ARCADIA CITY PLANNING COMMISSION
REGULAR MEETING
Tuesday, November 26, 1991
The Planning Commission of the City of Arcadia met in regular session on Tuesday, November 26,
1991 at 7:30 p.m. in the Council Chambers of the Arcadia City Hall, 240 West Huntington Drive, with
Chairman Tom Clark presiding.

ABSENT: None
MOTION
It was moved by Commissioner Amato, seconded by Commissioner Szany to read all
resolutions by title only and waive reading the full body of the resolution.
MINUTES
It was moved by Commissioner Amato, seconded by Commissioner Szany to approve the
Minutes of November 12, 1991. The motion passed by voice vote with none dissenting.

PUBLIC HEARING CUP 91 -017 Consideration of a conditional use permit requesting to
411 E. Huntington Dr., #122 add seating for 16 persons in the existing Iceland Yogurt
Nutricorp, Inc., dba Iceland Yogurt store.
The staff report was presented.
Staff stated that the seats are a convenience to the patrons utilizing the yogurt shop. The CUP Is for an
eating establishment, so if the yogurt shop closed, any other eating establishment would be permitted
at this location.
The public hearing was opened.
Frank Nikkhou, 411 E. Huntington Drive, said that the average time that his customers stay at the
shop is approximately 15 minutes, so the turn over is pretty quick, whereas, at the other restaurants
on the site the customers stay for an hour or more. He stated that he caters to health oriented persons

in the community and surrounding cities with special dietary needs. The seats would be a convenience
for his patrons who would like to relax while they enjoy their cup of yogurt.
No one else spoke in favor or in opposition to this item.
MOTION
It was moved by Commissioner Szany, seconded by Commissioner Amato to to close the public
hearing. The motion passed by voice vote with none dissenting.
Staff explained that the parking requirements for an eating establishment are more due to the higher
turn over in the parking.
The Commission concurred with staff's recommendation in limiting the seating to 12 persons.
MOTION
It was moved by Commissioner Szany, seconded by Commissioner Hedlund to approve CUP 91-
017, subject to the conditions in the staff report.

Chairman Clark noted that there is a five working day appeal period after the adoption of the
resolution.

Ms. Butler read the titles of the resolutions.
A resolution denying MP 91 -006, an appeal of the
Highland Home Owner's Association's Architectural
Review Board's approval of a second floor addition at
2050 Vista Avenue.
A resolution granting CUP 91 -016 and V -91 -001 to
establish and operate an unmanned cellular telephone
equipment facility with a sixty -two (62) foot high
monopole antennae structure at 10 W. Live Oak.
A resolution denying MP 91 -008, for alterations to the
design of certain elements of front yard landscaping
project at 284 Arbolada Dr. that were previously
approved under Application MC 91 -005.

MOTION
It was moved by Commissioner Szany, seconded by Commissioner Amato to adopt Resolutions
1474 and -1476 and to formally affirm the decisions of November 12, 1991, and the votes
thereon.

Chairman Clark abstained from voting on Resolution 1475, because he is employed by the parent
company.

It was moved by Commissioner Szany, seconded by Commissioner Amato to adopt Resolutions
1475 and to formally affirm the decisions of November 12, 1991, and the votes thereon.

MATTERS FROM COMMISSION
Commissioner Hedlund remarked that he felt that all the street signs on First Avenue north of
Huntington Drive look terrible and wondered if they are permanent and staff remarked that those signs
are temporary.

Chairman Clark stated that a motion should be made to re -open the meeting.

MOTION
It was moved by Commissioner Szany, seconded by Commissioner Amato to re -open the
meeting- The motion passed by voice vote with none dissenting.
Chairman Clark said that a motion should be made to cancel the Commission's second meeting in
December, since it falls on Christmas Eve (December 24th).
MOTION
It was moved by Commissioner Amato, seconded by Commissioner Szany to cancel the
Commission's second meeting in December and that at the Commission's next meeting, the
Commission will adjourn to January 14th.
