MINUTES ARCADIA CITY PLANNING COMMISSION REGULAR MEETING Tuesday, August 27, 1991 The Planning Commission of the City of Arcadia met in regular session on Tuesday, August 27, 1991 at 7:30 p.m. in the Council Chambers of the Arcadia City Hall, 240 West Huntington Drive, with Chairman Tom Clark presiding. PLEDGE OF ALLEGIANCE ROLL CALL: PRESENT: Commissioners Amato, Daggett, Hedlund, Szany, Clark ABSENT: None MOTION It was moved by Commissioner Szany, seconded by Commissioner Amato to approve the Minutes of August 27, 1991 as published. The motion passed by voice vote with none dissenting. MOTION It was moved by Commissioner Szany, seconded by Commissioner Amato to read all resolutions by title only and waive reading the full body of the resolution. OTHERS ATTENDING: Councilman George Fasching Planning Director, William Woolard Assistant Planning Director Donna Butler PUBLIC HEARING Z -91 -006 The staff report was presented. Consideration of a zone change from R -O 12,500 to R -O 15,000 This proposal changes the required minimum lot size for any new lot from 12,500 sq. ft. to 15,000 sq. ft. This zone change affects new lots only. If this zone change is approved, any new lot proposed in these areas must comply with the minimum lot area of 15,000 sq. ft. Ernest J. Horacek, Jr., 6528 Vista Del Mar, Playa Del Rey, owner of the property at 212 West Las Flores, spoke in opposition to the zone change within his area. He noted that in 1964 -5 the City did a study of this area and Arcadia City Planning Commission 8/27/91 Page 1 the possibility of subdividing the lots on Las Flores and Longden. This study was based on the zoning at that time of R -O 12,500. Currently, there is the potential of developing a cul -de -sac off of El Monte Avenue with six to eight lots under the 12,500 standard. If the properties are rezoned to R -O 15,000, the cul -de -sac could not be developed. If the properties are not subdivided there is the potential to wind up with large houses next to smaller traditional type single -story houses. Although the zoning may not prevent larger homes from being built, it will preclude the property from being subdivided as was the plan in 1964. Anthony Pasqualone, 321 West Palm Drive, spoke in opposition to the zone change. He noted that in 1969 the Planning Department did a feasibility study of putting in a street between Palm and Walnut, from Holly and El Monte. The proposed rezoning of these properties to R -O 15,000 will not make it feasible to construct a new street in this area. John Gann, 202 West Norman, spoke in favor of the zone change. He does not want smaller lots in the area. He thought the big houses were fine and he liked the large lot. John Houston, 335 Palm Drive, spoke in opposition to the zone change. He urged the Planning Commission to exclude this area from the zone change. Catherine Tyson, 310 West Norman, spoke in favor of the zone change. She hoped the new zoning designation would discourage lot splits in the area. If there are lot splits, the proposed zoning would require that the lots be bigger and more compatible with the other lots in the area. MOTION It was moved by Commissioner Szany, seconded by Commissioner Amato to close the public hearing on zone change Z- 91 -006. Commissioner Szany commented that just because studies were done in 1964 and 1969 regarding the possibility of putting in a new street, does not mean that is what we want now. He noted that since he has been on the Commission, citizens have continually expressed concern regarding the subdividing of larger lots into smaller lots. He thought this zone change was appropriate. Commissioner Hedlund commented that what they are trying to do is discourage is the subdividing of these lots into cul -de -sacs which are not compatible with the existing lots. Perhaps if someone could put in a subdivision that went from one street to another street, it would be okay, but he did not think that would happen. Commissioner Amato concurred. Commissioner Daggett noted that he was a little surprised that there was opposition to this zone change. He noted that in his area, they have upgraded the lot sizes; requiring larger lot sizes decreases the density in an area. Chairman Clark noted they have spent many hours reviewing the zoning in these areas and ways of preserving the large lots and he was in favor of the zone change. MOTION It was moved by Commissioners Szany, seconded by Commissioner Amato to recommend to the City Council approval of zone change Z -91 -006. Huntington Drive (Embassy Suites Hotel) 311 E. Huntington Drive (Hampton Inn) 420 -444 E. Huntington Drive (440 Office Building and Automobile Club site) Consideration of a zone change from CPD -1 DH (Commercial Planned Development -1 with a high rise and design overlay to: CPD -1 DH4 (Commercial Planned Development -1 with a high -rise and design overlay permitting 4 story buildings; and CPD -1 DH7 (Commercial Planned Development -1 with a high -rise and design overlay permitting 7 story buildings) The staff report was presented. Staff noted that the Planning Department was recommending, at the request of the Hampton Inn, that the zoning for this property be changed to CPD -1 DH5. The Hampton Inn is four stories but 58' in height. The H4 zone permits buildings to be only 45' -0" in height and the H5 zone permits buildings to be 55' -0" in height with an additional 10' -0" for mechanical equipment. No one spoke in favor of or opposition to the proposed zone change. MOTION Motion was made by Commissioner Szany and seconded by Commissioner Amato to close the public hearing. Motion passed by voice vote with none dissenting. The consensus of the Commission was that this was an appropriate zone change. Huntington Drive (Santa Anita Medical Office Building) Consideration of a zone change from C -2 DH (General commercial with a design and high rise overlay to C -2 DH8 (General Commercial with a design and high rise overlay permitting 8 story buildings and C -O H (professional office with a high rise overlay) to C -O H6 (professional office with a high rise overlay permitting 6 story buildings). This zone change does not affect existing buildings. The staff report was presented and the public hearing was opened. There were no persons wishing to speak in favor of or in opposition to this item. The motion passed by voice vote with none dissenting. The Commission noted that this was an appropriate zone change. MOTION It was moved by Commissioner Hedlund, seconded by Commissioner Szany that the proposed sale of the flood control property adjacent to 2316 Eighth Avenue is consistent with the Arcadia General Plan and approve the sale subject to the condition that a covenant approved by the City Attorney as to the form and content shall be recorded in the office of the County Recorder guaranteeing that both parcels will remain under the same ownership. A resolution of the Planning Commission of the City of Arcadia California, granting C.U.P. 91 -011 for a martial arts studio at 113 East Huntington Drive Arcadia City Planning Commission 8/27/91 Page 4 MOTION It was moved by Commissioner Szany, seconded by Commissioner Amato to approve Resolution 1468, and to formally affirm the decision of August 13, 1991 and the votes thereon.
