subject to the conditions in the staff report.

PUBLIC HEARING TM 49375 Consideration of a tentative map for an 8 -unit residential
832 -836 Naomi condominium.

The staff report was presented and the public hearing was opened.
There were no persons desiring to speak in favor of or in opposition to this item.
MOTION
It was moved by Commissioner Szany, seconded by Commissioner Amato to close the public
hearing. The motion passed by voice vote with none dissenting.
Staff noted that they cannot build on an easement and that the project complies with Code.
MOTION
It was moved by Commissioner Szany, seconded by Commissioner Amato to approve TM
49375 subject to the conditions in the staff report.

PUBLIC HEARING TM 49423
1037 Sunset Blvd.

Consideration of a tentative map for a 7 -unit residential
condominium.
Due to incorrect mailing, the public hearing was continued to 5/8/90 meeting.
PUBLIC HEARING TA 90 -003
Consideration of a text amendment to add Title 5 to
Division 6 Part 5 of Chapter 2, Article IX to
require conditional use permits and consistenccy
with the County Hazardous Waste Managment Plan
for hazardous waste facilities in the M -1 and M -2
zone.
The staff report was presented and the public hearing was opened.
There were no persons desiring to speak in favor of or in opposition to this item.
MOTION
It was moved by Commissioner Szany, seconded by Commissioner Amato to close the public
hearing. The motion passed by voice vote with none dissenting.
Mr. Woolard explained that there are no properties within the City that can be used for this purpose.
He noted that this is a State requirement for all cities to be in compliance with the requirements of the
State Health and Safety Code pertaining to the siting of hazardous waste management facilities.
Mr. Miller stated that the ordinance will give the city local control.
MOTION
It was moved by Commissioner Hedlund, seconded by Commissioner Szany to recommend
approval of TA 90 -003 subject to the conditions in the staff report.

MATTERS FROM COUNCIL
Councilman Harbicht said that 2 restaurants (Tony Romas and Tokyo Wako), and an office /retail
center will be going onto the property located on the north side of Huntington Drive just west of Fifth
Avenue.
Staff remarked that the Olive Gardens has submitted plans to the City for review.
In answer to a question from the Commission, Mr. Harbicht said that the Council needed more
information on the waste -by -rail project. He explained that the waste would be taken out of the City
via rail to the desert. He noted that the this would be very costly for the City, approximately $50 a
ton. Presently the City is paying $13 a ton to have the trash removed from the City. The cost per ton
would be dependant on the number of cities participating in the program. The Council felt that there
would be better alternatives to the trash problem.
