AN ORDINANCE OF THE CITY COUNCIL AND BOARD OF TRUSTEES
OF THE CITY OF ARCADIA CALLING A SPECIAL MUNICIPAL ELECTION TO BE
HELD IN SAID CITY OF ARCADIA ON TUESDAY, OOTOBER 30, 1928, AND
SUBMITTING TO THE QUALIFIED VOTERS OF SAID CITY A CERTAIN PROPO-
SITION FOR THE ISSUANCE AND SALE OF BONDS OF SAID CITY OF ARCADIA
IN THE AMOUNT AND FOR THE PURPOSES IN SAID ORDINANCE STATED AND
PROVIDING FOR THE CONSOLIDATION OF CERTAIN ELECTION PRECINCTS AND
FIXING THE POLLING PLACES FOR THE HOLDING OF SAID ELECTION AND
APPOINTING THE OFFICERS OF SAID ELECTION AND FIXING THEIR COMPEN-
SATION.
WHEREAS, the City Council and the Board of Trustees of
the City of Arcadia at a regular meeting of said City Council and
Board of Trustees, held on the 19th. day of September, 1928, by
the unanimous vote of itB members, duly passed and adopted a Res-
olution declaring that the public interest and necessity demand
the acquisition and construction by said City of Arcadia of a
certain municipal improvement, to-wit:
The acquisition of Lots Nineteen (19) and Twenty (20)"
Block 74, Part of Aroadia, in the City of Arcadia, County of Los
Angeles, State of California, as per Map recorded in Book 15, Page
89, Miscellaneous Reoords of said County and the construction
thereon of a Public Library Building and that the estimated cost
of the same is Forty-five Thousand ($45,000.00) Dollars, and
WHEREAS, said Resolution was approved by the Mayor of
and President of the City Council and Board of Trustees of said
City of Aroadia on said 19th. day of September, 1928, and

WHEREAS, the estimated cost of such municipal improve-
ment is Forty-five Thousand ($45,000.00) Dollars and such cost
is and will be too great to be paid out of the ordinary annual
income and revenue of said City,
NOW THEREFORE, THE CITY COUNCIL AND BOARD OF TRUSTEES
OF SAID CITY OF ARCADIA DO ORDAIN AS FOLLOWS:
SECTION 1: That a Special Municipal Election be and
the same is hereby called to be held in said City of Arcadia on

Tuesday, October 30, 1928, for the purpose of submitting to the

part of said City of Arcadia of a certain bonded indebtedness for
the purposes set forth in said Resolution and hereinafter stated.
SECTION 2: That said proposition to be voted on at
said Election so to be held as aforesaid, is as follows:
The issuing of bonds of the City of Arcadia in the sum
of $45,000.00 in accordance with the provisions of an Act of the
Legislature of the State of California, entitled: IIAn Act author-
izing the incurring of Indebtedness by Cities, Towns and Muni-
cipal Corporations for municipal 1mprovementeand regulating the
acquisition, construction or completion thereofll, becoming a law
February 25, 1901, and all Acts amendatory thereof and supplemen-
tary thereto and with the General Incorp~ation Act of the State
of California for Cities of the Sixth Class, for the object and
purpose of the acquisition and construction by said City of Ar-
cadia of a certain municipal improvement, to-wit:
The acquisition of Lots
Block 74, Part of Arcadia, in the
Nineteen (19) and Twenty (20),

Angeles, State of California, as per Map recorded in Book 15, Page
89, Miscellaneous Records of said County and the construction
thereon of a Public Library Building and that the estimated cost
of the same i8 Forty-five Thousand ($45,000.00) Dollars.

That if the
purpose so
said submitted at

proposition of incurring the indebtedness
such Election receives the requisite num-
ber of votes, to-wit: two-thirds of the votes of the qualified
voters of said City voting at said Election, bonds of said City
of Arcadia in the sum of $45.000.00 shall be issued and sold for
the purpose, of acquiring and constructing said municipal improve-
ment.
Said bonds shall bear interest at a rate not to exceed
six per cent per annum, payable semi-annually and the principal
and interest thereof shall be payable in lawful money of the
United States of America.

SECTION 3: T,hat for the purpose of paying the pa:inci-
pal and interest of such bonds, the City Council and Board of
Trustees of said City shall at the time of fixing th~ general tax
levy and in the manner for such general tax levy provided, levy
and collect annually each year until said bonds are paid, or un-
til there shall be a sum in the Treasury of said City set apart
for that purpose, to meet all sums coming due for principal and
interest on such bonds, a tax sufficient to pay the annual in-
terest on said bonds and also such part of the principal thereof
as shall become due before the time for fixing the next general
tax levy. Said tax shall be in addition to all other taxes levied
for municipal purposes and shall be collected at the same time
and in the same manner as other mWlicipal taxes are collected,
and be used for no other purpose than~ the payment of said bonds
and accruing interest.
SECTION 4. That the polls for said Election must be
opened at 6o'clock A. Y. of the day of said Election and must be
kept open until 7 o'clock P. M. of the sams day, when the polls
shall be closed, provided howeve'r, that if at the hour of closing
there are any other voters in the polling place, or in line at
the door who are qualified to vote and have not been able to do
so since appearing, the polls shallbe kept open a sufficient time
to enable them to vote.
But no one who shall arrive at the polling place after
7 o'clock in the afternoon, shall be entitled to vote, although
the polle may be open when he arrives.
SECTION 5: That the ballots to be used at said Elec-
tion shall contain the followirig proposition to be voted for by
the qualified voters of said City of Arcadia at such Election so
called and tobe held on Tuesday, October 30, 1928, in said City,
to-wit:

Shall bonds of the City of Arcadia in the sum of
$45,000.00 be issued for the acquisition and construction by said
City of Arcadia of a certain municipal improveme~t, to-wit:
The acquisition of Lots Nineteen (19) and Twenty (20),
Block 74, Part of Arcadia, in the City of Arcadia, County of Los
Angeles, State of California, as per Map recorded in Book 15,
Page 89, Miscellaneous Records of said County and the construc-
tion thereon of a Public Library Building and that the estimated
fost of the same is Forty-five Thousand ($45,000.00) Dollars.
Opposite said proposition and to the right thereof, on
said ballot the words "Yes" and "No" shall be printed on separate
lines, with voting squares and said ballot shall be so printed
as to give each voter a clear opportunity to designate by stamp-
ing a cross (x) in the blank enclosed space on the right of and
after each of said words "Yes" and "No" his wish or choice upon
said proposition, and said ballot shall be printed substantially
in the following form:
MARK CROSS (X) ON BALLOT ONLY WITH RUBBER STAMP, NEVER
WITH PEN OR PENCIL.
This number to be torn
off by Inspector.
Fold ballot ,to this perforated line leaving top margin
exposed.
INSTRUCTIONS TO VOTERS.
To vote on the proposition of incurring a bonded debt
for the purpose specified in such proposition stamp a cross (X)
in the voting square after the word "Yes" or after the word "No".
All marks except the cross (x) are forbidden. All dis-
tinguishing marks or erasures are forbidden and make the ballot
void.
If you wrongly stamp, tear or deface this ballot, re-

SECTION 6: That the Election Precincts last established
and designated within said City by the Board of Supervisors of
the County of Los Angeles, State of California for the holding of
General Elections and which said County Precincts so established
were and are designated as Arcadia City Precincts Nos~ 1, 2, 3,
4, 5, 6, 7 and 8, respectively, shall for the purpose of said
Special Municipal Election referred to in this Ordinance be con-
solidated, designated and shall embrace all that part of said City
of Arcadia as follows:
A. Arcadia City Precinct No. 1 and Arcadia City Pre-
cinct No. 2 shall be consolidated and designated as Arcadia City
Consolidated Precinct No. I, which said Arcadia City Consolidated
Precinct No. 1 shall consist of and be coextensive with said Ar-
cadia City Precincts Nos. 1 and 2.
B. Arcadia City Precinct No.3, Arcadia City Precinct
No. 4 and Arcadia City Precinct No. 5 shall be consolidated and
designated as Arcadia City Consolidated Precinct No.2, which
said Arcadia City Consolidated Precinct No. 2 shall consist of
and be coexteneive with said Arcadia City Precincts Nos, 3. 4
and, 5.
C. Arcadia City Precinct No.6, Arcadia City Precinct
No. 7 and Arcadia City Precinct No. 8 shall be consolidated and
designated as Arcadia City Consolidated Precinct No.3, which

SECTION 7: Tha~ the respectiv~ polling places for the
holding of said Special Municipal Election and the respective
officers of said Election are hereby designated and named as fol-
lows, to-wit:

POLLING PLACE: Council Chamber, in the City Hall,
Arcadia, California.
OFFICERS OF ELECTION:
Inspector: Grace G. Newhall.
Judge: J. Ernest Tyndal.
Clerks: Eunice M. Verner and Luth,er L. Tuoker.
ARCADIA CITY CONSOLIDATED PRECINCT NO.2.
POLLING PLACE: Brown's Garage situate at No. 1404,
South Second Avenue, Arcadia, California.
OFFICERS OF ELECTION.
Inspector: Samuel J. Wileon.
Judge:

Elmer E. Parker and Elmer W. Barth.
ARCADIA CITY CONSOLIDATED PRECINCT NO.3.

OFFICERS OF ELECTION:
Inspector: Stella E. Brookover.
Judge: Ashbury J. Lay.
Clerks: Florence C. Lafever and E. Mae Angetad.
SECTION 8: That the compensation to be paid to each
of said officers of election for all services by each of said
officers to be rendered at said Special Municipal Election shall
be and the same is hereby fixed at the sum of $6.00.

SECTION 9: That said Special Municipal Election shall
be held in every manner, other than hereinabove specifically set
forth, wholly in accordance with the Election Laws of the State
of California, insofar as said Election Laws are applicable to
Municipal Elections in Cities of the Sixth Class of the State of
California.
SECTION 10: That the City Council and Board of Trus-
tees of said City of Arcadia will meet at their usual place of
meeting on Monday, November 5. 1928, at the hour of 7:30 o'clock
P. M. and canvass the returns of said election and declare the
result thereof.
SECTION 11: The City Clerk of said City shall cer-
tify to the passage and adoption of this Ordinance by a vote of t 0,
thirde of all the members of the City Council and Board of Trus-
tees of said City and its approval by the Mayor of and President
of said City Council and said Clerk shall ~ause said Ordinance
to be published once a week for two euccessive weeks in The Ar-
cadia News, a weekly newspaper published and oirculated in said
City of Arcadia and hereby designated for that purpose and there-
upon and thereafter the same shall take effect and be in full
force.
No other notice of sa~ Election than the publication
aforesaid shall be necessary.
The foregoing Ordinance was adopted at a regular meet-
ing of the City Council and Board of Trustees of the City of Ar-
cadia held on the 17th. day of October, 1928, by theaffirmative
vote of at least four Councilmen and Trustees, to-wit:
