ARCADIA CITY PLANNING COMMISSION
REGULAR MEETING
Tuesday, May 8, 1990
The Planning Commission of the City of Arcadia met in regular session on Tuesday, May 8, 1990 at 7:30 p.m.
in the Council Chambers of the Arcadia City Hall, 240 West Huntington Drive, with Chairman Larry Papay
presiding.

MINUTES
MOTION
It was moved by Commissioner Hedlund, seconded by Commissioner Szany to approve the Minutes of
April 24, 1990 as published. The motion passed by voice vote with none dissenting.

PUBLIC HEARING MC 90 -020 Consideration of a 5' -0" east and west side yard setbacks in lieu
261 W. Walnut Ave. of 10' -0" for single -story addition to dwelling, cabana with
James and Patricia Dolan barbecue and storage rooms and pool equipment.
(Referred from the Modification Committee)
The staff report was presented and the public hearing was opened.
Peter Rodi, 835 5th Ave., San Diego, the architect of the project was representing the applicant. He stated
that most of the homes on the street are older homes and have 5' setbacks. He commented that the properties
on either side of the project have the same setback. The proposed setback will allow the owners to leave the
open patio and to have the dining room, living room and the bedrooms facing the patio.
No one else spoke in favor of or in opposition to this item.
MOTION
It was moved by Commissioner Szany, seconded by Commissioner Amato to close the public
hearing. The motion passed by voice vote with none dissenting.
Commissioner Clark remarked that if this was a new house he would be against it. Since most of the homes
have the same setback and there will not be a significant impact and the neighbors are in agreement he is in
favor of the proposal.
In response to a question frorl, the Commission, Mr. Rodi stated that the structure behind the garage will be
removed and replaced with the cabana. The existing pool house is approximately 30" from the property line.
Commissioner Amato felt that it would be an appropriate improvement.
Commissioner Szany thought that if the neighbors are in agreement then he could not see any reasons for
denial.
Commissioner Hedlund said that it is a nice addition and said that he was the Commissioner at the Modification
Committee meeting and they referred it to the Commission due to the size of the addition.
Chairman Papay said that the 5' setback allows for a single -story addition which is what the Commission
encourages and prefers but if they were to comply with the 10' setback then it probably would have to be a
second -story addition. He thought that it is an attractive addition.
MOTION
It was moved by Commissioner Clark, seconded by Commissioner Amato to approve MC 90 -020
subject to the conditions in the staff report.

CONTINUED PUBLIC HEARING TM 49423 Consideration of a tentative map for a 7 -unit residential
1037 Sunset Blvd. condominium.

The staff report was presented and the public hearing was opened.
Kenneth Wilch, Kenneth Wilch & Assoc., 2440 S. Hacienda, Hacienda Heights, the architect of the project was
present and said that they are in agreement with all of the conditions in the staff report. He stated that the
project is under construction and was originally planned to be an apartment building but the owners decided to
change it into condominiums.
No one else spoke in favor of or in opposition to this item.
MOTION
It was moved by Commissioner Hedlund, seconded by Commissioner Szany to close the public
hearing. The motion passed by voice vote with none dissenting.
The consensus of the Commission was favorable.
MOTION

PUBLIC HEARING MP 90 -005
67 E. Live Oak Ave.
Isa & Assoc., (architect) on behalf of
Honda American Development Co.
Consideration of a modifications to construct two two -story
office buildings.
The staff report was presented.
In response to Commissioner Clark's comment, staff said that translucent windows can be a condition of
approval.
The public hearing was opened.
Ed Storlie, 2620 El Capitan, said that before he purchased his home in 1970, he came to the City to find out
what could be built on this property and he was told that the same type of buildings on the south side of Live
Oak. He asked if the arches in the walkway area could be filled in to prohibit exposure to the north. He
commented that he has a 5' fence and the applicant proposes to construct a 6' fence and it would be awkward to
have two fences. He asked since there is a considerable grade change, he asked if the wall could be measured
from the highest grade instead of the lowest grade. He said that he would like the trees to screen view from the
office building.
George Olson, 2619 Greenfield, said that he owns the apartment building at 2619 Greenfield and stated that
there is a electrical pole there which has caught on fire a couple of times and asked if the new building would
be hooked up to it and suggested underground wires to reduce the possibility of any more hazardous fires.

It was moved by Commissioner Szany., seconded by Commissioner Hedlund to close the public
hearing. The motion passed by voice vote with none dissenting.
Staff said that the dumpster is separated from the building and will be enclosed by a wall on three sides and a
gate on the other side. It was noted that after a land survey is conducted by the applicant and if the wall is on
Mr. Storlie's property, the developer would have to obtain the approval of Mr. Storlie to remove the ecisting
fence. Staff did not recommend building on top of Mr. Storlie's wall since it may not be structurally sound.
They will be required to submit a landscape plan and it will be subject to the approval of the Planning
Department.
Commissioner Szany said that Edison will have its own requirements. He said that this is the best looking
elevation and the trees will give privacy. This is a small office building which is located far from the property
line and the site plan works well.
Commissioner Clark liked this proposal better than the previous ones submitted. He didn't think that people
would stare out the windows and felt that the trees would provide adequate privacy.

It was moved by Commissioner Clark, seconded by Commissioner Hedlund to approve MP 90 -005
subject to the conditions in the staff report with the additional conditions that the wall be measured
room the highest grade.

PUBLIC HEARING CUP 90 -004
1300 S. Golden West Ave.
Tawa Supermarket Inc.
Consideration of a conditional use permit for the sale of
alcoholic beverages located within a grocery store (for off -
premise consumption) within 150 feet of residentially zoned
property.
The staff report was presented.
Staff said that they were concerned with the additional seating since the impact would be minimal. It was noted
that seating is incidental to the supermarket and is there for the convenience of the customers who shop at the
store. This operation is similar to the Pantry which was originally located at this site.
The public hearing was opened.
Art Rodriguez, 1635 Pepper, Pasadena, was representing the owners, he stated that the seating will be there
for the convenience of the customers. The liquor department covers 1% of the store and would be incidental to
it. There will be produce, deli and fish departments. They are in agreement with all of the conditions in the
staff report. Basically, they will be replacing the Pantry.
Richard McBride, 810 W. Naomi, said that he was concerned about the hours of delivery, the gardeners and the
time that maintenance would be done in the parking lot. He stated that they did have problems with Vons
Pavillion with the above mentioned concerns. He noted that Vons generates more traffic on Naomi, and and
suggested restricted parking along Naomi and explained that ingress and egress is very difficult.
In rebuttal, Mr. Rodriguez said that there are three driveways one each on Duarte, Golden West and Naomi.
He felt that parking would be sufficient for the clients.
Mr. Woolard said that generally the trucks would come in one way and out the other. In the past the parking to
the east didn't exist or wasn't used. The trucks can use the alley to the east but it would be difficult to have the
trucks go through with the existing parking layout.
Alan Lee, 6281 Regio, Buena Park, said that maintenance of the parking is the property owner's
responsibility and the supermarket will have no control over the hours of maintenance.
Mr. Miller, said that they will have to conform with the noise ordinance and if problems occur with the hours
of maintenance, letters will be sent out to them requesting compliance. The Commission should add this as a
condition of approval if legally feasible.
Mr. Woolard stated that the hours of delivery can be controlled but was unsure whether the hours for
maintenance could.

MOTION
It was moved by Commissioner Szany, seconded by Commissioner Amato to close the public
hearing. The motion passed by voice vote with none dissenting.
Commissioner Amato suggested deleting the 11 parking spaces on the east to provide room for the delivery
trucks.
Commissioner Hedlund remarked that when the Pantry was there, he recalls the bread delivery trucks being
parked on the south part of the parking lot.
Chairman Papay said that people tend to enter through the front and will probably park there, too.
The Commission felt that the following conditions should be added to the conditions already listed in the staff
report:
1. If legally feasible, the cleaning, maintenance, gardening and landscaping of the property at 1220-
1300 South Golden West Avenue and 838 -852 West Duarte Road shall be prohibited between the hours of
9:00 p.m. and 7:00 a.m.
2. The eleven (11) parking spces along the east property line shall be eliminated and the striping
removed to facilitate access for delivery trucks.
3. Deliveries of wares, merchandise, crates, bottles and similar items to the site for the grocery store
and any use within said grocery store shall be prohibited between the hours of 9:00 p.m. and 7:00 a.m.
Also all deliveries shall be made at the rear (adjacent to east property line) of teh building.

subject to the conditions in the staff report with the addition of the above conditions.

Z -90 -001 to the City council subject to the conditions in the staff report.

It was moved by Commissioner Szany, seconded by Commissioner Hedlund to close the public
hearing. The motion passed by voice vote with none dissenting.
Chairman Papay wondered why they would need such a large store room.
Commissioner Amato explained that they buy in bulks and said that for take out orders people call in advance
and they probably will spend 4 -5 minutes to pick up the order.
Staff said that due to the take out room one parking space will be deleted.
