Casalou, Human Resources Administrator By: Heather McDowell, Sr. Human Resources Analyst 4A/ SUBJECT: Resolution No. 6795 amending Resolution No. 6788 establishing compensation and related benefits for City Council, Executive, Management and other Unrepresented Employees to include the City Manager and Unrepresented Non-Benefited part-time employees eligible for CaIPERS retirement Recommendation: Adopt SUMMARY It is recommended that the City Council adopt Resolution No. 6795 establishing compensation and related benefits for City Council, City Manager, Executive, Management, and Unrepresented employees eligible for CaIPERS retirement. DISCUSSION On August 16, 2011, the City Council adopted Resolution No. 6788 which implemented compensation, benefits and pension reform items for the Unrepresented groups including the City Council, Executive, Management and Unrepresented employees receiving benefits from the City of Arcadia. With the adoption of this Resolution, the City provided an offset for the employees' pension contributions with a comparable cost of living increase. In the adoption of Resolution No. 6788, staff inadvertently omitted the City Manager position as well as a group of non-benefited part-time employees (11) who are enrolled in CaIPERS retirement system due to mandatory guidelines based on hours worked or who were vested in CaIPERS from their prior employment. Mayor and City Council September 6, 2011 Page 2 of 2 Staff understood that the Council's intention of providing an offset to employee retirement contributions should be applied to all employees who would be impacted by the new provisions, therefore the equivalent cost of living increases should be applied to the City Manager position and non-represented part-time employees enrolled in CaIPERS retirement within the City. All other provisions of this section remain in full effect and all pension reform items including the 2nd Tier and new employee contribution of their full cost share will remain in effect for new employees hired after those provisions become effective. The part-time salary schedule is attached to this Resolution as Exhibit A, which incorporates an increase in the amount of two and thirty-four hundredths of a percent (2.34%) effective July 1, 2011, and an additional increase in the amount of two and thirty-three hundredths of a percent (2.33%) effective July 1, 2012 and July 1, 2013, respectively. FISCAL IMPACT The aforementioned pension reform items will provide significant long term savings to the City. Sufficient funds are available in the FY 2011-12 General and Non-General Funds Budgets to implement these changes. RECOMMENDATION Adopt Resolution No. 6795 of the City Council of the City of Arcadia, California Amending Resolution No. 6788 establishing compensation and related benefits for City Council, City Manager, Executive, Management, Unrepresented employees, and Unrepresented non-benefited part-time employees that qualify for CaIPERS Retirement benefits. APPROVED: Don Penman, City Manager RESOLUTION NO. 6795 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ARCADIA, CALIFORNIA, AMENDING RESOLUTION NO. 6788 ESTABLISHING COMPENSATION AND RELATED BENEFITS FOR CITY COUNCIL, EXECUTIVE, MANAGEMENT AND UNREPRESENTED EMPLOYEES TO SPECIFICALLY INCLUDE THE CITY MANGER AND UNREPRESENTED NON-BENEFITED PART-TIME EMPLOYEES ELIGIBLE FOR CALPERS RETIREMENT WHEREAS, City Council Resolution No. 5608 sets forth various fringe benefits and related compensation for officials, officers, management and unrepresented employees of the City; and WHEREAS, Section 36 of that Resolution provides for amendment and modification of Resolution No. 5608 (the Fringe Benefits Resolution) by City Council approved resolutions that direct inclusion of any changes as part of said Resolution; and WHEREAS, salaries, benefits and other employment related terms for City Council, Executive, Management and other unrepresented employees are adjusted by resolution. NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF ARCADIA, CALIFORNIA, DOES HEREBY FIND, DETERMINE AND RESOLVE AS FOLLOWS: SECTION 1. COMPENSATION AND RETIREMENT COMPENSATION Effective July 1, 2011, the City agrees to increase base salaries of the City Manager, Executive, Management, Unrepresented Benefitted employees, and Unrepresented non-benefited part-time employees that qualified for CaIPERS Retirement benefits, in the amount of two and thirty-four hundredths percent (2.34%) for Miscellaneous employees and three percent (3%) for Safety employees; and two and thirty-three 1 hundredths percent (2.33%) for Miscellaneous employees and three percent (3%) for Safety employees, effective July 1, 2012 and July 1, 2013 respectively. The salary schedules for classifications covered by this Resolution are set forth on Exhibit "A" and incorporated herein. SECTION 2. The City Clerk shall certify to the adoption of this Resolution.
