MINUTES ARCADIA CITY PLANNING COMMISSION REGULAR MEETING Tuesday, October 9,1990 The Planning Commission of the City of Arcadia met in regular session on Tuesday, October 9, 1990 at 7:30 p.m. in the Council Chambers of the Arcadia City Hall, 240 West Huntington Drive, with Chairman Larry Papay presiding. PLEDGE OF ALLEGIANCE ROLL CALL: PRESENT: Commissioners Amato, Clark, Hedlund, Szany, Papay ABSENT: None MOTION It was moved by Commissioner Clark, seconded by Commissioner Amato to read all resolutions by title only and waive reading the full body of the resolution. The motion passed by voice vote with none dissenting. MINUTES MOTION It was moved by Commissioner Clark, seconded by Commissioner Amato to approve the Minutes of September 25, 1990 as published. The motion passed by voice vote with none dissenting. Duarte Rd. Hilary Chu The staff report was presented. Consideration of modifications to permit a proposed building height of 26' -0" in lieu of a height limitation of 14' -0" required for an exterior remodel of the storefronts within the Alpha Beta shopping center. Staff explained that the ridge line for the market is at 25' -0" which is the maximum allowed by Resolution 3726 and noted that the top of the proposed towers will be 26' -0". All the new signs will be subject to Architectural Design Review. The existing angled parking complies and is not a new plan. The public hearing was opened. 0"*. Peter Fung, 731 S., Garfield, Alhambra, architect for the project, said that the improvement is much needed. He said that the tenants felt that the improvement would upgrade the image of the center which is presently losing customers. The building is very bulky and is 80' deep and the proposal will break up the mass of the building. He explained that the proposed improvements would not affect the properties to the south and noted that he went to the alley to the rear and said that the towers would not block the view of the mountains. He said that in discussing the improvements with Alpha Beta, they said that they are presently in litigation with the property owners but were interested in upgrading their section of the center. In answer to Chairman Papay's question, Mr. Fung stated that they are concerned with the condition that the buildings have to fire sprinklered and said that that would be very costly for the owner who is working with budget constraints. Staff explained that this is a public safety issue and the requirement can not be waived. This is a general requirement and the fire sprinklers will be subject to the review and the approval of the Fire Department. If the applicant decides to down grade the project, the Planning Commission will have to review the project. William Woolard, Planning Director, said that there are a lot of variables in determining the fire sprinklers system. A.F. Forester, 1437 La Perla, Long Beach, one of the owners of the property where Alpha Beta is located, stated that they are presently in litigation with the Alpha Beta store and noted that they have terminated their lease. After the litigation, they anticipate that they will vacate the property at which time they will be able to upgrade the property. He was concerned about the quality of materials and workmanship that may be utilized at the center, especially since the owner is limited financially. He asked if the electrical service would be connected with their building as it exists now or will it be redone? In rebuttal, Mr. Fung said that they will re -route the electrical. No one else spoke in favor of or in opposition to this item. MOTION It was moved by Commissioner Szany, seconded by Commissioner Clark to close the public hearing. The motion passed by voice vote with none dissenting. Commissioner Szany thought that it was an appropriate improvement. Commissioner Clark agreed but was concerned about the height of the center and felt that it may not be in proportion to Alpha Beta. Staff said that the height of the building peaks will only be 1' -0" higher than the Alpha Beta building. Commissioner Hedlund thought that it was a nice improvement and thought that the parking should be redone. Commissioner Amato said that it was a nice proposal and will add to the property. MOTION It was moved by Commissioner Szany, seconded by Commissioner Amato to approve MP 90 -012 subject to the conditions in the staff report. George and Alice Chen The staff report was presented and the public hearing was opened. No one spoke in favor of or in opposition to this item. MOTION It was moved by Commissioner Szany, seconded by Commissioner Amato to close the public hearing. The motion passed by voice vote with none dissenting. ROLL CALL: AYES: Commissioners Amato, Clark, Hedlund, Szany, Papay NOES: None Chairman Papay noted that there is a ten day appeal period. PUBLIC HEARING TPM 90-011 305 California and 220 S. Third Tritech Assoc., Inc. Consideration of tentative parcel map for a 4 -unit residential condominium project. The staff report was presented and the public hearing was opened. No one spoke in favor of or in opposition to this item. MOTION It was moved by Commissioner Szany, seconded by Commissioner Clark to close the public hearing. The motion passed by voice vote with none dissenting. Staff remarked that the project would have a semi subterranian parking. MOTION It was moved by Commissioner Clark, seconded by Commissioner Szany to approve TPM 90-011 subject to the conditions in the staff report. Foothill Blvd. Tony Yoong Consideration of a conditional use permit with parking and landscaping modifications for a 750 sq. ft. donut shop with 2 tables and 4 seats each. The staff report was presented and the public hearing was opened. No one spoke in favor of or in opposition to this item. MOTION It was moved by Commissioner Szany, seconded by motion passed by voice vote with none dissenting. Commissioner Amato was in favor of the use and remarked morning and would not interfere with the other businesses Commissioner Amato to close the public hearing. The that the peak business hour for donut shops are in the in the center which have different peak hours. Chairman Papay remarked that he has never observed any parking problems with the site. Commissioner Clark said he has never noticed any parking problems there. MOTION It was moved by Commissioner Clark, seconded by Commissioner Amato to approve CUP 90-014 subject to the conditions in the staff report. AUDIENCE PARTICIPATION TIME EXTENSION 430 E. Huntington Dr. General Mills Restaurant Inc. The staff report was presented. MOTION None Consideration of a 7 -month time extension for a 9,200 sq. ft. restaurant. It was moved by Commissioner Amato, seconded by Commissioner Clark to approve a 7 -month time extension to June 7, 1991. MOTION A resolution granting CUP 90 -008 for an automotive garage at 10- 16 W. Live Oak Avenue. A resolution granting CUP 90 -009 for the expansion of an existing restaurant at 506 E. Live Oak Avenue. It was moved by Commissioner Amato, seconded by Commissioner Szany to adopt Resolution 1439 and 1440 and to formally affirm the decisions of June 26, 1990, reflecting the findings of the Commission and the votes thereon.
