ARCADIA CITY PLANNING COMMISSION
REGULAR MEETING
Tuesday, July 23, 1991
The Planning Commission of the City of Arcadia met in regular session on Tuesday, July 23, 1991 at
7:30 p.m. in the Council Chambers of the Arcadia City Hall, 240 West Huntington Drive, with
Chairman Tom Clark presiding.

Chairman Clark noted that the Minutes will be continued to the Commission's August 13th meeting.
MOTION
It was moved by Commissioner Szany, seconded by Commissioner Amato to read all
resolutions by title only and waive reading the full body of the resolution.

MOTION
Consideration of a conditional use permit to construct two
three -story office buildings with compact car parking
modifications. One office building will contain 16,667
sq. ft. and be located 93' -0" from the residential property
to the south; the other building will contain 25,000 sq.
ft. and be located 50' from the residential properties to
the south.
It was moved by Commissioner Hedlund, seconded by Commissioner Amato to continue the
hearing to August 13, 1991.

Consideration of a tentative map for a 10 -unit residential
condominium project.
Chairman Clark noted that the applicant has requested that the public hearing be continued on this
item, however, if there is any person in the audience who will be unable to attend the August 13th
meeting, they may present their testimony.
Jim Bates, 402 California, said that although he is not speaking in opposition to this proposal, he is
very concerned with the overdevelopment of this street. This is a long street, which many people use
as thoroughfare from Monrovia and Santa Anita Avenue and cars are able to pick up speed and drive at
dangerous speeds.
Commissioner Hedlund interjected that Mr. Bates comments do not directly involve this specific case
and suggested expressing his concerns during Audience Participation.
Mr. Bates remarked that he is at the Planning Commission meeting because he had not received any
responses to two letters that he had sent to the City. In response to a question from staff, he said that
he addressed his letters to the Public Works Department. He said that there are two large City trees at
the corner of his driveway which reduce visibility and was concerned that one day it would create a
major accident and suggested painting the curb.
Staff said that Mr. Bates should speak to Dan Lazo in the Public Works Dept. in regard to the curb and
City trees and stated that the City would be reluctant to remove mature trees.

It was moved by Commissioner Amato, seconded by Commissioner Szany to continue the
hearing to August 13, 1991.

It was moved by Commissioner Szany, seconded by Commissioner Amato to close the public
hearing. The motion passed by voice vote with none dissenting.
Staff stated that this is a 7 -unit project.

49686 subject to the conditions in the staff report.

Consideration of a conditional use permit to operate an
eating establishment with on -site seating for more than
12 persons.
The staff report was presented.
Commissioner Hedlund pointed out typographical errors in the staff report.
The public hearing was opened.
Ming Feng Chiang, 3620 E. Colorado, Pasadena, said that he was in agreement with all of the conditions
in the staff report.
There were no other persons desiring to speak in favor of or in opposition to this item.
MOTION
It was moved by Commissioner Szany, seconded by Commissioner Amato to close the . public
hearing. The motion passed by voice vote with none dissenting.
Commissioner Amato asked if there would be enough room in the front of the store for three tables and
commented that it looked small and staff responded by saying that it would depend upon the location of
the counter. They would have to comply with the Fire Department standards but if approved, the on-
site seating shall be limited to 12 persons.

91 -009 subject to the conditions in the staff report.

condominium project.
The staff report was presented and the public hearing was opened.
Al De Renzis, L & D Eng., 111 N. Melrose, Monrovia, representing the applicant said that they are in
agreement with all of the conditions in the staff report.
There were no other persons desiring to speak in favor of or in opposition to this item.

It was moved by Commissioner Szany, seconded by Commissioner Amato to close the public
hearing. The motion passed by voice vote with none dissenting.

PUBLIC HEARING MP 91 -003.

The staff report was presented.
Consideration of building height and first floor and second
floor setback modifications to construct a 7,202 sq. ft.
two -story single - family dwelling with detached garage.
Staff explained that the north elevation would be looking at the back of the house and the south
elevation would be looking at the front of the house.
The public hearing was opened.
Tony Tang, 2225 W. Commonwealth, Alhambra, the architect was present and said that they will
reduce the setback for the chimney to meet Code and asked that the Commission grant the modification

for the side yard setback. He explained that the owner, Mr. Au, is involved with the youth in the
community and would like to have a large first floor for this purpose.
Jimmy Au, 308 Campus Dr., said that they designed this house to the old Code and the plans were in
plan check but expired due to an oversight by the architect. It would be a hardship to go back and
redesign the house to meet the existing Code. They are anxious to proceed with their plans, especially
since the last winter storms they have had many Teaks in the house. •
Norman Martin, 316 Campus, said that after examining the plans, he is in favor of the request and felt
that it would enhance the neighborhood.
Richard Proctor, 327 Fairview, said that the rear of his property abuts the subject site and said that
the proposed house would impede his view of the mountains. He felt that they should comply with Code
and said that a 7,000 sq. ft. house is too large and objected to the building height.
Ed Thomas, 341 W. Fairview, said that although his property does not abut Mr. Au's property, he has
objections to a two -story house and said that most of the neighborhood is comprised of single -story
homes. He felt that they should comply with Code.
Elizabeth Echam, 333 Fairview, said that this tremendously large house would be an eye sore and
would not be compatible with the neighborhood. She was disappointed that another large house would
be permitted.
Barbara Cogorno, 365 W. Duarte, said that her property is not in the immediate neighborhood but she
is concerned about this area which has only a few modest two -story homes which are no larger than
2,500 sq. ft. She felt that this 7,000 sq. ft. monster would make the other homes seem like peasant
homes. This large house undoubtedly will block views of many homes.
Paul Geare, 300 Campus, said that he is also in favor of the request.
In rebuttal, Mr. Tang pointed out that this is a large lot and they are allowed 35% lot coverage but the
lot coverage, including the covered patio areas, garage and guest house /storage room is 33.8 %. He
noted that reducing the building by 3' to comply with the building height regulations would not make
much of a difference for the neighbors to the south.
There were no other persons desiring to speak in favor of or in opposition to this item.
MOTION
It was moved by Commissioner Amato, seconded by Commissioner Szany to close the public
hearing. The motion passed by voice vote with none dissenting.
Commissioner Amato was not in favor of the requested modifications and felt that they should comply.
Commissioner Szany agreed that the house should be redesigned to comply.
Commissioner Hedlund said that the Council, Commission and staff have worked very hard to come up
with the new regulations and did not think that the requested modifications are justified.
Commissioner Daggett and Chairman Clark agreed.
MOTION
It was moved by Commissioner Amato, seconded by Commissioner Szany to deny MP 91 -003.

PUBLIC HEARING MP 91 -004

HRC Consultants, Inc.
Consideration of front setback, window opening and
parking modifications for a two -story office building.
The staff report was presented.
Staff said that because the courtyard connecting the two office wings of this project is fully enclosed, it
is possible to utilize this area as office space or as a lobby with a common reception area. The
applicant has indicated that this area is intended only to be protected access way to the two wings and
will not be occupied. If the north and south walls are eliminated, or the area was not included, the
floor area would not have been included in staffs parking calculations. The restroom areas are
included as part of the office spaces and the parking calculations have taken them into consideration.
The public hearing was opened.
Thomas Hause, 161 N. Oak Knoll, Pasadena, asked if condition 4 with regard to the air conditioning in
the common courtyard area can be deleted and explained that if this area was not air conditioned it
would get very hot and uncomfortable in the summer. He also wondered if he could increase the height
of the building V for the H.V. and a/c unit.
There were no persons desiring to speak in favor of or in opposition to this item.

It was moved by Commissioner Szany, seconded by Commissioner Hedlund to close the public
hearing. The motion passed by voice vote with none dissenting.
Commissioner Szany remarked that this is a far better design than what was previously before the
Commission. It offers plenty of landscaping on Live Oak and both the parking and setbacks are
acceptable. He had no objection to allowing air conditioning in the courtyard area.
In response to comments from the Commission, staff said that the maximum height allowed is 35' and
the building height will comply.

It was moved by Commissioner Szany, seconded by Commissioner Amato to approve MP
91 -004 subject to the conditions listed in the staff report with the deletion of condition 4.

addition at 120 -124 W. Las Tunas Drive. The addition
will alter the layout and operations of the previously
permitted automotive repair garage at 125 W. Live Oak.
Staff said that the applicant has requested that this item be continued to the Commission's next
meeting.

Consideration of a request for waiver of Final Parcel
Map.
RESOLUTION 1465 A resolution waiving the requirements of a final parcel
map for the property at 601 Sharon Rd. and 600 Norman.
MOTION
It was moved by Commissioner Hedlund, seconded by Commissioner Amato to approve the Waiver
of Parcel Map and to adopt resolution 1465.

RESOLUTION 1464 A resolution denying CUP 91 -008 for a billiard club at

1464, and to formally affirm the decision of July 9, 1991 and the votes thereon.

Commissioner Amato remarked that he attended the dedication for the Senior Center, and said that it is
a very nice building and staff did a great job.
