MINUTES ARCADIA CITY PLANNING COMMISSION REGULAR MEETING Tuesday, April 23, 1991 The Planning Commission of the City of Arcadia met in regular session on Tuesday, April 23, 1991 at 7:30 p.m. in the Council Chambers of the Arcadia City Hall, 240 West Huntington Drive, with Chairman Larry Papay presiding. PLEDGE OF ALLEGIANCE ROLL CALL: PRESENT: Commissioners Amato, Clark, Hedlund, Szany, Papay ABSENT: Commissioner Hedlund MOTION It was moved by Commissioner Szany, seconded by Commissioner Clark to excuse Commissioner Hedlund from tonight's meeting. The motion passed by voice vote with none dissenting. MINUTES MOTION It was moved by Commissioner Clark, seconded by Commissioner Amato to approve the Minutes of April 9, 1991 as amended. The motion passed by voice vote with none dissenting. Arcadia City Planning Commission 4/23/91 Page 1 CONTINUED PUBUC HEARING MP 91 -001 126 Loralyn Dr. Albert Kirk Consideration of a modification for a 10' -0" side yard setback on each side of a proposed second -story addition in lieu of a 15' -0" setback requirement for each side of the addition. The staff report was presented. Staff commented that the second story setback was reduced to 12' -0 ". The public hearing was opened. Albert Kirk, 126 Loralyn, spoke in favor of his revised plans. By relocating the library he was able to increase the setback for the second floor. He remarked that the stair case has limited the design and if it was located any other place it would create an awkward situation. The proposed plan will allow for a good traffic flow. He noted that it was very difficult to work around the existing house. In response to questions from the Commission, Mr. Kirk said that he contacted two architects in the beginning and both advised that he tear down the house, but that would be too costly. There were no other persons desiring to speak in favor of or in opposition to this item. MOTION It was moved by Commissioner Clark, seconded by Commissioner Szany to close the public hearing. The motion passed by voice vote with none dissenting. Commissioner Szany said that the property is large and felt that he can meet the setback requirements without major difficulty. If the property was on a hillside, granting the modification would be justified but there is no major hardship involved to justify approval of the modification. He said that this is a major investment and should be designed and built well. Commissioner Clark agreed with Commissioner Szany and said that the revised plans are not significantly different from what was previously before the Commission. Commissioner Amato agreed and felt that the addition should be done in a better manner. Chairman Papay said that the Commission should determine whether denying the modification would be be a hardship. He thought that Mr. Kirk could design the second floor so that it would not require any modifications, since there is sufficient space over the first floor. MOTION It was moved by Commissioner Clark, seconded by Commissioner Amato to deny MP 91 -001 with Findings D.1, D.2 and D.3. Golden West Avenue. A resolution revoking CUP 90 -016 for the auto body shop at 42 W. Live Oak Avenue. MOTION It was moved by Commissioner Clark, seconded by Commissioner Amato to adopt resolutions 1459 and 1460, and to formally affirm the decisions of April 9, 1991 and the votes thereon. ROLL CALL: AYES: NOES: ABSENT: Commissioners Amato, Clark, Szany, Papay None Commissioner Hedlund Chairman Papay noted that there is a five working day appeal period for Resolution 1459. 1460 does not have an appeal period. Resolution MATTERS FROM COUNCIL Councilman Fasching said that he is looking forward to working with the Commission and to serve as Council Liaison.
