MINUTES
ARCADIA CITY PLANNING COMMISSION
REGULAR MEETING
Tuesday, June 12, 1990
The Planning Commission of the City of Arcadia met in regular session on Tuesday, June 12, 1990 at 7:30
p.m. in the Council Chambers of the Arcadia City Hall, 240 West Huntington Drive, with Chairman Larry
Papay presiding.

MINUTES
Commissioner Hedlund indicated that the minutes should state when he arrived at the meeting.
MOTION
It was moved by Commissioner Hedlund, seconded by Commissioner Clark to approve the Minutes of
May 22, 1990 as amended. The motion passed by voice vote with none dissenting.

PUBLIC HEARING TPM 90 -004

Consideration of a tentative parcel map for a 4 -unit
residential condominium project.
The staff report was presented.
Staff indicated that the project will have tuck under parking.
The public hearing was opened.
Al DeRenzis, 111 N. Melrose, Monrovia, the engineer of the project stated that they are in agreement with all
of the conditions in the staff report.
James Miller, 480 Fairview, spoke against the proposed tentative parcel map and said that he lives directly
across from the site and felt that the lot is too small for 4- units. He said that there is a mail box at the corner
and people park their cars at that corner to drop off the mail and by placing the driveway so close to the corner
they will be unable to park their car there to get to the mail box. There is also a red stripe along the curb
prohibiting parking. He suggested a park there would be more suitable than more units.
Staff explained that the building setback is measured from the property line and is 30' from Fairview and 25'
from La Cadena. The project meets all the parking requirements.
Chairman Papay said that the Commission is only approving the tentative parcel map. The design of the project
is not what is before the Commission.
No one else spoke in favor of or in opposition to this item.
MOTION
It was moved by Commissioner Szany, seconded by Commissioner Amato to close the public
hearing. The motion passed by voice vote with none dissenting.
Commissioner Clark said that the project complies with Code.
Commissioner Amato said that it has a lower density and noted that the other 3 corners have 8 -units each on
their lots.
Commissioner Szany commented that technically they could have 5 -units on this lot and it meets all the Code
requirements.
MOTION
It was moved by Commissioner Clark, seconded by Commissioner Amato to approve TPM 90 -004
subject to the conditions in the staff report.

PUBLIC HEARING MP 90 -006

Consideration of modifications for a 3 -unit residential
condominium project.
The staff report was presented and the public hearing was opened.
Fred Leon Hart, 134 Fano, spoke against the modification and felt that they should try to comply with Code
requirements and should not ask for any variances. He was concerned that when he would look out his window
would see a big building mass.
No one else spoke in favor of or in opposition to this item.
MOTION
It was moved by Commissioner Szany, seconded by Commissioner Clark to close the public
hearing. The motion passed by voice vote with none dissenting.
Staff noted that the driveway will be next to Mr. Hart's property. He commented that developments on the 50'
wide lots will need modifications regardless of the number of units. Due to the width of the lot and regardless

of its depth any development on a 50' wide lot requires modifications to develop; even if it is only a 2 -unit
project.
Commissioner Szany said that it would be preferable for Mr. Hart to have the driveway next to his property
instead of having the opposite situation. He stated that he was concerned about approving modifications for 50'
wide Tots, since there are so many of these type of developments in the City. Since the City has been approving
developments on these narrow lots and with so many similar projects, he has noticed that the buildings are
very close to each other. He was concerned with the 5' setback in lieu of the 10' -0 ". He suggested that before
the Commission approves similar projects they should take into consideration what is next to the proposed
project. He said that the proposed project is different and unique from other 50' wide lot developments and
suggested bay windows on the second floor to break up the wall. He thought that trees might also to break up
the wall and thought that they might mitigate the problem.
Staff said that with a double lot there would be 2 additional units with balconies that project 5' into the side
yard setback. It was noted that the roofing material and the railing are acceptable to the Planning Department.
This proposal has 3 -units with 2 guest parking spaces on a single lot vs. a project on a double lot that can have
8 -units with 4 parking spaces. In response to a question from the Commission, staff said that Code allows a
maximum 35' height for R -3 developments but most projects have an average height of 26' -28'.
Commissioner Clark shared Commissioner Szany's concerns and commented that if the Commission begins to
deny these modifications maybe the message will get across to developers.
Mike Miller, the City Attorney, indicted that each project should be reviewed individually and the Commission
cannot decide to deny all projects on 50' wide lots.
Commissioner Amato noted that this is a R -3 lot.
Chairman Papay remarked that in projects where the lot width is a problem the tendency seems to be that the
units are several stories to increase the square footage and to also be able to accommodate the City's other
requirements as far as the driveway, landscaping, etc. He stated that one alternative to the large structure
would be to utilize trees to break up the mass of the building.
Commissioner Hedlund said that he would prefer a development on a double lot because it would offer more
landscaping.
Donna Butler stated that most developers would prefer having a double lot, because it would be an easier
project to develop, however it is usually the inability to obtain the adjacent lot which create these
developments on the 50' wide Tots.
MOTION
It was moved by Commissioner Szany, seconded by Commissioner Clark to approve MP 90 -006
subject to the conditions in the staff report with the additional condition that additional modulation
(architectural treatment) shall be required along the east elevation. This may include window seats
and shall be subject to the approval of the Planning Department.

PUBLIC HEARING CUP 90 -007 Consideration of a conditional use permit for a martial

The staff report was presented and the public hearing was opened.
Carey Dooley, 9655 Naomi Ave., said that he is in agreement with all of the conditions in the staff report.
No one else spoke in favor of or in opposition to this item.
MOTION
It was moved by Commissioner Szany, seconded by Commissioner Clark to close the public
hearing. The motion passed by voice vote with none dissenting.
Staff noted that the school for martial arts shall be open only for instruction from 5:15 p.m. to 10:00 p.m. and
at no time shall a martial arts class begin or end within one -half hour (30 minutes) of any dance class.
MOTION
It was moved by Commissioner Szany, seconded by Commissioner Clark to approve CUP 90 -007
subject to the conditions in the staff report.

MATTERS FROM COMMISSION
Commissioner Hedlund remarked that he was not pleased with having the guest parking in the R -3 zone off of
the alley and felt that it did not show any imagination and said that trash is what is usually in the alleys.
Commissioner Amato remarked that usually trash is what he has seen in the alleys. He indicated that he was
concerned with the number of bedrooms (4 bedrooms) that were proposed in the matter that was before the
Commission tonight and thought that the number of bedrooms were too many for a small lot.
Staff commented that there are quite a few projects that have guest parking off of the alley and by placing the
guest parking in the alley it frees up the street.
Commissioner Szany said that the guest parking off of the alley allows for more open space and commented that
smaller units should be encouraged.
Ms. Butler commented that the parking regulations can be revised and increased with the number of bedrooms.
Commissioner Szany commented that usually guest parking is utilized by tenants.
Staff noted that with projects that have 10 units or more Code requires that 2% open space is required but
there is not an open space requirement for developments with lesser units.
Councilman Ciraulo stated that the Council shares the Commission's concerns and is presently working on
revising the setback and height requirements for single - family zones.
Ms. Butler said that the one thing that the Commission should keep in mind is that the City should try to
provide affordable housing and each time more stricter code requirements in the R -3 zone are adopted, the
cost of the units are increased
